Stormwater Permit SW7131102 for a stormwater treatment system consisting of a wet
detention pond serving a Wal-Mart Store located on NC Hwy 55 in Grantsboro, NC
expires on December 6, 2021. This is a reminder that permit renewal applications are
due 180 days prior to expiration. We do not have a record of receiving a renewal
application.
Please submit a completed permit renewal application along with a $505.00 fee for
permit renewal. Permit application forms for renewal can be found on our website at:

resources/stormwater/stormwater-program/post-construction-2. North Carolina General
Statutes and the Coastal Stormwater rules require that this property be covered under a

This letter is to inform you of certain conditions of your stormwater permit that have
not been met. Permit SW7131102 was issued on December 6, 2013 for a wet detention
pond to serve Wal-Mart Store # 7238 located on Hwy 55 in Grantsboro, INC. A Division of
Energy, Mineral, and Land Resources file review and inspection confirms that a
certification of completion has not been submitted. Permit condition number II. 8 states
"Upon completion of construction, prior to issuance of a Certificate of Occupancy, and
prior to operation of this permitted facility, a certification must be received from an
appropriate designer for the system installed certifying that the permitted facility has been
installed in accordance with this permit, the approved plans and specifications, and other
supporting documentation..."

S&ME, Inc. (S&ME) has conducted a soil evaluation including SHWT estimation in
general accordance with S&ME Proposal P140-13E dated July 9, 2013. Our evaluation
was conducted to provide information for the design of an appropriate stormwater Best
Management Practice (BMP) device and a Stormwater Management Permit Application
to the North Carolina Department of Environment and Natural Resources (NCDENR) —
Division of Water Resources (DWR). A soil scientist evaluated the soil conditions within
the proposed stormwater BMP area.
PROJECT BACKGROUND
Development of the 15.23 acre site will include a Walmart building (north portion of
site), associated paved parking and access drives (primarily south of the proposed
building), and a stormwater BMP (north of the proposed building). We also understand
that a gas station will be developed on the south portion of the site. The property is
currently being used as a com field, is undeveloped, and does not contain any structures.
As a result of the proposed construction and associated impervious surface, a stormwater
BMP is required to treat stormwater generated from the site to comply with State
stormwater management requirements. Use of stormwater BMP's are subject to the
suitability of site soils and regulatory approval. Regulatory guidance on requirements for
4permitting of stormwater BMP's are provided in the North Carolina Division of Water
foot,&' Resources— Stormwater BMP Manual (NCDENR-S W-BMP), dated July 2007 (Revised

September, 2009). There is one wet detention basin area proposed as depicted on the
attached Stormwater Soil Evaluation Map (Figure 1).
FINDINGS
The soil evaluation was performed with hand auger borings at two locations (B-1 and B.
2) within the proposed wet detention basin area as shown on the attached Figure 1. Our
evaluation consisted of identifying and recording the soil morphological conditions at
these locations in order to develop soil profile descriptions, which are also shown on the
attached Figure 1.
Permeability/Hydraulic Conductivity Estimation
Under current North Carolina Division of Water Resources (NCDWR) requirements for
various stormwater devices, the in -situ soil permeability/conductivity is an important
design factor. Therefore, the soil profile descriptions on the attached Figure 1 show the
soil morphological conditions including texture, estimated United States Department of
Agriculture (USDA) permeability and estimated USDA hydraulic conductivity (Ksat) for
the different soil horizons found on -site.
In the area of Boring Location B-1 and B-2 within the proposed wet detention basin area,
the soil surface layer consisted of loam material which has an estimated USDA
permeability range of-0.6 to 2 inches/hour and USDA estimated Ksat range of 0.14 to 1.4
inches per hour. The underlying soil material consisted of clay and silty clay material
which has an estimated USDA permeability range of 0.06 to 0.2 inches/hour and USDA
estimated Ksat range of 0.014 to 0.14 inches per hour.
Please refer to the enclosed map and soil profile descriptions, for more information.
These estimates were obtained from one or more of the following: Pamlico County Soil
Survey "Physical & Chemical Properties of the Soil - Permeability'; and/or USDA-
NRCS (United States Department of Agriculture - Natural Resource Conservation
Service) official series description, and/or "NRCS Field Book for Describing & Sampling
Soils" the permeability estimates were converted to conductivity on the profile
description tables.
SHWT Estimation and OWT Measurement
Under current NCDWR regulations, the depth of various stormwater BMP devices from
the SHWT is an important design consideration. For example, current regulations for wet
detention basins require that the permanent pool elevation (PPE) shall be no more than
six inches above or below the SHWT in order to maintain a permanent pool of water and
to avoid doing a hydrogeologic analysis. Therefore, S&ME evaluated the SHWT by
advancing hand auger borings and evaluating the soil for evidence of SHWT influence.
This evaluation involved looking at the actual moisture content in the soil and observing
the matrix and mottle colors. Depending on the soil texture, the soil color will indicate

processes that are driven by SHWT fluctuations, such as iron reduction and oxidation and
organic matter staining. See Table 1 below and the soil profile descriptions on Figure 1
for the estimated SHWT depths based on soil color.
In addition, S&ME recorded the observed water table (OWT) level at each indicated hand
auger boring location if applicable. The OWT was measured as the static water level in
each of the temporary hand auger boring locations below existing ground level (EGL). It
should be noted that the static water level/OWT measured in the auger holes is a
measurement of the water table at that moment and does not represent an average water
level or the highest point at which the water table may rise to. Furthermore, it is expected
that groundwater elevations in the study area will likely be influenced by factors such as
precipitation and proximity to surface water discharge/recharge features.
See Table 1 below and the attached soil profile descriptions for the estimated SHWT
depths based on soil color and measured OWT depths.

CONCLUSION
The NCDENR-SW-BMP Manual requires that the permanent pool elevation (PPE) of a
wet detention basin shall be within +/- 6 inches of the SHWT or be maintained using a
liner with permeability below 0.01 inches per hour. The SHWT estimations at both
Boring Locations B-1 and B-2 is less than 12 inches below the existing ground surface
and therefore the PPE should be 6 to 12 inches below the existing ground surface at these
locations.
Also, current regulations for wet detention basins state that if a liner is required, it must
be constructed or compacted such that the infiltration rate is no more than 0.01 inches per
hour. Both Boring Location B-1 and B-2 had soil with estimated permeability/infiltration
rates that may be conducive for use as a clay liner, however additional laboratory or in -
situ testing would be required to confirm.
LIMITATIONS
Data only from hand auger borings, where performed, and conditions may vary in
other areas of the proposed stormwater BMP.

I wanted to follow up with you on the outstanding items for New Bern and Grantsboro. You should have
received the Grantsboro plans yesterday and the New Bern plans will arrive today. I have also requested the signed
original documents again from Wal-Mart for both projects. It usually take a day or two to get these from them. Ideally
we will have them this week and I can get them to you on Monday. I will include the copy of the deed for Grantsboro
with that package. Please let me know if you are missing anything other than those items for those projects.
We are currently working on revising the Oriental project and have original signatures for those. We will get
those in ASAP to help facilitate the review. We appreciate all of your help on these projects.

Wet Detention Basin Operation and Maintenance Agreement
I will keep a maintenance record on this I3,NIP. This maintenance record will be kept in a
lot; in a known set location. Any deficient 13NIP elements noted in the inspection will he
corrected, repaired or replaced iminediately. These deficiencies can affect the integrity
Of structures, safety Of the public, and the removal efficiency of the Bl\•Ip.

pretreatment including forebays 111d the vegetated filter if One is provided.

Important maintenance procedures
- Immediately after the wet detention basin is established, the plants on the
vegetated shelf and perimeter of lho basin should be watemd twice weekly if
needed, until the plants become established (conullonly six weeks).
- No portion of the wel detention pond should be fertilize) after the first initial
fertilization that is required to establish the plants On the vegetated shelf.
- StablC groundcover should be maintained in the drainage area to reduce the
sediment load to the beet detention basin.
- If the basin nulst be drained for an emergency or to perform maintenance, the
flushing of sediment through the emergency drain should be nlininlized to the
nlaxilnunl extent practical.
- Once a year, a danl safety expert should inspect the embankment.
After the wet detention pond is established, it should be inspected once a month and
within 24 hours after every storm event greater than 1.0 inches (or 1.5 inches if in a
Coastal County). Records of operation and maintenance should be kept in a known set
location and must be available upon request.
