Beaufort County
On April 24, 2013, Mr. Samir Dumpor and Mr. Scott Vinson of the Washington Regional Office of the
Division of Water Quality (DWQ) and Mr. Shelton Sullivan of the Central Office of the DWQ inspected the
Beaufort County ABC Chocowinity Store development in Chocowinity, Beaufort County, to determine
compliance with Stormwater Management Permit Number SW7091203, which was issued on February 1,
2010. The DWQ site inspection revealed that except for the issues listed below, the project is in
substantial compliance with the approved permit. Please see attached Inspection report also.
The issues mention above were noted at the Bioretention Cell number 1 (south side of the driveway) and
involve the following:
• A relatively small sinkhole is observed within the bioretention cell #1 which is detrimental to the
intended function of said bioretention cell;
• Some construction material (debris) was observed within the sinkhole ,leading us to believe that
it was an old drop inlet or a catch basin;
To resolve the above issues we recommend you to investigate the sinkhole, clean out the
construction material, fill the sinkhole with appropriate media (as per stormwater permit
requirements) and restore the bioretention cell #1 to its original and approved condition.
This Office requests that you respond to this letter in writing within 30 calendar days of receipt of this
Notice. Your response should be sent to this office at the letterhead address. Your response should
provide a written "Plan of Action" which outlines the actions you will take to correct the above issue and a
time frame for completion of those actions.
Thank you for your attention to this matter.
Please be advised that you are required to comply with the terms, conditions and limitations of your
Stormwater Management Permit under Title 15A North Carolina Administrative Code 2H .1003 and North
Carolina General Statute 143-214.7, including operation and maintenance of your permitted stormwater
system.
Please be advised that violations of your Stormwater Management Permit may be subject to the
assessment of civil penalties of up to $25,000 per day per violation. If you have any questions please

Inspection Summary:
Compliance inspection performed on April 24, 2013 by Samir Dumpor and Scott Vinson from the Washington regional
office of the Division of Water Quality and Shelton Sullivan of Central office of the Division of Water Qualtiy. Site found to
be in relatively good condition except for a sinkhole in the bioretention cell number 1. The sinkhole is relatively small in
size with some construction material observed within sinkhole leading us to believe that it was old catch basin or drop
inlet. Since the Presence of a sinkhole in the bioretention cell is detrimental to its function, the sinkhole should be
investigated, the remaining constructiion material removed, sinkhole filled by appropriate media and the bioretention cell
restored to original, permitted condition.
