THE PROJECT CONSISTS OF CONSTRUCTION OF A NEW WET DETENTION BASIN AND A REDUCTION TO THE TREATMENT AREA OF THE BASIN THAT IS PERMITTED UNDER STORMWATER PERMIT SW8 960501. THE COMPLETED PARADE DECK WILL PROVIDE A PAVED PARADE DECK BETWEEN THE EXISTING BARRACKS AT CAMP GEIGER. CONTACT INFORMATION EARTH TECH, INC. ATTN: BRYAN M. THE SITE IS APPROXIMATELY 3600 FEET FROM THE NEW / WHITE OAK RIVER, JUST OUTSIDE OF JACKSONVILLE, NC AND IS LOCATED IN ONSLOW COUNTY, WHICH IS A PHASE II - NPDES REQUIREMENT COUNTY. THE PROPOSED PROJECT STORMWATER PLAN WILL MEET THE REQUIREMENTS OF DETAINING THE 1.5 INCH RAINFALL EVENT FOR A PERIOD OF APPROXIMATELY 5 DAYS, PER THE 85% REMOVAL REQUIREMENT FOR TSS. THE WET DETENTION BASIN WILL PROVIDE NUTRIENT REMOVAL FOR TN AND TP, THOUGH IT IS NOT REQUIRED FOR THIS PERMIT. ADDITIONALLY, THE BASIN DESIGN, OUTLET STRUCTURE AND THE USE OF GRASSED SWALES WILL PROVIDE A POST DEVELOPMENT PEAK FLOW RATE THAT IS LESS THAN THE EXISTING CONDITION, PER THE JULY 2007 START DATE FOR MEETING PHASE II REQUIREMENTS. STORMWATER DESIGN PARAMETERS THE MODIFICATIONS TO THE EXISTING DETENTION BASIN ARE BASED ON THE FOLLOWING PARAMETERS OR OBJECTIVES: • PROVIDE 85% TSS REMOVAL • PROTECT THE VALUE OF THE RECEIVING WATER RESOURCE • 1,5" RAINFALL FOR TEMPORARY BASIN STORAGE SIZING • THE 1 YR RAINFALL FOR OUTLET STRUCTURE AND ROUTING DESIGN TO MAINTAIN A POST DEVELOPMENT PEAK FLOW THAT IS LESS THAN PRE - DEVELOPMENT PEAK FLOW • RATIO OF IMPERVIOUS SURFACE TO THE TOTAL AREA OF THE DRAINAGE AREA • FLOW LENGTH RATIO TO PROVIDE INTENDED TSS REMOVAL DISCUSSION OF TREATMENT MEASURES THE PROPOSED TREATMENT IS TO CONSTRUCT AN ADDITIONAL BASIN AND REMOVE 1.9 ACRES OF THE PROJECT SITE FROM THE II.1 ACRES OF THE CONTRIBUTING DRAINAGE AREA OF THE CURRENTLY PERMITTED BASIN. AS THE REQUIREMENTS OF DWQ ARE MORE STRINGENT TODAY THAN THEY WERE WHEN THE EXISTING BASIN WAS PERMITTED, RETROFITTING THE EXISTING BASIN IS IMPRACTICAL AND UNFEASIBLE DUE TO SITE CONSTRAINTS. FURTHERMORE, THE EXISTING BASIN IS FULLY FUNCTIONAL AND WELL ESTABLISHED. THE PROPOSED BASIN WILL REDUCE THE RUNOFF THAT THE EXISTING BASIN IS RECEIVING AND FURTHER AUGMENT THE FUNCTION OF THE EXISTING BASIN. THE PROPOSED BASIN MEETS ALL OF THE FUNDAMENTAL REQUIREMENTS OF DESIGN CONFIGURATION THAT ARE DEFINED BY DWQ. THE ATTACHED SUPPLEMENT FORM, CALCULATION SHEETS AND DESIGN PLANS INDICATE HOW THESE REQUIREMENTS MEET MINIMUM SPECIFICATION FOR: • MINIMUM REQUIRED STORAGE VOLUME FOR THE 1.5" RAIN EVENT • MINIMUM AVERAGE DEPTH OF 3' ABOVE SEDIMENT REMOVAL ELEVATION • MINIMUM SA/DA RATIO • FOREBAY GEOMETRY AND VOLUME • FLOW LENGTH RATIO • LENGTH TO WIDTH RATIO • DISCHARGE ENERGY DISSIPATION AND 30' VEGETATED FILTER STRIP • VEGETATIVE SHELF GEOMETRY • MAINTENANCE ACCESS • SEDIMENT REMOVAL • OUTLET CONFIGURATION AND TRASH RACK PHASE II REQUIREMENTS ARE MET BY USING ADEQUATE BASIN GEOMETRY, OUTLET CONFIGURATION AND A GRASSED SWALE TO REDUCE PEAK FLOWS FOR THE 1 YR. 24 HR STORM. A 1.5 INCH ORIFICE YIELDS AN ESTIMATED DRAW DOWN TIME OF 5 DAYS AND PROVIDES A MAXIMUM AMOUNT OF TIME FOR INFILTRATION TO GROUNDWATER AND TREATMENT OF TSS AND NUTRIENTS. THE PROPOSED OUTLET, ROUTING AND BASIN DESIGN WILL HAVE A PEAK OUTLET FLOW RATE OF APPROXIMATELY 0.41 CFS AT APPROXIMATELY 13 HOURS, WHICH HIS LESS THE PRE - DEVELOPMENT FLOW RATE OF 1.04 CFS. (HYDROCAD MODEL RESULTS ARE ATTACHED) CONCLUSION THIS STORMWATER MANAGEMENT PLAN REPRESENTS AN ENVIRONMENTALLY SENSITIVE AND EFFECTIVE PLAN FOR UTILIZING THE STORMWATER TREATMENTS TO ACCOMMODATE THE INCREASED RUNOFF OF THE PROPOSED SITE DEVELOPMENT.
