SITE DATA 1. Project Name: BOWSERTOWN LANDING RESIDENTIAL DEVELOPMENT 170 South California Street Manteo, Roanoke Island, Dare County, NC 2. Developer/Applicant: DARE COUNTY P.O. Box 1000 MANTEO, NC 27954 3. Project Description: Multifamily Condominium Site Development 4. Project Area Tabulation: Total Project Area: 5.60 ac. Total Structure Area: 0.46 ac. Total Asphalt Parking and Drives Area 0.61 ac. Total Impervious Coverage : 1.07 ac. Miscellaneous Disturbed Areas 1.13 ac. Total Disturbed Area : 2.20 ac. 5. See sheet 1 for project narrative and site conditions B. CONSTRUCTION SEQUENCE 1. Hold preconstruction conference with town planning staff, engineer and contractor in attendance 2. Install silt fencing and construction entrance 3. Rough grade site and construct building pads 4. Install temporary stabilization 5. Construct building improvements 6. Install final stabilization and landscaping C. STABILIZATION AND LANDSCAPING Immediately after land clearing and grading, apply surface stabilization on graded areas and other disturbed areas. Stabilize any graded slopes and fills where active construction will not take place for 21 calendar days by temporary seeding and or mulching or by other suitable means. Install permanent stabilization measures immediately after final grading. Temporary seeding or mulching may be necessary during extreme weather conditions with permanent measures delayed for a more suitable time. Permanent stabilization measures shall be in place on all disturbed areas within 15 working days or 90 calendar days (whichever Is shorter) following completion of construction or development. D. MAINTENANCE OF STABILIZED AREAS 1. Check temporary erosion control devices after each significant rainfall and/or bi-weekly. repair and remove sediment build-up as necessary. 2. Check stabilized areas after each significant rainfall event. rills and gullies must be repairs, re -seeded and mulched as soon as possible. temporary diversions may be necessary until new plants develop. Bare spots must be relimed, fertilized, mulched and reseeded as promptly as possible. Yearly refertilization may be required to maintain productive stands. 3. Perform routine maintenance (including mowing and cleaning of roadway swale) once final stabilization has occurred. E. NOTE - THE INTENT OF THIS PLAN IS TO: • Minimize the extent and duration of disturbed soil exposure. • Protect disturbed areas from stormwater runoff. • Stabilize disturbed areas as soon as possible. • Maintain low runoff velocities (and protect areas where this is not possible). • Retain sediment on site with silt fencing and silt dams. THIS PLAN REPRESENTS MINIMUM SEDIMENTATION AND EROSION CONTROL MEASURES. ADDITIONAL MEASURES AND DEVICES MAY BE REQUIRED AS CONSTRUCTION PROCEEDS. F. LAND GRADING CONSTRUCTION SPECIFICATIONS 1. Construct & maintain all erosion & sedimentation control practices & measures In accordance with the approved sedimentation control plan and construction schedule. 2. Remove good topsoil from areas to be graded and filled, and preserve it for use In finishing the grading of all critical areas. 3. Scarify areas to be topsoiled to a minimum depth of 2 inches before placing topsoil. 4. Clear & grub areas to be filled to remove trees, vegetation, roots, or other objectionable material that would affect the planned stability of fill. 5. Ensure that fill material is free of brush, rubbish, rocks, logs, stumps, building debris, and other materials inappropriate for constructing stable fills. 6. Place all fill in layers not to exceed 9 inches in thickness, and compact the layers as required to reduce erosion, slippage, settlement, or other related problems. 7. Do not incorporate frozen material or soft, mucky, or highly compressible materials into fill slopes. 8. Do not place fill on a frozen foundation, due to possible subsidence and slippage. 9. Keep diversions and other water conveyance measures free of sediment during all phases of development. 10. Handle seeps or springs encountered during construction in accordance with approved methods. 11. Permanently stabilize all graded areas immediately after final grading is completed on each area in the grading plan. Apply temporary stabilization measures on all graded areas when work is to be interrupted or delayed for 21 calendar days or longer. 12. Provide adequate protection from erosion for all topsoil stockpiles, borrow areas, and spoil areas. G. TEMPORARY SEEDING The purpose of temporary seeding is to temporarily stabilize denuded areas that will not be brought to final grade for a period of more than 15 working days or 21 calendar days Seeding Recommendations for Late Winter & Early Spring Seeding Dates- December 1 to April 15 Seeding Mixture: Species Rate (lb/acre) Rye (grain) 120 Annual Lespedezo 50 (Kobe) *Omit annual lespedeza when duration of temporary cover is not to extend beyond June Soil Amendments Follow recommendations of soil tests or apply 2,000 lb/acre ground agricultural limestone and 750 lb/acre 10-10-10 fertilizer Mulch Apply 4,000-lb/acre straw. Anchor straw by tacking with asphalt, netting, or a mulch -anchoring tool. A disk with blades set nearly straight can be used as a mulch -anchoring tool. Maintenance Refertilize if growth is not fully adequate. Reseed, fertilize and mulch immediately following erosion or other damage. Seeding Recommendations for Summer Seeding Dates- April 15 to August 15 Seeding Mixture: Species Rate (lb/acre) German Millett 40 Soil Amendments Follow recommendations of soil tests or apply 2,000 lb/acre ground agricultural limestone and 750 lb/acre 10-10-10 fertilizer Mulch Apply 4,000-lb/acre straw. Seeding Recommendations for Fall Seeding Dates- August 15 to December 15 Seeding Mixture: Species Rate (lb/acre) Rye (grain) 120 Soil Amendments Follow recommendations of soil tests or apply 2,000 lb/acre ground agricultural limestone and 1,000 lb/acre 10-10-10 fertilizer Mulch Apply 4,000-lb/acre straw. Anchor straw by tacking with asphalt, netting, or a mulch -anchoring tool. A disk with blades set nearly straight can be used as a mulch -anchoring tool. Maintenance Repair and refertilize damaged areas immediately. Topdress with 50 lb/acre on nitrogen in March. If it is necessary to extend temporary cover beyond June 15, overseed with 50 lb/acre Kobe lespedeza in late February or early March. H. PERMANENT SEEDING The purpose of permanent seeding is to reduce erosion and decrease sediment yield from disturbed areas. Seed Option 1 - KY 31 Tall Fescue Seeding Mixture: Species Rate (lb/acre) KY 31 Tall Fescue 100 Seeding Dates- September 30 to March 15 Seed Option 2 - Hulled Common Bermuda Grass Seeding Mixture: Species Rate (lb/acre) Hulled Common Bermuda 25 Seeding Dates- April 15 to June 30 Seed Option 3 - Centipede Grass Seeding Mixture: Species Rate (Ib/acre) Centipede 10 Seeding Dates- September 1 to May 1 Soil Amendments Consult seed grower for soil amendment requirement.
