We have reviewed/corrected the calculations and made the changes to the S W401-Infiltration Basin forms as requested in your email dated August 26, 2008. All of your questions/comments are addressed in the order.presented below:. I) Tab 2 of the SW401-Infiltration Basin supplement form has been attached for each drainage basin. 2) The amount of time necessary to drawdown the I inch design storm has been added to the design calculations. 3) Elevations.in basin A have been adjusted. The correct bottom elevations is 10.0 fmsl. 4) The typo's have been corrected for basin C (see note below). . 5) This error was caused by rounding. 6) Again this is a rounding error. My assistant dropped some of the decimal points that I left in the equations. 7) Two Stormwater Management Plan Sheets and two sets of both calculations and SW401's are attached The appropriate documents are sealed and signed. Scott, the difference between your rough estimates for surface area and our ACAD generate areas is partially due to the fact that we are including the swales in our surface areas. That tends to make our surface areas a little larger than what you are estimating. If you need anything else please let me know via email ASAP. Thanks again. Sincerely, Robert T. A preliminary review of the project indicates that before a State Stormwater permit can be issued the following additional information is needed. 1) Please provide the second page (or second tab sheet in Excel) for each of the four supplement forms titled "III. Required Items Checklist". This lists the page/plan sheet on which each listed item can be found within the plans and/or application package. 2) Please provide the drawdown calculations. These calculations should be based on the provided volume draining through the surface area of the bottom of each basin with the estimated infiltration rate. 3) On basin A's cross sectional detail the bottom is set at 9.70 fmsl, whereas the supplement form gives a bottom elevation of 10.0 fmsl. Please verify and correct as needed. 4) On basin C's supplement form the Minimum design volume required is listed as 11,999cf whereas the provided calculations give 12,020cf. This is believed to be a minor typo. Could you also please re -verify the surface areas of Basin C? The bottom surface area listed as 14,240sf is crudely hand measured as roughly 13, 507sf and the storage surface area listed as 30,045sf is hand measured as—26,500sf. 5) Within Basin D supplement the minimum design volume required is given as 7,376cf whereas the calculations give 7,539cf. Again this maybe a minor typo, but please verify and correct as. needed. 6) Within Basin E supplement the minimum design volume required is given as 2,171 cf whereas the calculations give 2,202cf. Again this maybe a minor typo, but please verify and correct as needed. Could you also please re -verify the surface areas of Basin E? The storage surface area is listed on the supplement form as 12,020sf which seems a bit large. 7) If needed, please do not forget to have all revised plans and calculations signed, sealed and dated. The above requested information must be received in this office prior to September 3, 2008 or your application will be returned as incomplete. The return of this project will necessitate resubmittal of all required items including the application fee. *If you need additional time to submit the required information, please mail or fax your request for time extension to this office at the Letterhead address.* You should also be aware that the Stormwater Rules require that the permit be issued prior to any development activity. Construction without a permit is a violation of 15A NCAC 2H.1000 and North Carolina General Statute 143-215.1 and may result in civil penalties of up to $10,000 per day. V = 7,539 Sept Strawy T7,376 Z JUL 2 9 200E NARRATIVE The existing site is an undeveloped flat parcel of land in the Coastal Region. The soil is a Tarboro Sand with very high permeability. The USDA Soil Survey says that Tarboro Sand it will take from 5 to 20 inches of water and hour. A deep test well on this parcel showed the first impermeable layer of soil 42 feet below the surface. Slope over the site is less than one percent. The project is a mixed -use development including both single family residential and commercial components. The planned impervious areas in the residential section (including the wastewater treatment area) amount to 31.3 percent. The planned commercial section is 52.1 percent impervious, for a total percent impervious of 35.8 for the project. This project is planned as a High Density development. The average house size is planned at 3,000 square feet of impervious surface and the average driveway at 500 square feet. Calculations showing the lot draining half to the front and half to the rear assume that 2000 sf of impervious surface drains to the front and 1500 sf of impervious surface drains to the rear of the lot. Stormwater from the built upon areas is to be collected in drainage swales and drop inlets and conveyed by swales to Infiltration Basins. The Basins have been designed to detain at least a 3-inch storm, which is three times the mandated volume requirement. Due to the highly permeable sand no emergency overflows have been planned. A subsurface soil evaluation was performed by this office (copy attached) and we found sand at least 5 feet deep at each of the 5 planned Infiltration Basins. When augering our test holes groundwater was not encountered and no soil discolorations were noted that would indicate a seasonably high ground water table. Each hole was taken down 5 feet. Previous soil testing for the wastewater disposal area by Terracon showed groundwater at 6 feet below surface in a relatively wet part of the season. Stormwater from this site does not discharge anywhere. The sand is pervious enough that stormwater infiltrates. When constructing SR 32 DOT did not build the typical roadside drainage swales due to the pervious nature of the soil. No wetlands exist on the site. The Section 2 stormwater management plan design parameters herein are virtually identical to the Section 1 parameters previously approved by DWQ. At this point we have experience with infiltration basins in this specific location and we are very comfortable with this conservative stormwater management design. Please note the Phase 3 is expected to be the last Phase constructed in this section. Because of that drainage area C is shown as C without Phase 3 and C with Phase 3.
