A Division of Energy, Mineral, and Land Resources file review has determined that
Stormwater Permit SW7090603 for a stormwater treatment system consisting of a
constructed wetland system serving a Wendy's located at 510 Virginia Road, Edenton,
NC expires on December 30, 2021. Renewal applications are due 180 days prior to
expiration. A review of the Chowan County tax records shows that the property is
currently owned by GWC District Residential NC SPE, LLC. Stormwater permit
SW7090603 was originally issued to Sechrist Management Group, LLC. Stormwater
permits are not automatically transferred when property ownership changes.
The Coastal stormwater rules and the NC General Statutes require a stormwater permit
for this project. Please submit a completed permit renewal application and a stormwater
ownership transfer application along with a $505.00 processing fee. Permit application
forms for renewal and ownership transfer can be found on our website at:

rulesjstormwater-program/post-construction. North Carolina General Statutes and the
Coastal Stormwater rules require that this property be covered under a stormwater
permit. Failure to maintain a permit subjects the permittee and landowner to
assessment of civil penalties.

On March 24, 2015, Mr. Samir Dumpor of the Washington Regional Office of the Division of Energy,
Mineral, and Land Resources (DEMLR) inspected the Wendy's - Edenton development in Edenton, Chowan
County to determine compliance with Stormwater Management Permit Number SW7090603, which was
issued on November 25, 2009. DWO site inspection revealed that the project is in substantial compliance with
the approved permit.
Please be advised that you are required to comply with the terms, conditions and limitations of your
Stormwater Management Permit under Title 15A North Carolina Administrative Code 2H .1003 and North
Carolina General Statute 143-214.7, including operation and maintenance of your permitted stornwater
system.
Please be advised that violations of your Stormwater Management Permit may be subject to the assessment of
civil penalties of up to $25,000 per day per violation. If you have any questions please contact me at the
