A Division of Energy, Mineral, and Land Resources file review has determined that
Stormwater Permit SW7090601 for a stormwater treatment system consisting of a wet
detention basin serving the South Mills Fire Department located on Keeter Barn Road
expires on December 30, 2021. This is a reminder that permit renewal applications are
due 180 days prior to expiration. We do not have a record of receiving a renewal
application.
Please submit a completed permit renewal application along with a $505.00 fee for
permit renewal. Also, it was noted in the file review that a designer's certification that the
project was constructed in accordance with the approved plans as required by the
permit has not been submitted. Please include this with your application. Permit
application forms for renewal can be found on our website at:

Statutes and the Coastal Stormwater rules require that this property be covered under
stormwater permit.

GENERAL

Camden County proposes to construct a new Fire Station that will provide fire iion
services to the northern areas of the Town of South Mills. The project site is located on the south
side of Keeter Barn Road (SR 1226) approximately 1,200 if east of the intersection of Keeter
Barn Road and US 17.
The existing site is a 3.0 acre vacant parcel currently being utilized as farmland. The project
proposes to construct an 11,700 sq.ft. fire station with vehicular accommodation areas and
stormwater management infrastructure.
STORMWATER MANAGEMENT
Stormwater draining from proposed impervious 1§1rfaces will be directed to a stormwater wet
detention basin located to the rear of the subject parcel where stormwater will be detained and
concentrations of suspended sediments and dissolved pollutants will be removed prior to
discharge. Current proposed site improvements will result in a site built upon area of 24%.
There are potential plans for future expansion. Stormwater BMPs have been designed to manage
stormwater draining from the site with a built upon area of 50%.-�'cT7, 'a"'IFIr

Collection
Stormwater draining from impervious surfaces will be directed to a grass swale collection system
via site grading and roof drains. Stormwater collected in the grass swale system will be
conveyed to the Wet Detention Basin.
Treatment
The site will offer multiples methods of stormwater treatment.
The grass swale collection system draining the impervious surfaces has a total reach of
approximate 400 If. The vegetation in grass swale collection system will provide a level
treatment by filtering stormwater of fine particulates and pollutants prior to entering the wet
detention basin.
The primary method of stormwater treatment will via the wet detention basin. The wet detention
basin has been design to remove 90% of the total suspended solid as outlined in the NC DENR
Stormwater BMP manual. The wet detention will dilute and settle pollutants from stormwater
runoff. Dissolved pollutants will be filtered and consumed by the wet detention planting located
along the forebay wall and the main bay 10:1 shelf along the permanent pool water line.
Storage
At full build out (50% BUA) the site is calculated to generate 12,958 cf of stormwater runoff
during the NC DENR required 1.5" rainfall event. The stormwater wet detention basin has a
design storage below the overflow weir of 37,449 cf. 37,449 cf is calculated to be equivalent to
the 4.3" rainfall event.
Disposal
The wet dentition basin will be drawn down using a 1.0" orifice attached to the basin's overflow
structure at the season high water table (S.W.H.T.) of 9.5'. The orifice is calculated to draw
down the wet detention basin below the overflow structure in 3.37 days. Stormwater in excess of
the design storage will be directed into the stormwater overflow weir. The outfall for the
overflow structure and the draw down orifice drains to an existing drainage ditch located at the
rear of the property.
Soils
The USDA Soil "Survey of Camden County North Carolina" classifies the existing site's soils as
Roanoke Series (RoA). Roanoke soils are generally poorly drained soils with shallow slopes (0-
2 %).
A Soils Report for the site has been prepared for the site by G.E.T. Solutions and is attached in
the provided calculations. The soil characteristics outlined in the soils report generally correlates
with USDA RoA classification.
The season high water table was observed by G.E.T. Solutions to be 2.5' — 3.0' below existing
grade across the site. Existing elevations in the vicinity of the proposed wet pond are 12.2' -
12.3'. Using the observations by G.E.T., the season high water table was determined to be
approximately 9.5' at the location of the wet pond.
Calculations
Design calculations have been included with this narrative.
Conclusions
The proposed stormwater management plan for the new fire station on Keeter Barn road has
been designed in accordance with current stormwater regulations to manage stormwater draining
from built upon areas.
