A Division of Energy, Mineral, and Land Resources file review has determined that
Stormwater Permit SW7090812 for a stormwater treatment system consisting of an
infiltration basin serving the Roanoke Island Volunteer Fire Department located at 323
Old Schoolhouse Rd., Wanchese, NC expires on December 30, 2021. This is a
reminder that permit renewal applications are due 180 days prior to expiration. We do
not have a record of receiving a renewal application.
Please submit a completed permit renewal application along with a $505.00 fee for
permit renewal. Also, it was noted in the file review that a designer's certification that the
project was constructed in accordance with the approved plans as required by the
permit has not been submitted. Please include this with your application. Permit
application forms for renewal can be found on our website at:

resources/stormwater/stormwater-program/past-construction-2. North Carolina General
Statutes and the Coastal Stormwater rules require that this property be covered under a
stormwater permit.

Existing Conditions: The Roanoke Island Volunteer Fire Department currently
owns and operates a fire station at 323 Old Schoolhouse Drive in Wanchese,
located in Dare County. The site was previously subdivided from a parcel that
included the former Wanchese school house, a structure that currently functions as
the Wanchese Community Center. The domestic water supply for the community
center is served by a well on the fire department property and each party commonly
uses a section of asphalt pavement that straddles the fire department and
community center property. In addition to the parcel that contains the existing
station, the department also owns the adjacent property to the west, which currently
has an existing home and garage. The two parcels yield a total of 1.26 acres. The
Natural Resource Conservation Service Soil Survey for Dare County has mapped
the soils to consist primarily of Johns Loamy Sand and Baymeade. Typical infiltration
rates vary within the layers of these soils, with the most limiting rates estimated
between 0.6 — 2.0 inches per hour. The site is relatively level, with elevations
ranging from 8.5 to 9.5 feet above sea level (NAVD 1988). The property is within a
flood zone of "X" and hence is not within the 100-year flood plain. Vegetation on
non -improved portions of the site consists mainly of grass. The site currently sheet
drains to each side, with the closest establish drainage system consisting of a ditch
parallel to but approximately 60' from the west property line. Ultimately, the entire
site drains to Broad Creek (classified as SA/HQW) but is not located within 'Y2 mile of
the water.
Proposed Development. The Roanoke Island Volunteer Fire Department intends to
demolish the existing home and garage in order to construct a new 9,100 sf fire
station on the two parcels. The existing fire station will remain in use until the new
building is completed. Upon occupation of the new building, the existing building will
be demolished and the remainder of the site improvements will be constructed. The
new building will utilize the existing well and a new on -septic conventional system
will be installed. The structure and site is also being set up to allow for a future
expansion to facilitate an additional bay. There is currently no date planned for this
expansion.
NCDENR Permitting Compliance: The site is being developed per the High
Density Stormwater Management Option as set forth in 15A NCAC 02H.1005(3)(b),
meeting the requirements for the 20 coastal counties. Stormwater runoff from the
site is being collected via sheet flow to swales and a closed collection system. The

runoff is then conveyed to a control structure along the rear of the site
improvements. At this structure, runoff is diverted into an infiltration basin until the
basin receives runoff from more than 1 1/2 " of rainfall and the water level rises to an
elevation of 9.0. Runoff in excess of this flows over a weir in the control structure
and is diverted into a pipe that conveys the runoff to the front of the site, thus
bypassing the basin. This excess runoff is routed through a vegetated filter and it
ultimately routed to the Old School House Road right of way and into an existing
drainage ditch.
The proposed site layout includes a total of 31,299 sf (new, future and existing to
remain) of built upon area, which is an increase of 16,868 sf over the 14,431 sf
found under the current site conditions. The proposed site payout captures runoff
from 27,497 sf of new (including future expansion being sought in conjunction with
this permit) and existing built upon area, or nearly twice the increase in coverage.
Existing site conditions prohibit capture of runoff from the remaining areas and are
allowed to drain in their current patterns. The lowest permeability rate (0.6 in/hr) in
the range for the limiting layer of soils has been used for infiltration basin design.

Existing Conditions: The Roanoke Island Volunteer Fire Department intends to
construct a new fire station at the site of the existing Wanchese fire station station at
323 Old Schoolhouse Drive. The Natural Resource Conservation Service Soil
Survey for Dare County has mapped the soils on this 1.26 acre site to consist
primarily of Johns Loamy Sand and Baymeade. Typical infiltration rates vary within
the layers of these soils, with the most limiting rates estimated between 0.6 — 2.0
inches per hour. The site is relatively level, with elevations ranging from 8.5 to 9.5
feet above sea level (NAVD 1988). The property is within a flood zone of "X" and
hence is not within the 100-year flood plain. Vegetation on non -improved portions of
the site consists mainly of grass. The site currently sheet drains to each side, with
the closest establish drainage system consisting of a ditch parallel to but
approximately 60' from the west property line.
Soils investigations were performed by Albemarle & Associates during site visits.
These borings were performed using a hand auger to a depth or four to five feet
below the existing surface. The borings confirmed that the soils matched the
description for Johns Loamy Sand. The seasonal high water table was estimated to
be generally three feet below the surface, or at an elevation of approximately 6.0'
above MSL. This was slightly more conservative than an independent investigation
by the Dare County Health Department for purposes of septic systems evaluations,
which determined the ESHWT to be 40" below grade. The results of these borings
are attached to this report.
Infiltration Basin
An infiltration basin was chosen for this site due to the suitability of the soils and
several other reasons. The contributing drainage area is well suited for that which an
infiltration basin will support as well and the available space will allow for
conformance to NCDENR regulation. Additional, an outfall is not available to the site
at an elevation that would support the drawdown from a wet feature. An infiltration
basin is also consistent with the site activities. In order to meet a two -foot separation
to the ESHWT, the bottom of the basin is being limited to 8.0' above MSL. To
facilitate drainage, the majority of the site improvements will require fill, and
reinforced concrete pipe is being used due to the fact that minimal cover is available.
