The modification pertains to Lot 1 of the Commerce Park for a 12,245 sf service building to serve Outer Banks Blue with their operations. Cafferty Enterprises, LLC is under agreement with the County to purchase the 6.0 acre lot. The anticipated disturbance will be approximately 1.9 acres, as much of the lot will remain undisturbed. We are willing to cover the construction of the temporary access drive in with the future permit for the WWTP without requiring the Commerce Park wet pond to be constructed. We are all in agreement to allow the county to construct a temporary narrow access drive from the Coop Ext. office complex up and around to the entrance to the WWTP site as proposed in your email. We would like the drive to be as narrow as possible, and if there is no dire need for roadside collection swales, then please do not include them, sheet flow is always better. The stormwater application form should include this road area in a separate Drainage Area column and the plans for the WWTP should include the temporary drive area & details with discussion in the narrative with a note on the plans that the road will not be improved to the original Commerce Park design (24' wide) until the Commerce Park pond is constructed and ready. We would plan to fully construct only the portion that is curb and gutter and designed to flow to the existing pond at the Cooperative Extension Office. (And yes, I've just realized this affects the YMCA and the package that is already on its way to you — I don't think the affect is drastic, but it may require some minor changes in the talcs). The remaining portion of the road will most likely be constructed of gravel only and temporary roadside ditches will drain to an existing ditch between the Commerce Park and the treatment plant. The treatment plant should be low density. The only coverage will be for the access, the building, a small parking lot and some narrow drives for access to the underground tanks. The treated wastewater that will be discharge from the plant will be sprayed over sand filled high rate infiltration ponds. The ponds will be surrounded by a dewatering system that will pump ground water to an open pond. Please advise me if there are any special permitting steps with DWQ for this process.
