Broad Street - Post Office Box 1737 - Southern Pines, NC 28388 January 12, 2006 N Linda Lewis Wilmington Regional Office, NCDENR Cardinal Drive Extension Wilmington, mington, NC 28405 RE: Town of Lake Waccamaw Stormwater Improvements —Contract 2 Water Quality Permit Request for Exemption HUA No. LW0301.320 Permit Applications Dear Ms. Lewis, On behalf of the Town of Lake Waccamaw, I would like to request an exemption from obtaining a stormwater permit for the above mentioned project. Contract 2 of this CWMTF project includes the following: Task 2. Lane Pond: This 1.5 acre pond (normal pool) will receive water from an existing ditch that drains 40 acres, store a maximum of 143,976 cubic feet of runoff, and then release this runoff back to the existing ditch over a three day period. The pond shall include a fore -bay and wetland plants along its banks. Task 3: Sutton Place Wetland and Ditches: This .36 acre wetland will receive water from two existing ditches that drain 30 acres, store a maximum of 55,400 cubic feet of runoff, and then release this runoff back to an existing ditch over a three day period. The wetland shall include a 2,830 square foot pool from one to three feet deep, a small upland area, and a mix of wetland grasses and shrubs. Task 4: Park Pond Ditch: This grassy swale will replace an existing ditch that carried Stormwater from the Park area to an unnamed stream. The Park was recently constructed with a temporary outlet from a sediment basin to an existing ditch west of the pond (Permit Number SW8 031227). The new grassy Swale will help restore the natural flow patterns --which took runoff to the east and west of Lake Waccamaw. As the Town was developed the natural pattern was short-circuited by large north to south ditches that cut through the bluff on the north side of the Lake.
