This is a reminder that permit renewal applications are due 180 days prior to expiration. We do not have a record of receiving a renewal application. Please submit a completed permit renewal application along with a $505.00 fee for permit renewal. Also, it was noted in the file review that a designer's certification that the project was constructed in accordance with the approved plans as required by the permit has not been submitted. Please include this with your application. The submittal plans are sealed but not signed. Provide two signed and ZV2. sealed sets? Response: Two signed and sealed sets are included with this submittal. Calculations are not signed. Response: Two signed and sealed calculation booklets are included with this submittal. 3. The narrative is referring to Neuse River Basin. This project is located in /Pasquotank River Basin. Revise. Response: References to the Neuse River Basin have been removed. 4.Provide the hand initialed checklist for Infiltration Trench supplements and /5.specify the plan sheet numbers. Response: The requested checklists have been included in this submittal. Delineate wetlands on site or provide a note on plans that none exist. Response: A note stating that no wetlands exist has been added to Sheets C400 and C500. 6. The calculations were done by using the runoff from 1.5" of rainfall. This project is not located within I/2 miles of SA waters and it was submitted prior to new stormwater rules, meaning that only 1.0" of rainfall is required to be stored. Response: Calculations have been re -run using 1.0" of rainfall. 7. According to State Stormwater BMP Manual, all runoff in excess of the design storm must bypass through a vegetated filter prior to being discharged into the receiving stream. No vegetated filter was proposed for this project. Please be reminded that the roadside Swale cannot be used in lieu of a vegetative filter. Please revise. Response: Do to the fact that the overflow from the infiltration trenches associated with this project are not discharged directly to a vegetated filter, the trenches have been sized to capture twice the required storage volume (2-inches). The volumes presented in the calculation spreadsheets along with the supplemental forms represent the 2-inch runoff volume. 8. As per BMP Manual, the seasonal high water table must be at least 24" below the proposed bottom elevation of the system. Please revise. Response: System has been revised to have a bottom elevation of 6.0'. 9. Delineation the drainage area to each infiltration basin. Response: A drainage area map has been added to the calculations. 10. As proposed the drainage structures AD-1 and AD-2 are collecting the offsite drainage and sending it into the infiltration trenches. This drainage area should be delineated and included in the calculations or (if these drainage structures are not collecting any runoff from the proposed parking) should be rerouted in such a way not to enter the infiltration trenches. Response: The drainage area to AD-1 and AD-2 has been included in the calculations. 11. Revise the calculations for the following: • Trench la a. Revise of clarify the Rv factor (your calculations show 1.02 while mine shows 0.68) Response: Rv has been revised. b. Revise the required volume (your calculations show it to be 1,375, while mine shows 2,054 (using 1.5") or 913 (using 1.0" rainfall)). Response: Required volume has been revised. c. Revise or clarify the drawdown time. The drawdown time is based on the bottom area. The one unit's bottom area is roughly 3 sf. Attached to the letter was a copy of the request for additional information generated by your office dated December 2, 2008. This request was never received by our office therefore we did not respond to the request by the stated date of January 2, 2009. We did receive a voicemail from Samir Dumpor on Thursday, January 8^th alerting us to the fact that our time to respond to the request has expired. I returned Mr. Dumpor's phone call late Thursday but was unable to reach him. If there is any way possible that this project can be allowed to continue in the review process, it would be greatly appreciated. As I stated previously, our office did not receive the request for additional information associated with this application. Revisions can be made and resubmitted in a timely manner if you will allow us to proceed with this review. As a side note, this same project was submitted to your office in May of 2008 for which a request for additional information was also generated. That request was not received by our office either. In that case, the owner of the project (Elizabeth City State University) forwarded us the comments a few days prior to the deadline for responding. We requested an extension but one was not granted. We resubmitted the entire package, including review fee, in September which resulted the above -referenced request for additional information. Any help you can afford us in this matter will be greatly appreciated by me and the University. Stormwater narrative includes reference to Craven Community College project. 2. Provide written detailed soils report including; on -site soil borings/data, description of soil profile, structure, texture, permeability, depth to seasonal high water table (SHWT), estimated infiltration rates, etc. Soils report should reference County Soils Map data. Our experience shows that SHWT in this geographic area is generally 1-3 feet below the natural ground surface; therefore, it is difficult to maintain adequate separation from the bottom of infiltration systems to SHWT. Your soils report must support the design of infiltration devices for this site. 3. Revise construction schedule on Sheet C400 to include: Owner must obtain approval of State Stormwater Permit prior to beginning construction. 4. Manufacture's web site provides construction specs to include geotextile wrap, monitoring wells, and flush ports: These design elements should be included. 5. Provide written, detailed operation & maintenance agreement signed by the owner. 6. Provide description/details for Bypass vegetated fitter. 7. Revise narrative, plans & details to reflect any changes. The above requested information must be submitted to this office prior to August 29, 2008, or your application will be returned as incomplete. The return of this project will necessitate resubmittal of all required items including a new application fee. If you need additional time to complete the application package, please mail or fax your request to this office and include any reason(s) for the time delays.
