A Division of Energy, Mineral, and Land Resources file review has determined that
Stormwater Permit SW7080618 for a stormwater treatment system consisting of an
infiltration basin serving the Roanoke Island Senior Center located at 962 Marshall C
Collins Drive, Manteo, NC expires on December 30, 2021. This is a reminder that permit
renewal applications are due 180 days prior to expiration. We do not have a record of
receiving a renewal application.
Please submit a completed permit renewal application along with a $505.00 fee for
permit renewal. Permit application forms for renewal can be found on our website at:
https://deq.nc.gov/about/divisions/energy-mineral-and-land-
r--sources/stormwater/stormwater-program/post-construction-2. North Carolina General
Statutes and the Coastal Stormwater rules require that this property be covered under a
stormwater permit.

This office received a Coastal Stormwater permit application and plans for the subject project on June 5,
2008. A preliminary review of your project indicates that before a State Stormwater permit can be issued the
following additional information is needed:
1. Provide soils report with on -site borings & details that support the proposed infiltration system.
2. Provide x-sections for vegetated swale; include vegetation plan.
3. It appears that 113 of the project area is excluded from the drainage basin calculations; explain.
4. The development & stormwater controls for this site could be permitted as a new/separate project,
rather than modify the current permit for the Dare Administration Building. Explain.
The above requested information must be received in this office prior to September 8, 2008, or your
application will be returned as incomplete. The return of this project will necessitate resubmittal of all required
items including the application fee. If you need additional time to submit the required information, please mail or
fax your request for time extension to me at the letterhead address and include the application number on the
request The request must include justification for the amount of additional time needed. The request will only be
granted for justifiable delays that are unforeseen and beyond the owner or consultant's control.
You should also be aware that the Stormwater Rules require that the permit be issued prior to any
development activity. Construction without a permit is a violation of 15A NCAC 2H.1000 and North Carolina
General Statute 143-215.1 and may result in civil penalties of up to $25.000 per day.

Modification of the Existing Stormwater Permit # SW7060821
Dear Bill:
Please find the enclosed Stormwater Management permit revision submittal for the
Roanoke Island Senior Center. The County proposes to construct a 12,390 SF senior
citizen/community center on a 1.14-acre portion of the overall 21.18-acre site. On a
portion of this parcel is the existing Dare County Judicial Center. This submittal is a
modification of the existing State Stormwater Permit # SW7060821 that was issued on
12/7/06.
As we had discussed, we can bypass this infiltration basin at the inflow flume and send
excess stormwater to the wooded area to the north, which eventually drains to a culvert
along US64/264 and conveys directly to the sound. We would have to add a bypass
structure in lieu of the flume. I agree that our overflow should be directed to the wet
pond and then to the created wetland areas but I don't want to have to pipe the overflow
for the entire length of the infiltration area. Thus, I have called the infiltration area a "fore
bay infiltration / filtration area" for lack of a better term. The infiltration area will be
planted as illustrate on the buffer plan with live oaks on the edge and turf within the
basin area. I have set the overflow elevation at 4.3' MSL and the bottom at 3.0', We
show a grassed conveyance swale from the south side of the infiltration area to convey
into the fore bay of the existing wet pond. We can get this pond inlet swale into either
section of this pond if you do not want it in the fore bay. We did not want to have to
expand the wet pond at this time due to its being landscaped and essentially completed
(functioning) at this time. I did run the SA/DA numbers on this and the wet pond has the
volume but not the surface area needed to accommodate this additional runoff. This
proposed fore bay infiltrationtfiltration area does provide the additional surface area that
was lacking in the pond.

Our plan also shows a 2000-gallon cistern that will collect rooftop run-off for use in
irrigation of the landscaping. The overflow from this cistern is directed to the parking lot
for sheet flow across the parking lot to the infiltration fore bay area. We are not relying
on the volume in this cistern for stormwater management volume purposes and have
not accounted for it in the storage calculations.
The construction schedule calls for the senior citizen center project to go out for bid in 6-
8 weeks and for construction to commence in September, 2008. Your assistance in
expediting the issuance of this permit would be most helpful.
Enclosed with this submittal are copies of the site plan sheets, applicable application
forms, fees, supporting data and calculations for this work. Please do not hesitate to call

Dare County intends to construct a 12,390 SF senior citizen/community center on
the site of the existing judicial center at 962 Marshall C Collins Drive. New
parking will be constructed for 16 parking spaces. The project area is
approximately 49,500 SF of the 21.18 acres of the total site located at the
northwest corner of US 64 and US 64/264 in Dare County, NC, and was the site
of a recently demolished ABC store. The site is level, and mostly cleared. The
Soil Survey for Dare County has mapped the soils to consist of LeA (Leon fine
sand). Approximately 3852 CY of soil unsuitable for structural support was
previously undercut and removed, and replaced with 4,791 CY of suitable fill.
Stormwater runoff from the proposed senior center roof will be collected by
gutters and conveyed to a 2,000 gallon cistern. Overflow from the cistern will be
diverted to the new parking lot. Runoff from the parking lot will sheetflow to a
forebay infiltration area on the east side of the proposed structure. The forebay
infiltration area will serve to collect sediment and infiltrate the run-off. Any
overflow will be directed into a vegetated filter/swale which will further filter the
run-off before eventually reaching the existing wet stormwater retention pond.
Any overflow from the pond will then flow to the created wetlands to the west. An
underground 2,000 gallon cistern will be utilized for reusing stormwater by
providing irrigation for landscaped areas. This volume is in excess of the 100% _
storage volume provided in the forebay infiltration area.
