A Division of Energy, Mineral, and Land Resources file review has determined that
Stormwater Permit SV 7111009 for a stormwater treatment system consisting of three
infiltration basins serving the Whalebone Park located at 7300 S Virginia Dare Trail,
Nags Head, NC expires on November 28, 2021. This is a reminder that permit renewal
applications are due 180 days prior to expiration. We do not have a record of receiving
a renewal application.
Please submit a completed permit renewal application along with a $505.00 fee for
permit renewal. Permit application forms for renewal can be found on our website at:
https://deq.nc.gov/about/divisions/energy-mineral-and-land-
resources/stormwater/stormwater-program/post-construction-2. North Carolina General
Statutes and the Coastal Stormwater rules require that this property be covered under a
stormwater permit.

APPLICATION -REVISED
On behalf of the Town of Nags Head, Creative Engineering Solutions, PLLC is
submitting the stormwater permit application in support of the municipal site
development plan for Whalebone Park.
This submission is a modification of the application that was previously submitted
October 25, 2011, by converting the proposed bioretention cells to infiltration
basins. All supporting documentation, in accordance with Chapter 16 Infiltration
'Dices of the 2007 NCDENR Stormwater BMP Manual, is supplied for your
review.
The proposed drainage improvements will consist of (3) separate infiltration
basins to temporarily store and treat runoff generated from the planned
improvements. To coincide with the infiltration basins, (3) separate tributary
drainage areas have been delineated which describe the rainfall runoff
directed to each of the three BMP's.
Enclosed are two sets of the design plans as well as supporting narrative,
calculations, and supplementary documentation. If you require any additional
information or if we may be of assistance to you in any way, please do not
hesitate to contact our office. We thank you for your time and consideration of
this matter.
