On July 8, 2014, 1 inspected the SECU — Columbia development, located at 1122 Scuppernong Drive,
Columbia, NC, to determine compliance with Stormwater Management Permit Number SW7081208,
which was issued on June 22, 2009. The DWQ site inspection revealed that except for the issue listed
below, the project is in substantial compliance with the approved permit. Please see attached Inspection
report also.
• Excessive vegetation noted around and in the wet detention pond. Maintenance needed

Photo shows an overall photo of the area. The entire pond perimeter has been cut and removed. Further
inspection of the area was performed and was observed to be in good condition with no structural
modifications due to soil loss required; te, Weakening pond dam.
Photo above shows the riser structure. The area was previously consumed with cattails. The area has since
been cleared of cattails and other nuisance vegetation to allow for proper inspection access and also to
prevent further clogging of the outlet structure.

Photo shows the inlet orifice from inside the riser structure. The orifice is clean and is now allowed to
function properly with the cattails removed from the area.
Photo shows view of main portion of pond from west looking east beyond the riser structure. Heavy nuisance
vegetation was cut and removed from the area. No further maintenance required in this area.

corresponding rip -rap aprons.
2. (Monthly) Check 1"orifice in 4" PVC low flow draw -down pipe for clogging.
3. (Quarterly) repair any eroded areas with compactible fill or rip -rap on the eastern and
western forebay separation berms.
Photo shows western most forebay and forebay berm. Nuisance vegetation has been physically removed from
this area to prevent further clogging and also to allow for proper access and inspection. The areas around the
wet pond exhibit adequate stabilization to prevent excessive sediment from entering the pond.

Inlet concrete flume is in good.condition. The rip rap section has minimal sediment accumulation and is
functioning properly. No maintenance required.
Grassed swale leading to pond forebay on west side of property is in good condition. The vegetation is well
established and'maintained properly.

Photo shows forebay area on west side of pond. The area has an increasing cattail population that needs to be
cut down. It is recommended that a herbicidal application be applied to remaining cattail stalks after they are
cut to try and kill them. The fertilizer nutrient load flowing to this pond appears to be high based on the weed
growth, thus requiring more pond maintenance at this time.

treatment area of the pond. The area is well stabilized with grass and appears to be functioning properly.

the pond. It is a good timetoget the cattails under control before they begin consuming storage volume
within the pond. The increased root mat of cattails will ultimately require pond excavation if ignored.
The pond riser structure is shown to'have a trash rack attached to the top of the structure. The trash rack is
firmly attached. Cattails; black willow trees, and other invasive plant species should be removed'from this
area to prevent clogging'and also to maintain open access for maintenance and regular inspections.

Inside of concrete riser structure shown. The PVC orifice is in good'condition. It appears to'be firmly attached
and sealed at the box. There are currently no obstructions at the orifice. The trash rack is firmly secured with
bolts as shown in the photo.
The drawdown orifice is firmly attached to the riser structure. The turndown in the pipe is functioning
properly as the orifice is not clogged. This area should be monitored regularly to make sure it is not clogged.

The main body or primary treatment portion of the pond appears to be in good functional condition at this
time. There are some signs of high nutrient loads entering into the pond such as aquatic weeds that float on
the surface and increasing numbers of cattails. These plant species need to be kept under control. Cattails
need to be removed from the pond, and preferably eradicated.
