A swale detention basin system adjacent to the rood and parking area. 2. A porous ospholt infiltration system in the parking areas. I. SWALEAWTENTION BASIN SYSTEM A system of swoles and detention basins will accommodate run-off from the travel lanes of the parking expansion. As well as run-off from Impervious surfaces. Impervious povement areas " A & B" have on impervious asphalt surface cover of 10,634 s.f. The n,n-off generated by these areas, which is 1,329 c.f., will be directed to a basin (A) and a roadside swale. The water collected in the bask) and Swale will dissipate into the sandy soils. Impervious pavement areas " C & D" have an impervious asphalt surface cover of 14,812 s.f. The run-off generated by these areas, which is 11,851 c.f., will be directed to a basins C!, C2, C3, and Dl. The water collected in the basins will dissipate into the sandy soils. The basin and swale can accommodate stormwater run-off generated by the 1 1/2" per hour intensity storm.The anticipated storage requirements and proposed storage capacities are summarized in the table located on sheet 1 of 2. Based on previous subsurface borings, the soils at Pirate' s Cove exhibit on infiltration rate of 0.12 to 0.59 inches per hour, an average of 0.29 inches per hour. Using a conservative minimum infiltration rate of 0.20 inches per hour, the entire detention system will drain within three days. Additionally, previous tests at Pirate' s Cove Indicate the hydraulic conductivity of the subgrade soils is in the range of 2 to 6 inches per hour. DRAW DOWN GRASSED SW.ALE/BASIN Minimum Infltretion Rate - 0.20" /Hr. Maximum Storage in Swale/Basin = 12" (Using moximum depth) Draw down 12.0 in. 0.20 in./hr. = 60 hrs (<5 Days) 11. POROUS ASPHALT INFILTRATION SYSTEM The second method of controliing stwmwuter run-off in the parking expansion will be a porgus asphalt pavement infiltration system in the parking areas. These areas of porous asphalt cover 10,277 square feet, are located at least 30 feet from SC waters, and ore indicated an sheet tof 2. Properly designed, constricted and maintained, this system is considered OX Impervious and, therefore. wli not contribute to the impervious areas of the development. Earlier phases of the Pirate' s Cove project have received approval to utilize this system in residential and commercial areas. Refer to the Coastal Resources permit I1111-86, issued June 6, 1986, Phase One; permit y2C2-87, issued October 6, 1987, Phase Two; and permit #1D-89, Issued January 20. 1989, Phase Three. The proposed design of the porous asphalt to be used for the parking lot surface provides a storage capacity of 3.29 inches within a section with total depth of 9.5 inches. Based an previous study at the site, (utilized as support data for approved porous pavement design In Pirate' Cove; (refer to August 4, 1987, Stohmwater Submittal prepared by Bissell Associates) the typical groundwater level is approximately at elevation +0.5 MSL with little seasonal variability. Therefore, the subgrode elevations of the pavement will be set at +2.5 MSL or higher. Designed for a 1 1/2" /hour intensity storm, the porous pavement will easily store stormwater falling directly onto the porous pavement areas and any water directed to it from other impervious surfaces. The porous pavement infiltration system is designed to accommodate run off generated by the 1 1/2- storm from both the not -porous asphalt, travel lanes and the porous asphalt parking bays. This conservative approach will effectively control stormwater runoff and protect the water quality of the adjacent waters. All porous asphalt parking will be sloped at a maximum of 1X. Rainwater will be absorbed into the porous pavement. The rain falling directly an the pavement results In a maximum required storage capacity of 1.5 inches. The proposed pavement section, with a capacity of 3.29 inches, easily accommodates the required design standard of 1.5 inches of rainfall. Using a conserwtive minimum infiltration, rate of 0,20 inches par hour for the subgrode soils, the entire saturated pavement system drains within one day. Maximum Storage in Pavement Section = 3.29" Draw down 3.29 in. 0.20 In./hr. = 16.5 hrs (<5 Days) ASPHALT INFILTRATION SYSTEM OPERATION AND MAINTENANCE FOR POROUS ASPHALT AS A STORMWATER SYSTEM The effectiveness of porous pavement as a storage system for atormwater run-off depends upon how well It maintains its porous characteristics. The main threat to its porosity carries from send, dust and other debris that might clog the system' s porous layer. To minimize the degree of dogging, a maintenance program will be established. This program will combine routine schedules maintenance, a system of inspection of problems, and a policy for repair. RESPONSIBILITY The responsibility for an ongoing program of maintenance will rest with the project Owner. MAINTENANCE The maintenance of porous pavement areas will be identical to the operation approved for residential and commercial areas in the Phase One (6/6/86), Phase Two (10/6/87) and Phase Three (1/20/89) of the Pirate's Cove project. The equipment to be used will be a Tenant 235, or equal, riding vacuum -sweeper, which will either be owned by the Pirate's Cove Property Owner w provided by a qualified commercial sweeping service on a contract basis. INSPECTION Between routine sweeping, a program of weekly inspection of all porous asphalt surfaces in Pirate's Cove will be conducted. The stormwater management system will be inspected for A. Rutting B. Excessive or prolonged pending C. 00 or petroleum skim D. Silt covered low spots E. Weeds and grasses rooting in the system F. Clogging of root drain section, e.g.. plugged and spouts, excessive debris in root drains. If these or other conditions affecting porosity are found extra sweeping and wcuuming will be undertaken or such special measures as may be necessary to eliminate the problem. If repairs to the system become necessary, or if other problems persist that routine procedures cannot eliminate, the N.C. Department of Natural Resources will be contacted before such repairs Or other special measures are undertaken. Repairs to pavement will be made as recommended by a qualified engineer and in accordance with any recommendations, conditions, or criteria set forth by the Department Environmental Health & Natural Resources. These stormwater components shall be maintained in a condition which makes therm functional for the intended purpose. In the process of meeting the overall requirement of insuring proper system function, the following specific tasks, at a minimum, shall be performed. 1. During construction, and until such time as all grounds are stabilized with a suitable vegetative cover, all erosion and sediment control practices shall be checked for stability and proper operation following every runoff -producing rainfall event. Sediment shall be removed from behind silt fencing when it approaches 0.5 feet in depth. Any needed repairs will be made immediately to maintain all practices as designed. 2. Sediment shall be removed from each infiltration basin following each rainfall event exceeding one and one half inch. The basin bottoms and banks shall be restored to their design elevations and/or grades. Any condition of ground surface, banks, or retaining wall instability shall be immediately corrected. 3. Following every runoff -producing rainfall event, all debris shall be removed from the open channel areas to facilitate unobstructed flow. 4. A vigorous stand of low profile grass shall be maintained on the basin bottoms, basin banks, and in the open channel areas at all times. 5. Ali grossed surfaces shall be moved on a regular basis to maintain a maximum gross height of 2" . 6. Any areas exhibiting soil erosion,during the course of project construction shall be stabilized with a suitable vegetative cover, erosion blanket, and/or rip rap as necessary to eliminate the potential for erosion.
