A Division of Energy, Mineral, and Land Resources file review has determined that
Stormwater Permit SW7090412 for a stormwater treatment system consisting of a wet
detention ponds serving the Corporate Hanger Expansion located at 1028 Consolidated
Road, Elizabeth City, NC expires on December 30, 2021. This is a reminder that permit
renewal applications are due 180 days prior to expiration. We do not have a record of
receiving a renewal application.
Please submit a completed permit renewal application along with a $505.00 fee for
permit renewal. Also, it was noted in the file review that a designer's certification that
the project was constructed in accordance with the approved plans as required by the
permit has not been submitted. Please include this with your application. Permit
application forms for renewal can be found on our website at:

Statutes and the Coastal Stormwater rules require that this property be covered under a
stormwater permit.

Beginning at an existing iron pin situated on the northern margin of S. R. No.
1131, at the southwestern corner of an existing tract previously conveyed to
the Elizabeth City-Pasquotank County Airport Authority in Deed Book 778,
Page 313, of the Pasquotank County Public Registry. Said S. R. No. 1131 is
also known as Consolidated Road and has a right-of-way width of 60 feet.
Said point of beginning is further located South 620 08' 48" West 846.80 feet
from the NCGS Monument 'GUARD'. Thence from said point of beginning
South 580 08' 46" West 475.30 feet along the northern margin of S. R. No.

Nail set in the southern line of the United States of America property; thence
with said United States of America property North 58° 08' 46" East 475.30
feet to an existing iron pin situated at the northwest comer of the existing
Elizabeth City-Pasquotank County Airport Authority tract; thence with the
existing Elizabeth City-Pasquotank County Airport Authority tract; thence

South 31 ° 51' 14" East 503.50 feet to the Point of Beginning.
Said tract is bounded on the north by the United States of America, on the
east by the Elizabeth City Pasquotank County Airport Authority, on the
South by S. R. No. 1131, on the west by remaining property of the City of
Elizabeth City, and contains 5.49 acres as per survey and plat prepared by
McDowell & Associates, P.A. and entitled in part "Boundary Survey for the
Elizabeth City — Pasquotank County Airport Authority", dated March 25,
2004, and reference to said plat is hereby made.
This property is conveyed subject to the restrictions set forth in that certain
Deed from the United States of America to the City of Elizabeth City, N.C.
and Pasquotank County, N.C., which said Deed is duly of record in Deed
Book 296, at Page 153, of the Pasquotank County Registry. This property is
further conveyed subject to the requirement that, pursuant to NC Gen. Stat.
Section 160A-279, the property conveyed hereunder shall at all times be used

adjacent to the US Coast Guard Base. The airport occupies approximately 25
acres of land owned by The Elizabeth City-Pasquotank County Airport Authority
and the City of Elizabeth City as well as a large portion of the base.
The stormwater design for this project will be based on a site for future
expansion of corporate hangars and an expansion of an existing T-Hangar on
the airport. The total project area covers 5.39 acres. The project area includes
3.99 acres owned by the Elizabeth City-Pasquotank County Airport Authority,
0.27 acres owned by the City of Elizabeth City, and 1.14 acres owned by the
United States Government. Most of the proposed improvements will be limited
to the Airport Authority property. Small areas of pavement will be added to the
other properties as necessary for connection to the existing taxiway and airport
parking lot. Within the project area, there is 56,738 sf of existing coverage. All
of the runoff from this area is collected in a combination of grassed swale and
underground piping. The piping directs all runoff directly to the existing roadside
ditch along Consolidated Road. The project area has been separated into two
drainage areas. Drainage Area 1 will contain most of the impervious area and a
wet detention basin. Drainage Area 2 will represent the fringe areas of the
project area where it is not practical to route the runoff to the proposed detention
basin.
Drainage Area 1 is 194,796 sf located near the center of the airport. 49,618 sf of
the drainage area is located on US owned property, 4,757 sf is owned by the
City of Elizabeth City, and the remaining 140,421 sf is located on property owned
by the The Elizabeth City-Pasquotank County Airport Authority. The area
contains 50,315 sf of existing taxiway and ramps. Of this existing area, 2,865 sf
of pavement will be removed. Proposed coverage will consist of a combination
of buildings, asphalt parking lot, sidewalks, and concrete ramps. Only a portion
of the site has been designed at this time. The T-hangar expansion will consist
of 6,456 sf of building, 3,557 sf of proposed asphalt on -site, 753 sf of asphalt off -
site, and 1,260 sf of concrete. The area labeled as future development area has
not been designed. It will contain buildings, asphalt and concrete, with a
maximum impervious area of 69,089 sf. When this area is designed, all runoff
shall be collected in an underground drainage system and routed to t

detention basin at the specified inlet location. Based on the proposed coverage,
the maximum impervious area for draining to this pond will be 128,565 sf or 66%
of the drainage area. All runoff from the proposed surfaces will be collected in
an underground drainage system and routed to the proposed detention pond.
Runoff from the existing taxiway will be allowed to sheet flow into the pond. The
pond has been designed for 90% TSS removal utilizing the SA/DA for 70%
coverage.
Drainage Area 2 contains 40,149 sf along the western and southern edges of the
project area. Runoff from this drainage area would be difficult to collect due to
existing drainage patterns. The existing coverage in this area is 6,423 sf of
asphalt and concrete. 2,410 sf of the existing pavement will be removed and
709 sf of pavement and 2,680 sf of concrete will be added. The concrete ramps
that will be added on the east side of the proposed T-Hangar will connect to an
existing asphalt drive that is center drained, therefore limiting our ability to collect
runoff. The future development area will contribute another 1,997 sf of
pavement to widen the existing drive that parallels Consolidated Road. This
drive is single sloped toward the existing roadside ditch. The resulting
impervious area for Drainage Area 2 is 9,399 sf or 23%. Although we are adding
impervious surfaces to this drainage area and not providing treatment, we are
treating runoff from 50,315 sf of existing impervious area in Drainage Area 1 that
has been untreated.
According to the Pasquotank County Soils Maps as prepared by USDA, Soil
Conservation Service, the soils on this site are Roanoke. One soil boring was
performed in the area of the detention pond by Sean C. Robey, PE and Kimberly
Hamby on April 14, 2009. The soil boring was conducted with and AMS 2-3/4"
diameter 6' long hand mud auger. The existing elevation in the area is
approximately 7.0'. They first 6" consisted of a clayey topsoil. From 6-24" was a
silty clay loam. At 24" the soil changed to a very stiff clay that continued to a
depth of 42" where the soil changed to a fine silt, clay loam. At 48", the soil
became sandy with some bright color. At 60" the soil was a pale fine sandy loam
with obvious moisture present. Based upon this boring, we estimate the water
table to be elevation 2.0. Permanent pool elevation for the detention pond has
been set at elevation 2.0.
As the future improvements for the area are not designed at this time, this plan
only covers construction of the stormwater detention pond, the T-hangar
expansion with related taxiway and aprons, and rerouting of an existing sewer
force main. The disturbed area for this phase of the project will not exceed 3
acres. Although a small portion of the disturbed area is located on the US Coast
Guard Base, the Airport Authority holds a site license that allows them to
operate on the US Coast Guard Base. New construction plans will be submitted
for review and approval prior to construction of the corporate hangar site.

Enclosed for your review and approval, please find the following items:
1. Two (2) copies of the above referenced plans.
2. The original and one (1) copy of the Stormwater Permit Application, Wet Detention Basin
Supplement, and Wet Detention Basin Operation and Maintenance Agreement.
3. Two (2) copies of the project description and calculations.
One copy of the recombination plat showing boundary for the Elizabeth City-Pasquotank
County Airport Authority. Please note that the plat indicates that the property to the west
of this boundary is in the same ownership. The metes and bounds shown on this plan
are only this portion of the tract that has been recombined. The above referenced deeds
are referenced on the recombination plat.
5. Check in the amount of $4000.00 for the required fee.
