Dear Mr. Stikeleather:
A Division of Energy, Mineral, and Land Resources file review has determined that
Stormwater Permit SW7080801 for a stormwater treatment system consisting of a wet
detention pond serving the Moyock Public Library located at 838 Tulls Creek Road,
Moyock, NC expires on December 31, 2021. This is a reminder that permit renewal
applications are due 180 days prior to expiration. We do not have a record of receiving
a renewal application.
Please submit a completed permit renewal application along with a $505.00 fee for
permit renewal. Application forms for renewal can be found on our website at:

rules/stormwater-pro ram host -construction. North Carolina General Statutes and the
Coastal Stormwater rules require that this property be covered under a stormwater
permit. Failure to maintain a permit subjects the owner to assessment of civil penalties.

Dear Mr. Scanlon:
This office received a Coastal Stormwater permit application and plans for the subject project on
August 4, 2008. A preliminary review of your project indicates that before a State Stormwater permit
can be issued the following additional information is needed:
1. Revise the Required Volume in the Wet Detention Basin Supplement (use the volume per
Simple Method outlined in the Section 3.3.1 of the BMP Manual), and the Provided Volume
(Volume between the Permanent Pool and the new Temporary Pool)— Non SR Waters
section, to be equal or greater than the Required Volume.
2. Revise The Temporary Pool elevation based on the Required and the Provided Volume
(using Simple Method).
3. Due to the excessive storage in the pond and the fact that the orifice was sized for larger
than Required volume, the proposed orifice will discharge the Required Volume in less than
2 days. Revise the Orifice calculations by using the Required Volume.
4. Revise the ponds bottom elevation; the Supplement shows elevation of —2.50, while the
Plans show elevation of —3.50.
5. Revise all necessary documents to reflect above changes.
6. Provide 2 sets of signed and sealed plan sheets documents.
The above requested information must be received in this office prior to August 19, 2008 or
your application will be returned as incomplete. The return of this project will necessitate resubmittal of
all required items including the application fee. If you need additional time to submit the required
information, please mail or fax your request for time extension to me at the Letterhead address and
include the application number on the request. The request must include justification for the amount of
additional time needed. The request will only be granted for justifiable delays that are unforeseen and
beyond the owner or consultant's control.
You should also be aware that the Stormwater Rules require that the permit be issued prior to
any development activity. Construction without a permit is a violation of 15A NCAC 2H.1000 and North
Carolina General Statute 143-215.1 and may result in civil penalties of up to $25,000 per day.
Please reference the Stormwater Project Number above on all correspondence. If you have

Enclosed for your review and approval are two (2) sets of the revised submittal package for the referenced
project. Each of your comments dated August 12, 2008 have been addressed as follows:
Revise the Required Volume in the Wet Detention Basin Supplement (use the volume per Simple
Method outlined in the Section 3.3.1 of the BMP Manual), and the Provided Volume (Volume
between the Permanent Pool and the new Temporary Pool) — Non SR Waters section, to be equal
or greater than the Required Volume.
Response: The required and provided volumes on the supplement sheet have been revised.
2. Revise the Temporary Pool elevation based on the Required and the Provided Volume (using
Simple Method).
Response: The temporary pool elevation has been revised.
3. Due to the excessive storage in the pond and the fact that the orifice was sized for larger than
Required Volume, the proposed orifice will discharge the Required Volume in less than two (2)
days. Revise the orifice calculations by using the Required Volume.
Response: The proposed pond has been sized to meet the minimum state
requirements for water quality. Due to the elevation of the groundwater table and
the water quality volume required, the additional storage above the permanent pool
is larger than required. The orifice has been re -sized based on the temporary
required volume as requested.
4. Revise the ponds bottom elevation; the Supplement shows elevation of -2.50, while the plans
show elevation of -3.50.
Response: The supplement sheet has been revised. The extra F foot contour has
been provided to account for sediment build-up and storage.
5. Revise all necessary documents to reflect above changes.
Response: All corresponding documents have been revised.
