Total project area shall be calculated to exclude the following: the normal pool of impounded structures, the area
between the banks of streams and rivers, the area below the }lormal High Water (NHW) line or Mean High Water
(MHW) line, and coastal wetlands landward from the NHW (or MHW) line. The resultant project area is used to
calculate overall percent built upon area (BUA). Non -coastal wetlands landward of the NHW (or MHW) line may be
included in the total project area.
8. Project percent of impervious area: (Total Impervious Area / Total Project Area) X 100 = 33.47 %
9. How many drainage areas does the project have?5 (For high density, count 1 for each proposed engineered

Matt,
In looking at the 0&M closer as I try to draft the permit, I noticed that the forebay elevations listed on page 3 do not
match the previous O&M agreement. The previous O&M listed the forebay bottom as 8 and the sediment removal
elevation as 9. 1 haven't found the pond detail for this pond in the file, but can you confirm which forebay elevations are
correct?
Thanks,

Stormwater Project No. SW8 070926
Wounded Warrior Complex - Photovoltaic Modificiation
Onslow, County
Dear Mr. Baker:
Dee Freeman
Secretary
The Wilmington Regional Office received an Express modified Stormwater Management Permit
Application for the Wounded Warrior Complex on December 13, 2011. A preliminary review of
that information has determined that the application is not complete. The following information
is needed to continue the stormwater review:
JI . Please provide a new Operation & Maintenance agreement for Pond 2. Since this pond
is being modified and a new wet detention pond supplement is necessary, a new O&M
agreement will also be needed.
2. Please re -format the pages attached to the application and used to replace Section
IV.10. Please format these into one table with several columns similar to the format of
Section IV.10.
3. Please correct the Additional Information section of the Wet Detention Pond Supplement
to accurately describe the condition of the pond. The supplement indicates that the
vegetated shelf has a slope of 10:1 and is 10 ft wide even though it appears to have
been permitted with the older style of the vegetated shelf.
4. The express additional information fee has been waived for this request for additional
information.
5. Please keep in mind that changing one number may change other numbers and require
the calculations, supplements, and other supporting documentation to be updated.
Verify all numbers are correct to ensure consistency in the application documents.
Please note that this request for additional information is in response to a preliminary review.
The requested information should be received in this Office prior to December 23, 2011, or the
application will be returned as incomplete. The return of a project will necessitate resubmittal of
all required items, including the application fee.
If you need additional time to submit the information, please email or fax your request for a time
extension to the Division at the address and fax number at the bottom of this letter. Please note
that a second significant request for additional information may result in the return of the project.
If the project is returned, you will need to reschedule the project through the Express
coordinator for the next available review date, and resubmit all of the required items, including
the application fee.

DESIGN NARRATIVE
L GENERAL:
On behalf of NAVFAC and the Marine Corps Base Camp Lejeune (MCBCL) — Public
Works Division, Cape Fear Engineering is submitting to modify the existing State
Stormwater Permit for the Wounded Warrior Barracks and Hope and Care Center (SW8
070926) to include the improvements from the P-1400 Energy Initiative Project at
Wounded Warrior.
The project site is located within the Marine Corps Base — Camp Lejeune near
Jacksonville in Onslow County, North Carolina. The project area is approximately 2.0
acres.
The intent of this project is to complete the necessary site work to install canopy
mounted, fixed angle photovoltaic (PV) arrays in the existing Barrack parking lot and
install utility connections from the PV arrays to the Wounded Warrior BEQ, and the
Hope and Care Center.
The proposed project area is covered under an existing high density State Stormwater
Permit. Specifically, the project area is located within the drainage area of an existing wet
detention basin. This project will utilize the existing wet detention basin for stormwater
treatment.
2. EXISTING PERMIT INFO:
The project site is covered under existing State Stormwater Permit Number SW8 070926
last modified on June 28, 2011. Specifically, this project drains to Pond #2 in the
aforementioned permit. This pond was certified on May 19, 2009.
3. EXISTING SITE AND DEMOLITION:
The project site is located primarily in and immediately adjacent to the existing Wounded
Warrior Barrack parking lot.
Existing onsite vegetation consists primarily of landscape trees in the parking lot. There
is a wooded area west of the parking lot that consists primarily of pines and hardwoods.
Existing drainage patterns onsite consist of sheet flow from the parking area to a
perimeter swale which conveys runoff to an existing NCDENR permitted stormwater
facility which ultimately drains to Northeast Creek (Stream Index 19-16-(3.5), Stream
Class: SC;HQW;NSW)
There are no wetlands within the proposed project boundary
DEC 0 1 Z011
BY:-
4. PROPOSED IMPROVEMENTS:
Proposed improvements include construction of canopies to support the photovoltaic
panels with associated foundations, super structure, cut and replace asphalt, underground
electric and communication lines and other miscellaneous appurtenances
5. DRAINAGE CONSIDERATIONS:
The drainage will continue to follow existing drainage patterns where stormwater sheet
flows from the parking area into a perimeter Swale which conveys runoff to NCDENR
permitted stormwater facilities.
6. EXISTING WET DETENTION BASIN #2:
This modification does not make any changes to the previously permitted Wet Detention
Basin #2. All elevations, surface areas, volumes, and outlet structure configurations and
elevations remain unchanged from the previously permitted and certified values.
The proposed modification does result in a small increase of additional impervious within
in the Pond #2 drainage area. Revised water quality calculations have been prepared to
demonstrate that the existing system has the ability to treat the additional runoff.
7. EROSION CONTROL CONSIDERATIONS:
Unless otherwise indicated, all vegetative and structural erosion and sediment control
measures shall be constructed and maintained according to the minimum standards and
specifications of the North Carolina Erosion and Sediment Control Planning and Design
Manual.
Temporary erosion control measures consisting of silt fence, inlet protection, stone
construction entrances and temporary seeding will be implemented and maintained
during construction for all project features. Temporary control measures are shown on the
plans.
These temporary measures will be located within the site to contain sediment runoff
expected from construction operations. Implementation of temporary control measures
will require adjustments and/or additions by field personnel to the initial proposed
sediment control plan for construction.
All temporary erosion control and sediment control measures shall remain in place until
the project site is brought to final grade and permanent stabilization is established.
Permanent measures to consist of seeding and grassing. All areas disturbed by
construction shall be stabilized with permanent vegetation immediately following
finished grading.

8. PROPOSED PV STRUCTURE DESIGN
The proposed design has openings along all sides of each individual panel. These opening
have been provided to all stormwater runoff to flow through the structure and to the
ground beneath. Therefore, each structure should function similar to raised wooden
decking which is considered pervious.
Calculations comparing the percentage of open space provided by the proposed design to
typical raised wooden decking have been provided. These calculations indicate that the
proposed design will provide a higher percentage of open space that typical raised
wooden decking.
The proposed structures are supported by 30-inch diameter concrete columns. The
columns that are located outside of the parking area have been considered impervious.
