Stormwater Permit SW7100802 for a stormwater treatment system consisting of a wet
detention pond serving the Dollar General Store located at 01059 Hwy 158, Elizabeth
City, NC expires on December 31, 2021. This is a reminder that permit renewal
applications are due 180 days prior to expiration. We do not have a record of receivinc
a renewal application.
The permit was originally issued to Mink Creek Investments, LLC. A search of the
Pasquotank County tax records indicates that your company now owns the property. A
stormwater permit is required for this property. Please submit a completed permit
renewal application and an ownership transfer application along with a $505.00 fee.

I have attached the revised calculations and spreadsheet. Please note I calculated a slight different number for my
average depth. Did you take into account the forebays? According to the spreadsheet you can include the forebays into
the bottom shelf and permanent pool areas. When I do this I calculated an average depth of 3.37 feet.
I have only attached a 1 page calculation revision; all the other items not revised by this sheet remain the same. Please
attach this to the other calculations.

We were authorized by The Broadway Group to perform the necessary analysis to evaluate the
storm drainage system and water quality design for the above referenced development.
The area within the proposed study includes the site and those areas contributing runoff to the site.
The proposed development consists of a new 9100 square foot retail store and the associated 40 parking
spaces required. The property consists of 2.82 acres comprised of an existing residence; mixed grasses,
and wooded areas. The site ranges in slope from 0.5-10 percent. Approximately 2/3 of the site drains to an
existing drainage Swale located in the Southeast corner of the property. The other 1/3 of the site drains to
the north along US Hwy 158 to an existing concrete lined drainage Swale. Our runoff will be directed to a
new wet detention basin constructed per the NCDENR Stormwater BMP Manual. This BMP will treat the
runoff from the new impervious areas and discharge it to this existing Swale flowing southward along the
adjoining farmland.
This existing site hydrology consists of 5 drainage basins: EX-1 consists of 1.562 acres and drains to the
existing drainage Swale located at the southeast corner of the property. EX-2 consists of 0.255 acres and
drains to the south to the existing drainage Swale along the southern boundary of the property. EX-3
consists of 0.454 acres and drains northward to the existing drainage Swale flowing eastward along US Hwy
158. EX-4 consists of 0.166 acres and drains northward to the above mention Swale along US Hwy 158. EX-
5 consists of 0.385 acres and drains eastward into the adjoining wooded area ans then into the existing
drainage Swale flowing along the west side oh US Hwy 17.
The Post -Developed hydrology consists of 4 drainage basins: DEV-1 consists of 1.99 acres, primarily
comprised of all the new impervious areas planned for this site. This basin's runoff will be carried via
vegetated swales to a new Wet Detention Basin located in the southeast corner of the property. The
discharge from this BMP will be controlled by a 1.5" Orifice constructed into a 6" SCH 40 PVC into a Weir
Box. This weir box will help control the release rate of the larger storm events and consists of (1) 9" x 9.6"
weir. In addition an 8 foot wide trapezoidal spillway is planned to help control the 25 through 100 year storm
events and maintain the 1 foot freeboard for the 100 year event. DEV-2 consists of 0.33 acres and drains to
the existing drainage Swale located at the southeast corner of the property. The combination of these two
basins post -developed flow rate will be equal to or less than the pre -developed condition draining to the
existing farmland drainage swale, (See Output Table). DEV-3 consists of 0.323 acres and drains to a new
grassed Swale flowing northward to US Hwy 158. DEV-4 consists of 0.178 acres and drains to the existing
wooded area to the east of the property.
Our analysis indicates the post -developed runoff will be equal to or below the pre -developed condition for all
storm events (see next page). Based on this, we do not anticipate any adverse impacts downstream of the
site.

PROCEDURES
A topographic & "boundary" survey of the site was completed in accordance with the State's requirements
and standards. This survey was provided by McDowell & Associates Land Surveying. This map was used
in order to determine the existing and future drainage basins. A StormNet hydrologic model was developed
utilizing the SCS method of hydrograph generation. Data developed for this model included soils data,
ground cover (including impervious area, grass, and trees), time of concentration, and lag calculations.
Storm events modeled were Type III, 24 hour events (including the 1 yr, 2yr, 5yr, 10yr, 25yr, 50yr, and 100yr
storm events). Rainfall intensities were taken from the IDF curves for Pasquotank County, NC. The
StormNet program used for this study was developed by Boss International.
RESULTS
The results of this study and the associated design are shown on the Construction Plans and in the
StormNet Output Data included in this report. The associated storm sewer has been designed for the
predicted peak discharge for all storm events. The predicted combined runoff as indicated by the attached
StormNet Output Data is summarized in the table below.

The values above indicate that the post -development 1-yr through the 100-yr runoff is less than the pre -
developed conditions for the entire site. In addition the post -developed 1-yr through 100-yr runoff to the
existing farm ditch is less than the pre -developed condition, no adverse affects are expected downstream of
the site for this existing channel.

This stormwater management study and associated design has been completed in accordance with the
design assumptions and procedures previously stated. The final results of this analysis were utilized in
developing the associated construction plans.
