L NARRATIVE
ROANOKE ISLAND VOLUNTEER FIRE DEPARTMENT INTENDS TO BUILD A NEW 9,100 SF FIRE
STATION ON THE EXISTING SITE. THE CONSTRUCTION WILL INCLUDE THE DEMOLITION OF ALL
EXISTING STRUCTURES AND CONCRETE AND CONSTRUCTION OF THE NEW BUILDING AND
PAVEMENT AREAS. THE SITE IS LOCATED ON 1.26 ACRES ON OLD SCHOOLHOUSE ROAD,
WANCHESE, NORTH CAROLINA. APPROXIMATELY 1.10 ACRES OF THE SITE ARE TO BE DISTURBED.
CONSTRUCTION IS SCHEDULED TO BEGIN IN THE WINTER OF 2010.
THE SITE IS LEVEL, AND CLEARED WITH EXISTING IMPROVEMENTS SHOWN. THERE ARE VARYING
SOIL TYPES ON THE PROPERTY.
DISTURBED AREAS ARE TO BE STABILIZED WITH TEMPORARY/PERMANENT VEGETATION ACCORDING
TO THE SEQUENCE OF CONSTRUCTION.

IV. SEDIAEITATION EROSION CONTROL NOTES
1. PRIOR TO ANY LAND DISTURBING ACTIVITIES AND AFTER DELINEATION OF THE LIMITS OF
CLEARING, THE CONTRACTOR SHALL SCHEDULE A PRE -CLEARING MEETING ON THE SITE WITH
THE OWNER'S REPRESENTATIVE. THE MEETING SHALL INCLUDE THE OWNER, CONSTRUCTION
MANAGER, ARCHITECT, ENGINEER AND DARE COUNTY PLANNING DEPARTMENT IN ORDER TO
IDENTIFY AND MARK SPECIFIC ELEMENTS WHICH ARE TO BE PROTECTED.
2. PRIOR TO COMMENCEMENT OF ANY LAND DISTURBING ACTIVITIES, EROSION AND
SEDIMENTATION CONTROL MEASURES IDENTIFIED ON THIS PLAN SHALL BE INSTALLED IN
ACCORDANCE WITH THE PROJECT PLANS AND SPECIFICATIONS.
3. PRIOR TO THE COMMENCEMENT OF ANY EXCAVATION, THE CONTRACTOR SHALL HAVE THE
APPROPRIATE UNDERGROUND UTILITIES LOCATED.
4. AREAS WHICH HAVE BEEN DESIGNATED IN THE PLANS TO REMAIN UNDISTURBED SHALL BE
IDENTIFIED PRIOR TO CLEARING. IN ADDITION TO SECTIONS SHOWN WHERE ALL VEGETATION
IS TO REMAIN, ADDITIONAL SPECIMEN TREES WITHIN AREAS DESIGNATED FOR SELECTIVE
CLEARING MAY BE SPECIFIED AND FLAGGED TO REMAIN.
5. EVERYTHING WITHIN "LIMITS OF DISTURBANCE" SHALL BE CLEARED UNLESS NOTED TO
REMAIN. CONTACT THE ENGINEER IF UNCLEAR. ALL CLEARED AREAS TO BE GRUBBED AND
LEVELED. ALL REMOVAL AND DISPOSAL SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR
AND SHALL BE REMOVED BY THE CONTRACTOR TO AN OFF SITE LOCATION. THE LIMITS OF
LAND DISTURBANCE SHALL BE MAINTAINED AS NOTED UNLESS OTHERWISE APPROVED. THE
CONTRACTOR SHALL ENSURE THAT AREAS OUTSIDE OF THE LIMITS OF LAND DISTURBING AS
WELL AS TREES SPECIFICALLY NOTED FOR PROTECTION ARE NOT ADVERSELY IMPACTED BY
ANY CONSTRUCTION ACTIVITIES. ANY SPECIMEN TREES DAMAGED SHALL BE REPLACED IN
KIND.
6. TOPSOIL SHALL BE STRIPPED AND STOCKPILED (AT THE LOCATIONS SHOWN ON THIS PLAN)
FOR ALL AREAS TO BE DISTURBED. EARTHWORK SHALL BE PERFORMED IN A MANNER AS TO
ALLOW FOR RESPREAD OF EXISTING TOPSOIL. CONTRACTOR TO COORDINATE WITH OWNER TO
DETERMINE AREAS WHICH WILL BE SODDED. GRADING SHALL BE PERFORMED TO MAINTAIN
FINAL GRADES AFTER PLACEMENT OF SOD.
7. EXPOSED SIDE SLOPES SHALL BE PLANTED OR PROVIDED WITH TEMPORARY GROUND COVER
SUFFICIENT TO CONTROL EROSION WITHIN 15 WORKING DAYS OR 30 CALENDAR DAYS OF
COMPLETION OF ANY PHASE OR GRADING, WHICHEVER IS SHORTER. PERMANENT GROUND
COVER MUST BE PROVIDED WITHIN THE SHORTER OF 15 WORKING DAYS OR 90 CALENDAR
DAYS AFTER COMPLETION OF CONSTRUCTION. CONTRACTOR SHALL IRRIGATE AS NECESSARY
TO ESTABLISH GRASS.
8. IF EXCESSIVE WIND EROSION OR STORM WATER RUNOFF DEVELOPS DURING TIME OF
CONSTRUCTION IN ANY LOCATION ON THE PROJECT SITE, ADDITIONAL SAND OR SILT FENCING
SHALL BE INSTALLED AS DIRECTED BY ENGINEER, SEE SILT FENCE DETAIL.
9. SOIL EROSION AND SEDIMENTATION CONTROLS TO BE INSPECTED, MAINTAINED AND REPAIRED
AS NECESSARY.
10. NO BURNING IS PERMITTED ON SITE.
11. NO BORROW PERMITTED FROM THE SITE.
12. ALL CONSTRUCTION TRAFFIC SHALL UTILIZE THE CONSTRUCTION ENTRANCE AS DESIGNATED
ON OLD SCHOOLHOUSE ROAD. PARKING OF CONSTRUCTION VEHICLES ALONG THE
RIGHT-OF-WAY OF OLD SCHOOLHOUSE ROAD IS PROHIBITED.
13. EXISTING TOPOGRAPHIC INFORMATION BASED ON THE SURVEY INFORMATION OBTAINED BY
ALBEMARLE AND ASSOCIATES, LTD ON JUNE 10, 2009.
14. CONTRACTOR TO PROVIDE AS -BUILT TOPOGRAPHIC SURVEY OF ENTIRE SITE AT TIME OF
