SUBJECT: Inspection and Certification of Stormwater Control Measure Device
Institute of Marine Sciences
Fisheries Research Lab & Shop Building Expansion
Morehead City, North Carolina
Permit No. SW8011020
Dear Ms. Myers:
SynTerra Corporation (SynTerra) conducted an inspection of the stormwater control
measure (SCM) device at the above -referenced site on June 21, 2021. We conducted the
inspection in accordance with the Operation and Maintenance Agreement for Infiltration
Trenches that is included as part of the facility's Stormwater Management Permit and
the Operation and Maintenance Provisions for Infiltration Trenches listed in Part C-1 of the
North Carolina Stormwater Design Manual (revised 11/20/20).
The SCM device installed at the site and listed in the Stormwater Management Permit
consists of an infiltration trench installed beneath the front parking lot on the north side
of the site. The location coordinates of the BMP are N34° 43' 26" (34.7240), W76° 44' 43"
(76.7453). Storm water runoff from 0.22 acres of site impervious areas, consisting of a
parking lot on the north side of the property, follows the site surface grade and flows into
surface catch basin inlets, a lift station, and through inlet piping into the infiltration
trench. The infiltration trench is designed to capture and treat a runoff volume from the
first 1.5 inches of rainfall per the Coastal Area Management Association (CAMA)
stormwater requirements. The trench is designed to draw down the design storm volume
within a 1.7-hour period. Volume in excess of the design storm is routed through 18-inch
piping and discharged through a 50-foot vegetated filter ditch to daylight on the south
side of the property.

Inspection Criteria and Results
We conducted our inspection within 24-hours following a storm event that produced 0.5
inches of rain locally. We based our inspection on the following criteria:
1. SCM Perimeter and Surrounding Drainage Area
2. Grass Filter Strip/Pretreatment Area
3. Flow Diversion Structure
4. Main Treatment Area
5. Observation Well
6. Emergency Overflow Berm
7. Receiving Area
Inspection observations are provided in the attached checklist, and inspection photos are
provided in the attached inspection log
Based on the criteria used as part of this inspection and our observations, we certify that
the SCM device installed at the subject site is operating as designed, and no deficiencies
are noted.
