Tandem, Inc. is preparing to construct a small retail strip center at 1314 West Ehringhaus Street
(US 17 Business) in Elizabeth City between two existing restaurants. The site is zoned GB
(general business) and is served by city water and sewer. The 0.97-acre site is currently vacant
except for an existing gravel drive/parking area and a small concrete pad. The property was
previously occupied by a single family residence on the west side, and the right side was used
by a produce company for seasonal sales. The buildings were demolished to prepare for this
development.
Construction will consist of one building (containing up to 5 units), a parking lot, required utilities
and landscaping and two infiltration basins. For purpose of this design, we have looked at the
existing impervious area based on the condition prior to demolition of the buildings. Total
existing impervious area on -site is 9,194 sf. Proposed impervious area on site will be 25,718 sf
for a net increase of 16,524 sf.
According to the USDA Web Soil Survey, the on -site soils are classified as Urban. A soils
evaluation dated June 8, 2009 prepared by Terracon has been attached. The report includes a
boring map and boring logs. Boring Number 2 is located in the immediate vicinity of the
infiltration basins. According to the report, the seasonal high water table five feet below existing
grade. With a grade of 12' at the boring location, the seasonal high water table is estimated to
be at elevation 7'. The permeability rate at Boring Number 2 was found to be 0.93 inches per
hour. The low water table and high permeability rate make infiltration the most appropriate
method of stormwater treatment for this site.
Drainage Area 1 encompasses most of the site and includes all of the proposed impervious
surfaces except for 1,670 sf of the driveway. The elevation difference between the site and the
existing road make it impractical to collect the runoff from this portion of the driveway.
Impervious areas that will drain to the BMP include 7,575 sf of building, 13,849 sf of parking and
drive aisles, 2,384 sf of concrete sidewalk, and 240 sf of concrete dumpster pad. Runoff will
sheet flow across the paved parking lot to curb inlets provided with 1' of sump elevation to help
collect sediment that runs off the site. The stormwater will be routed from the structures to the
infiltration basin via underground piping. Runoff from the roof will be collected in roof drain
leaders that discharge in the piped drainage system. The two sections of the infiltration basin
are separated by the entrance drive. While there are two sections, they are linked together to
act as a single basin. Both basins will begin to fill at approximately the same time. As the small
basin, Section 2, fills; the runoff most directly routed to this basin will bypass the basin and add
to the flow into Section 1. When Section 1 fills to its storage elevation, a second bypass
structure will route all of the additional runoff to the existing drainage system in Ehringhaus
Street. An NCDOT encroachment agreement has been filed for connection to the existing
drainage system. This bypass method does not incorporate a vegetated filter. While we
acknowledge that the vegetated filter is an important part of the system, the size of the site,
elevation change to the adjacent site, and existing drainage features make the creation of the
filter very difficult. We request that this project be considered as redevelopment and that the
previous impervious coverage be considered. The basins hold 4,539 cf. That equates to 2.18"

of runoff from the proposed site at the full coverage number of 25,718 sf of impervious area or
3.3" of runoff from the 16,524 sf of net increase in impervious area. Drawdown at half the
infiltration rate (0.465 inches/hour) will still occur in about 2.4 days based on a simple
mathematic computation of 2.25' of storage depth divided by 0.465 inches/hour.
We modeled the site utilizing XPStorm, Storm and Wastewater Management Model. Printouts
from the model have been attached to this report. The model was run for 24 hours with a Type
III rainfall distribution for the 10-year 24 hour storm. Graphs for several important nodes and
conduits have been attached to this report. Conduits labeled as Links 11 (div 1) and 13 (div 2)
simulate the .93 inch per hour infiltration rate out of the infiltration basin, Part 1 and Part 2. The
infiltration rates were determined based on 0.93 inches per hour (0.0775 feet per hour) times
the area of the bottom of the basin.

The printout for Node 11 indicates the maximum stage in Part 1 of the basin. The printout for
Node 9 indicates the maximum stage in Part 2 of the basin. Conduit Link 7 represents the
discharge pipe and shows that the peak discharge during a 10-year storm will be 2.74 cfs.
The model was run again for the 1-year 24 hour storm. The 1-year discharge through Link 7 is
only 0.65 cfs.
Drainage Area 2 contains the remaining 7,633 sf of the site. This drainage area contains
the 1,670 sf of the driveway mentioned above. The elevation difference between the site and
the existing road make it impractical to collect the runoff from this portion of the driveway. No
other impervious surfaces will exist in this drainage area. The grassed areas behind the
buildings and retaining wall will continue to sheet flow in the same direction as under current
conditions.
The disturbed area for the site will not exceed 2 acres. The limits of disturbance have
been shown on the plans.

As requested by Ms. Caroline Copeland, representing AR Chesson Construction
Company, a representative of Terracon Consultants, Inc. was on site today to advance
hand auger borings at the approximate locations indicated on the attached drawing.
The purpose of today's site visit was to further explore the on site soils with respect to
storm water management. The hand auger borings (2, 3 and 4) were advanced at
locations as indicated on the attached drawing. The boring locations were determined by
measuring from existing site features and should be considered approximate.
The soils encountered at boring location 2 include approximately 2 feet of sandy fill with
organics, underlain by native clayey sand and silty to slightly silty sand. A seasonal high
water table was indicated by a predominant soil color of grayish brown (10YR-5-2) at a
depth of 5 feet. A sample for permeability testing was obtained from a depth of 3 to S
feet. The sample collected was a brownish yellow (1 OYR-6-6) slightly silty sand. The
test results obtained, which are attached, indicated a soil permeability of 6.56 x 104, or
0.93 inches per hour. The current water table was not encountered within the upper 6 feet
of the soil profile at location 2.
The soils encountered at boring location 3 include approximately 2 to 2.5 feet of sandy
fill, underlain by clayey sand and silty to slightly silty sand. A seasonal high water table
was indicated by a predominant soil color of light brownish gray (I OYR-6-2) at a depth of
6 feet. A sample for permeability testing was obtained from a depth of 4 to 6 feet. The
sample collected was a yellowish brown (I OYR-5-6) slightly silty sand. The test results
obtained, which. are attached, indicated a soil permeability of 5.40 x 104, or 0.77 inches
per hour. The current water table was not encountered within the upper 6.5 feet of the
soil profile at location 3.
The soils encountered at boring location 4 include approximately 1 to 1.5 feet of sandy
fill, underlain by clayey sand. and silty sand. A seasonal high water table was indicated by
a predominant soil color of light brownish gray to gray (1 OYR-6-2 and IOYR76-1) at a
depth of 4 feet. A sample for permeability testing was obtained from a depth of 2 to 4
feet. The sample collected was a pale brown (I OYR-6-3) silty sand. The test results
obtained, which are attached, indicated a soil permeability of 7.92 x 10-5, or 0.11 inches
per hour. The current water table was encountered at a depth of 5.25 feet below the
existing site grade.

Hydric Rating by Map llnl-Pesqualarsc County, North Carolina
Description
This rating indicates the proportion of map units that meets the criteria for hydric
soils. Map units are composed of one or more map unit components or sal types,
each of which is rated as hydric soil or not hydric. Map units that are made up
dominantly of hydric soils may have small areas of minor nonhydric components in
the higher positions on the landforn, and map units that are made up dominantly
of nonhydric soils may have small areas of mirror hydric components in the lower
positions on the landform. Each map unit is designated as "all hydric," "partially
hydric; "Ynot hydric; or "unknown hydric,' depending on the rating of its respective
components.
"Al hydric' means that all components listed for a given map unit are rated as being
hydric, while "not hydric" means that all components are rated as not hydric.
"Partially hydric" means that at least one component of the map unit is rated as
hydric, and at least one component is rated as not hydric. "Unknown hydrie
indicates that at least one component is not rated so a definitive rating for the map
unit cannot be made.
Hydric soils are defined by the National Technical Committee for Hydric Soils
(NTCHS) as soils that formed under conditions of saturation, flooding, or ponding
long enough during the growing season to develop anaerobic conditions in the
upper part (Federal Register,1994). Under natural conditions, these soils are either
saturated or inundated long enough during the growing season to support the
growth and reproduction of hydrophytic vegetation.
The NTCHS definition identifies general soil properties that are associated with
wetness. In order to determine whether a specific soil is a hydric soil or nonhydric
soil, however, more specific information, such as information about the depth and
duration of the water table, is needed. Thus, criteria that identify those estimated
soil properties unique to hydric soils have been established (Federal Register,
2002). These criteria are used to identify map unit components that normally are
associated with wetlands. The criteria used are selected estimated soil properties
that are described in 'Soil Taxonomy" (Soil Survey Staff, 1999) and "Keys to Soil
Taxonomy" (Soil Survey Staff, 2006) and in the "Soil Survey Manual" (Soil Survey
Division Staff, 1993).
If soils are wet enough for a long enough period of time to be considered hydric,
they should exhibit certain properties that can be easily observed in the field. These
visible properties are indicators of hydric soils. The indicators used to make onsite
determinations of hydric soils are specified in "Field Indicators of Hydric Soils in the
United States" (Hurt and Vasilas, 2006).
