The new Express form has a place to check "scoping" and then we're able to enter it into the computer tracking and get "credit" for our weekly accounting of how many meetings we had. Right now it's a numbers game and every meeting counts. Maybe every business is like that. The determination was based on a review of aerial photographs, the New Hanover County Soils Map and a site visit by W&R staff on January 16, 2008. The proposed project area is located within a previously developed portion of the GE complex. The majority of the project site currently consists of existing buildings and asphalt, with several small areas of grass and a small drainage Swale. The grassed areas are mowed on a regular basis, and do not exhibit any of wetland characteristics. The drainage Swale did not exhibit an Ordinary High Water line, nor contain wetland vegetation. Therefore, based on the review of the soils map, aerial photographs and the site visit, it was determined that the project site does not contain any jurisdictional wetlands and/or waters and consists entirely of uplands. This letter, with attachments, is the report of our evaluation. Field Testing On January 16, 2008 ECS conducted an exploration of the subsurface soil and ground water conditions at an additional requested location shown on the attached Site Diagram. The borings were located by using a scaled site map provided by Andrew Consulting Engineers. The purpose of this exploration was to obtain subsurface information of the suitability of the in - place soils for the proposed infiltration area. We explored the subsurface soil and ground water conditions by advancing one hand auger boring into the existing ground surface at the requested boring location. We visually classified the subsurface soils and obtained representative samples of each soil type encountered. We also recorded the ground water level observed at the time of each hand auger boring. The attached Infiltration Evaluation Form provides a summary of the subsurface conditions encountered at each hand auger boring location.
