This office received a Coastal Stormwater Permit Application for the subject project on
December 7, 2009. A preliminary review of your project indicates that before a State
Stormwater permit can be issued the following additional information is needed:
1. The Bioretention Supplement Checklist was not included with your submittal. It is
located under separate tab at the bottom of the Bioretention Supplement form. You
can use one checklist for both Bioretention cells as long as you provide correct
page/sheet numbers for both of them.
2. Please revise the plans (show the roof drains) to show how will the roof area be
collected and send to Bioretention cells.
3. It appears that the future parking area is included in impervious calculations. Please
confirm if correct.
4. Please add the side slopes to Bioretention Area Typical Section detail on sheet 3 of
4.
5. Please specify the soil composition under Media and Soils Summary section (page 1
of 2) of the Bioretention Cell Supplement for both cells.
6. Revise the drainage area and percent impervious for Bioretention Cell number 2.
The Bioretention Cell Supplement shows 9,458 s.f, while the Application and the
calculations show 9,548 s.f..
d 7. Provide two copies of revised documents and plan sheets.
The above requested information must be received in this office prior February 15, 2010
or your application will be returned as incomplete. The return of this project will necessitate
resubmittal of all required items including the application fee. If you need additional time to
submit the required information, please mail or fax your request for time extension to me at the
Letterhead address and include the application number on the request. The request must
include justification for the amount of additional time needed. The request will only be granted
for justifiable delays that are unforeseen and beyond the owner or consultant's control.
You should also be aware that the Stormwater Rules require that the permit be issued
prior to any development activity. Construction without a permit is a violation of 15A NCAC

Thank you for your recent comments regarding the Beaufort County ABC Chocowinity Store
(SWMP SW7091203). Please accept the following responses in addition to the revised plans and
calculation for your review:
t/ 1. The Bioretention Supplement Checklist was not included with your submittal. It is
located under separate tab at the bottom of the Bioretention Supplement form. You can
use one checklist for both Bioretention cells as long as you provide correct page/sheet
numbers for both of therm.
Please find the included supplement checklist. I have included both cells on one sheet as
suggested. Please note that I have tried to detail the page number(s) for each sub -item on the list
for clarity since one page may or may not have all the items listed in each section.
2. Please revise the plans (show the roof drains) to show how the roof are will be collected
and sent to the Bioretention cells.
Please note the revised plans that show roof drains. As a result, the drainage areas changed
slightly to accommodate the hip roof (building roof plan is included). Consequently, the
/ application and calculations have been revised accordingly.
V3. It appears that the future parking are is included in impervious calculations. Please
confirm if correct.
The plans have been revised to more clearly indicate future parking, and the bio-retention sizing
sheets have been noted to state the future parking is included in the impervious calculations. The
Bioretention cells are sized to accommodate future parking impervious.
4. Please add the side slopes to Bioretention Area Typical Section detail on sheet 3 of 4.
The detail has been revised as requested.

The soil composition under Media and Soils Summary has been filled out with the mean values
at this time. It is currently unknown where the contractor will obtain the proposed bioretention
media and the appropriate test will be performed to determine suitability at the time of
acquisition. The media will be tested to ensure it is well within the guidelines set forth by the
NCDENR BMP Manual.
6. Revise the drainage area and percent innpervious for Bioretention cell number 2. The
bioretention Cell Supplement shows 9,458 sf while the Application and the calculations
show 9.548 sf..
The drainage areas were revised as a result of the roof drain modification. Consequently, this
typo was corrected.
7. Provide two copies of revised documents and plan sheets.
Two copies of the revised documents are included.

Beaufort County ABC Package Store located near the intersection of Seahawk Drive and Hwy 17
in Chocowinity, NC. This project will consist of construction of a storefront for the Beaufort
County ABC Board, as well as associated parking, utilities, and stormwater management. I
should note that 1 have spoken with Mr. Samir Dumpor, P.E. in your office about various
stormwater practices related to this project prior to this submittal.

Per our email conversation on March 8, I have included the revised construction plans for the
Beaufort County ABC Store. The changes include converting 4 parking spaces on the north side from
"future parking" to proposed parking. The changes specified are covered by the approved stormwater
permit.
