There also is an 8' existing gravel drive about a 120' from the northwest corner of the site, this drive runs through the site and intercepts another gravel drive from the northeast corner of the site. Along the 8' gravel drive the is a existing metal building. On Rt. 158 in the center of the site there is a large advertisement billboard attached to four wooden posts. Proposed Site Conditions: Site Access Per communications the landlord's engineer had with NCDOT, site access from Rt 158 as shown in the concept plan will be permitted to have full movement ingress/egress. NCDOT also will require a right turn lane as shown in the plan. We anticipate reciprocal easements will have to be recorded in order to provide access to the adjacent parcel. Since access for the Beaseley property is affected we have included an agreement to modify the Access Easement for the Beasley property. The development accesses Mimosa Lane and provides street improvements (24' wide asphalt with gravel shoulder) meeting County standards. Proposed Building The proposed building that has been chosen for this site is the 4587 model with 3,900sf. The building will face Poplar Branch Rd and U.S. 158 and will conform to city codes and ordinance. Seating for this building is 74 seats. Signage The ordinance permits a 25' tall freestanding sign totaling 250sf and wall signage totaling 30% of the building face. There are no other special requirements dictating signage at this location. Parking The ordinance requires I space per seat plus 1 space for every two employees. Base on this requirement, this location would require 44 spaces. The proposed layout yields 67 spaces and therefore meets County requirements. Zoning This site is zoned GB which is a general business district. The site to the south is zoned GB and is currently an open parcel. A restaurant with a drive through is a by -right use for the GB zoning classification. A reduction in the setback requirement from 25' to 10' along the front of the Beasley property is requested. An original signed Affidavit is included with this submittal. A 2" meter is proposed. This a new fire hydrant is provide for fire protection. Sanitary Sewer - There is no County sewer available. This site will be served by a septic system. The wastewater treatment and disposal system design is based upon a 74 seat count at an average daily design flow of 40 gallons per day per seat equating to a total development daily design flow of 2960 gallons per day. The treatment components are comprised of a 2000 and gallon capacity grease interceptor in conjunction with a 4000 gallon this precast septic tank and a 3500 gallon precast pump tank. The grease interceptor is located within the drive aisle and has been designed to accommodate traffic loading with a reinforced concrete slab. The disposal system consists of 12 variable length low-pressure pipe drain lines spaced at 5 feet on center, the lengths vary due to the irregular shape of the property boundaries. A conservative rate of 0.35 gallons per day per square foot loading rates has been utilized based upon data referenced from the soils investigation. The lateral orifices have been increased based upon the proposed restaurant use. The location of the active disposal area is based upon commentary received from the local health department officials addressing their concerns of compacted soil in the proximity of the existing building. The 100% required repair area has been placed in this location. The proposed layout accounts for all requisite lateral and vertical separations including property line setbacks, BMP setbacks, building setbacks, and utility setbacks. The septic tank and pump tanks have been located approximately 110 feet from the Northwest corner of the restaurant facility to minimize the potential of septic odor to customers. A passive carbon filter has also been placed on the events to the pump tank to further her minimize odor potential. The location of the proposed treatment facilities also take into account the potential for the addition of future pre- treatment components. Gas - Piedmont Natural Gas indicated that they would extend the service to our site. We are currently identifying the location of that service. Telephone - There appears to be telephone service provided by aboveground poles & wire. There is actually a Sprint building on site. Electric - There is existing service along Rt 158 and Poplar Branch Road. Based on conversations with Dominion Power, there is adequate service for the McDonald's restaurant. Storm Water The Applicable area of development for this site is 3.13 acres since it includes Mimosa Lane and the proposed entrance off of Rt. 158. Existing conditions include only 0.04 acres of impervious surface. The proposed condition includes 1.52 acres of impervious cover. Two infiltration basins BMP-1 and BMP-2 have been designed to provide quality treatment and quantity storage during rainfall events. BMP-1 exhibits hydraulic conductivity values of 2.2 in/hr and seasonal high water table of 10' below grade. BMP-2 exhibits hydraulic conductivity values of 2.2 in/hr and seasonal high water table of 6' below grade. Both BMPs have a top elevation of 10' and are designed to prevent water levels above 9'. The site has been divided into three distinct drainage areas (DA-1, DA-2 and DA-3). DA-1 is 0.93 acres and has a runoff coefficient of 0.63. DA-1 drainage is collected and piped to BMP-L DA-2 is 0.75 acres and has a runoff coefficient of 0.10. DA-2 drainage sheet flows to BMP-1. DA-3 is 1.45 acres and has a runoff coefficient of 0.64. DA-3 drainage sheet flows to BMP-2. This stormwater design has two regulating authorities to comply with. NCDNER requires compliance to a design storm of 1.5"/24hr and the use of the simple method for calculating storage. For areas draining to BMP-1 the volume that must be controlled is 3,324 cubic feet.
