renewal applications are due 180 days prior to expiration. We do not have a record of
receiving a renewal application.

permit renewal. Also, it was noted in the file review that a designer's certification that the
project was constructed in accordance with the approved plans as required by the

Existing Conditions: City Beverage is an existing distribution facility on 7.1 acres on
Weeksville Road in Pasquotank County, North Carolina. The Soil Survey for
Pasquotank County has mapped the soils to consist of Chopanoke silt loan (ChA),
Tetolum fine sandy loam (TeA), Perquimans silt loam (PeA) and Chowan silt loam
(CwA). Elevations on the majority of the site range from 7-9 feet above MSL, with
portions. failing to 4 feet above MSL (NAVD 1988) along the west and north edges of the
site. The site is bounded by existing drainage ditches within the Weeksville Road right-
of-way on the east, the railroad right-of-way on the southwest, and a existing ditch on
the north property line. Runoff from the site is directly discharged into these ditches,
which collect the runoff from the site and convey it to the existing ditch on the north
edge of the site. This ditch conveys runoff to the east and ultimately discharges into the
Pasquotank River. Pasquotank County currently serves the site with water and on -site
septic systems provide for sewage disposal.
Proposed Development. A.R. Chesson has been retained to provide modification to
the existing facility. The site improvements will include the demolition of portions of
existing structures as well as the construction of additions and vehicular circulation,
parking and loading areas. Also included in the work is the relocation of an existing on -
site septic system. Runoff from'portions of the new and existing site improvements will
be collected and discharged into a pond that will be constructed on the north end of the
site. Existing drainage, conditions along the remainder of the site will be maintained in
their current drainage -pattern
NCDENR Permitting Compliance: The site is being developed per the High Density
Stormwater Management Option as set forth in 15A NCAC 02H.1005(3)(b). A
Stormwater Wet Pond is being provided at the north side of the site to meet this criteria.
The pond includes forebays on either side to receive runoff from the new drainage
collection system. The'permanent pool of the pond has been set at the ESHWT
elevation of 4.5, as based upon soil borings. The 2" orifice has been sized to release the
runoff from 1.5" of rainfall from portions of the existing and, proposed improvements in
57 hours at an average discharge rate of 0.08 cfs based upon the head produced by a
temporary pool elevation of 5.9. Runoff in excess of this amount will overflow via a weir
within the outlet structure, and an external weir has been provided for extreme rainfall
event. The site currently contains 123,933 sf of existing impervious area on 7.1 acres
with no provisions for treatment. The site improvements will provide an additional
54,944 sf of impervious area. The new drainage system will collect runoff from 3.68
acres of the 7.1 acre site, including 119,017 sf of existing and proposed impervious
areas, or more than twice the additional impervious area.

Co. Inc. The project is an existing facility on a 7.1 acre site in Pasquotank County. The stormwater
management system for the facility conforms to NCDENR high -density standards under regulations set
