Stormwater Permit SW7080412 for a stormwater treatment system consisting of a
stormwater wetlands system serving the Ahoskie Police Station located at 705 West
Main Street, Ahoskie, NC expires on December 30, 2021. This is a reminder that permit
renewal applications are due 180 days prior to expiration. We do not have a record of
receiving a renewal application.
Please submit a completed permit renewal application along with a $505.00 fee for
permit renewal. Also, it was noted in the file review that a designer's certification that the
project was constructed in accordance with the approved plans as required by the
permit has not been submitted. Please include this with your application. Permit

This office received a copy of your Sedimentation & Erosion Control application and plans for the
proposed Ahoskie Police Station located on West Main Street in Ahoskie, NC on April 14, 2008. North Carolina
Administrative Code 15 NCAC 21-1.1000 requires that any project located in a coastal County that must receive
either a Sedimentation and Erosion Control Plan approval and/or a CAMA Major permit apply for and receive a
Stormwater Management Permit by the Division of Water Quality.
To obtain a Stormwater Permit you must submit a completed application, application fee of $505.00, two
sets of plans and specifications showing the proposed project and all stormwater treatment units along with
engineering calculations and a narrative description.The application package should be received by this office
prior to May 21, 2008. If an application package is not received by this date we will consider the project incomplete,
We also have an Express Permitting program. If you are interested in this program you may contact Ms. Lyn
Hardison, One Stop Permit Coordinator, at 252-948-3842.
Any development of the site prior to receipt of the required permit will constitute a violation of 15A NCAC
2H.1000 and North Carolina General Statute 143-215.1 and may result in appropriate enforcement action
including civil penalty assessment of up to $25,000 per day.

SECTION 02900 - WETLAN D PLANTING
PART 1 -GENERAL
1.1 RELATED DOCUMENTS
A. Drawings and general provisions of Contract, including General and Supplementary
Conditions and Division 1 Specification Sections, apply to this Section.
1.2 SUMMARY
A. This Section includes provisions for the following items:
I . Plants.
2. Ground cover.
3. Soil amendments.
4. Initial maintenance of landscape materials.
5. Storm water wetlands.
B. Related Sections: The following sections contain requirements that relate to this Section.
Excavation, filling, and rough grading required to establish elevations shown on
drawings is specified in Division 2 Section, "Earthwork."
1.3 QUALITY ASSURANCE
A. Subcontract landscape work to a single firm specializing in landscape work.
B. Subcontractor shall have been in related work for a minimum of 3 years.
C. General: Ship landscape materials with certificates of inspection required by governing
authorities. Comply with regulations applicable to landscape materials.
D. Do not make substitutions. If specified landscape material is not obtainable, submit written
proof of non -availability to Landscape Architect, together with proposal for use of equivalent
material.
E. Analysis and Standards: Package standard products with manufacturers certified analysis.
For other materials, provide analysis by recognized laboratory made in accordance with
methods established by the Association of Official Agriculture Chemists, wherever
applicable.
Plants: Provide plants of quantity, size, genus, species, and variety shown and scheduled
for landscape work and complying with recommendations and requirements of ANSI Z60.1
"American Standard for Nursery Stock". Provide healthy, vigorous stock, grown in
recognized nursery in accordance with good horticultural practice and free of disease,
insects, eggs, larvae, and defects such as knots, sun -scald, injuries, abrasions, or
disfigurement.
G. Where formal arrangements or consecutive order of trees or shrubs are shown, select
stock for uniform height and spread, and label with number to assure symmetry in planting.

H. Inspection: The Landscape Architect may inspect plants either at place of growth or at site
before planting, for compliance with requirements for genus, species. variety, size, and
quality. Landscape Architect retains right to further inspect plants for size and condition,
insects, injuries and latent defects, and to reject unsatisfactory or defective material at any
time during progress of work.
1.4 SUBMITTALS
A- General: Submit the following in accordance with Conditions of Contract and Division 1
Specification Sections.
1. Plant and Material Certifications.
2. Manufacturer's or vendor's certified analysis for soil amendments and fertilizer
materials.
3. Label data substantiating that plants and planting materials comply with specified
requirements.
4. Maintenance Instructions: Typewritten instructions recommending procedures to
be established by Owner for maintenance of landscape work for one full year.
Submit prior to expiration of required maintenance period(s).
1.5 DELIVERY, STORAGE AND HANDLING
A. Packaged Materials: Deliver packaged materials in containers showing weight, analysis,
and name of manufacturer. Protect materials from deterioration during delivery, and while
stored at site.
B. Deliver plant materials after preparations for planting have been completed and plant
immediately. If planting is delayed more than 6 hours after delivery, protect plants from
weather and mechanical damage, and keep roots moist by covering with mulch, burlap or
other acceptable means of retaining moisture.
C. Do not remove container -grown stock from containers until planting time.
1.6 JOB CONDITIONS
A. Utilities: Determine location of underground utilities and perform work in a manner which
will avoid possible damage. Hand excavate, as required. Maintain grade stakes set by
others until removal is mutually agreed upon by parties concerned.
B. Excavation: When conditions detrimental to plant growth are encountered, such as rubble
fill, adverse drainage conditions, or obstructions, notify Landscape Architect before
planting.
1.7 ENVIRONMENTAL REQUIREMENTS
A. Do not install plant material when ambient temperatures may drop below 35E3 F (20 C) or
rise above 900 F (32E) C).
B. Do not install plant material when wind velocity exceeds 30 mph (48 k/hr.).
1.8 WARRANTY
A. Warranty plants through specified maintenance period, and until final acceptance.
B. Warranty plants for a period of one year after date of substantial completion, against

defects including death and unsatisfactory growth, except for defects resulting from neglect
by Owner, abuse or damage by others, or unusual phenomena or incidents which are
beyond Landscape Installer's control.
C. Remove and replace plants found to be dead or in unhealthy condition during warranty
period. Make replacements during growth season following end of warranty period. Only
one replacement (per plant) will be required at end of warranty period, except for losses or
replacements due to failure to comply with specified requirements.
PART2-PRODUCTS
2.1 SOILS MATERIALS
A General Planting: Fertile, agricultural soil, typical for the locality, capable of sustaining
vigorous plant growth, taken from drained site, free of subsoil, clay or impurities, plants,
weeds and roots; minimum pH value of 5.4 and maximum of 7.0.
B. Wetland Soil Medium: Provide soil composed of one (1) part aged hardwood fines and
three (3) parts topsoil by volume.
Topsoil shall be natural, friable soil, representative of productive soils in the locality.
Obtain topsoil from sites where topsoil occurs in a depth of not less than four (4)
inches. Topsoil shall be free of roots, stones larger than 1", objectionable weed
plants, roots, or seeds, and toxic substances or other extraneous matter that would
hinder grading, planting. plant growth, or maintenance operations.
2. Aged hardwood fines shall be less than 1" in size; free of stones larger than 1"
objectionable weed plants, roots, or seeds and toxic substances or other
extraneous matter that would hinder grading, planning, plant growth, or
maintenance operations; aged a minimum of 12 months; and have a pH level
between 5 and 6.5.
3. Plant soil mix shall be spread to achieve a minimum compacted depth of 8 inches.
Mix shall be tested for a pH in the range of 5.8 to 7.0.
2.2 SOIL AMENDMENT MATERIALS
A. Fertilizer. Fertilizer shall be a 20-10-5 analysis or an approved equal in accordance with
the minimum guaranteed analysis:

B. Organic Material: Shredded. loose, decayed bark, sawdust or compost material; free of
lumps, roots, inorganic material or acidic materials; minimum of 85 percent (85%) organic
material measured by oven dry weight; pH range of 4 to 5; moisture content of thirty
percent (30%).
D. Bone Meal: Raw, finely ground, commercial grade, minimum of three percent (3%)
nitrogen and twenty percent (20%) phosphorous.
E. Lime: Ground limestone, dolomite type, minimum ninety-five percent (95%) carbonates.
F. Water: Clean, fresh, and free of substances or matter which could inhibit vigorous growth
of plant material.
G. Herbicide: Ronstar-G and Round -Up, or approved equals.
Pesticide.
2.3 PLANT MATERIALS
A. Plant materials shall conform to industry standards for the stock type shown on the plans.
Tubling stock, peat pots, and container stock shall be considered acceptable substitutes
for bare root stock, sprigs, plugs, and stolons. All stock shall be free of seed and
vegetative propagules of Phragmites (common reed), Lythrum salicaria (purple
loosestrife), Typhax glauca (hybrid cattail) and Myriophyllum spicaturn (Eurasian water-
milfoil).
B. Nomenclature. For the herbaceous wetland plants, A Synonymized Checklist of the
Vascular Flora of the United States, Canada and Greenland., Volume //,, The Biota of
North America (Kartesz and Kartesz, University of North Carolina Press, 1980 or later
edition) shall be the authority for the plant names, unless indicated on the plans. The
Contractor shall supply certification from the suppliers that the plants supplied are the
plants specified or agreed to under substitution. No compensation shall be made for
materials or the cost of installation for plant species that are not specified.
C. Deliver freshly -dug plant materials after preparations for planting have been completed and
install immediately. Protect roots and stems during handling. If planting is delayed, protect
plant materials from damage and water thoroughly as needed.
2.4 MULCH MATERIALS
A. Mulching Material: Shredded pine bark mulch, one to two inches (1-2") in size, free of
limbs, branches, pieces of wood and other debris and free of growth or germination
inhibiting ingredients.
PART 3 - EXECUTION
3.1 PREPARATION - GENERAL
A. Verify location of all public and private utility lines, above and below ground, prior to
commencing installation. The Contractor is responsible for any damage made to utilities
through the actions of his or her employees.

B. Verify that prepared subsoil is ready to receive work.
C. Saturate soil with water to test drainage.
3.2 PLANTING
A All plant stock shall be planted upright.
B. Fertilizer tablets shall be placed in the bottom of the planting holes. At no time shall
fertilizer be placed in the water column or on top of the soil surface.
C. Set each plant to a minimum depth below soil surface as recommended by plant supplier.
D. Wetland, excluding forebay and deep pool. shall be drained three (3) days prior to wetland
planting date. Planting date shall coincide with the delivery date for the welland plant stock.
3.3 MAINTENANCENVARRANTY
A. Maintenance shall be included as a part of the one year maintenance agreement (Part of
the Base Bid). Maintenance shall begin when plants are installed and shall continue until
final acceptance at the end of the warranty period. Maintenance shall include:
1 . Watering to prevent soil from drying out.
2. Spraying of herbicides according to manufacturers instructions in order to provide
for each plant's successful establishment and healthy growth.
3. Adjustments to a plant's position due to settling or excessive winds shall be
considered part of pre -acceptable maintenance.
3.4 CLEANUP AND PROTECTION
A. During landscape work, keep work area clean and in an orderly condition.
B. Protect landscape work and materials from damage due to landscape operations,
operations by other contractors and trades, and trespassers. Maintain protection during
installation and maintenance periods. Treat, repair, or replace damaged landscape work
as directed.
3.5 INSPECTION AND ACCEPTANCE
A. When landscape work at wetland is completed. including maintenance, Landscape
Architect will, upon request, make an inspection to determine acceptability.
B. Landscape work may be inspected for acceptance in portions as agreeable to Landscape
Architect, provided each portion of work offered for inspection is complete, including
maintenance.
C. When inspected landscape work does not comply with requirements, replace rejected work
and continue specified maintenance until re -inspected by Landscape Architect and found to
be acceptable. Remove rejected plants and materials promptly from project site.

SECTION 02300 - EARTHWORK
PART1 GENERAL
1.01 SECTION INCLUDES
A. Provide labor. equipment. and material to perform site preparation and earthwork as
specified herein and indicated on the Drawings. Work shall include, but is not limited to,
the following:

C. Take measurements for determination of unit price quantities in the presence of the
Engineer. Maintain daily log sheets of measured quantities. Log sheets must be signed
by Engineer and submitted with payment request. Payment shall not be made for unit
price quantities that have not been verified by the Engineer.
D. Payment for the unit price items shall be for all labor, materials, equipment, and services
required or reasonably implied by the Contract Documents and shall include, but not be
limited to, the following:
1. Undercut of unsuitable material: Complete removal and disposal of undercut
material including, but not limited to, excavating, loading, hauling, and properly
disposing of excavated material. Providing satisfactory material for backfilling
shall include, but not be limited to, material, loading, hauling, placing and

1.05 DEFINITIONS
B. Backfill: A specified material used in refilling a cut, trench, or other excavation, placed at
a specified degree of compaction.
C. Capillary Water Barrier: A layer of clean, poorly graded crushed rock, stone, or natural
sand or gravel having a high porosity, which is placed beneath a building slab with or
without a vapor barrier to cut off the capillary flow of water to the area immediately below
the slab.
D. Compaction: Process of mechanically stabilizing a material by increasing its density at a
controlled moisture condition. "Degree of compaction" shall be expressed as a
percentage of the maximum dry density obtained by the test procedure presented in
ASTM D698 (Standard Proctor).
E. Excavation: The removal of soil or rock to obtain a specified depth or elevation.
F. Fill: Specified material placed at a specified degree of compaction to obtain an indicated
grade or elevation.
G. Hard Material: Solid, homogeneous material which are not included in the definition of
"rock" but which usually require the use of heavy excavation equipment with ripper teeth.
Material having a standard penetration resistance as determined by ASTM D1586 60 and
150 blows per foot is defined as "hard material."
H. Lift: Layer of soil placed on top of a previously prepared or placed soil.
1. Rock: Solid, homogeneous material which cannot be removed without the systematic
drilling and blasting exceeding one (1) cubic yard in volume. Material having a standard
penetration resistance as determined by ASTM D1586 greater than 150 blows per foot is
defined as "rock." Removal of "hard material" will not be considered rock excavation
because of intermittent drilling and blasting that is performed merely to increase
production.
J. Soil classification shall be in accordance with ASTM D2487.

1. Satisfactory materials: Soils classified as GW, GP, GC, GM. SP, SC, SM, SW,
ML, and CL.
2. Unsuitable materials: Soils considered as unsatisfactory shall be materials that
do not comply with the requirements of satisfactory above and include, but shall

material. Stones greater than 4 inches will not be permitted in the top 12 inches.

index greater than 10.
K. Subgrade: Lowest elevation upon which fill or other work will be placed in the absence of
unsuitable material.
L. Topsoil: Natural, friable soil. representative of productive soils in the vicinity of the site.
Topsoil shall be free from roots, stones larger than 1 inch, objectionable weed seeds,
toxic substances, and materials that hinder grading, planting, and maintenance
operations.

2.01 MATERIAL
A. Capillary water barrier: A clean crushed stone, crushed gravel, or uncrushed gravel
conforming to ASTM C33 coarse aggregate grading size 57. 67. or 7.
B. Stone Base: A clean crushed stone, crushed gravel, or uncrushed gravel conforming to
ASTM C33 coarse aggregate grading size ABC
C. Structural Fabric: Provide structural fabric specifically designed and manufactured to
stabilize soft soils under an aggregate base for roads and parking areas. Fabric shall
provide a permeable layer, planar flow, and tensile reinforcement for retaining the soil
matrix. Fabric shall be inert to commonly encountered chemicals, hydrocarbons, resistant
to mildew, rot, and ultraviolet light exposure, and meet or exceed the following test

Clay Liner (stormwater wetland): Provide clay of medium to high plasticity with a soil
classification of CIL or CH and a minimum infiltration rate of 0.01 in / hr. Place clay in 6-
inch maximum lifts and compact to 95 percent. Clay liner shall be a minimum compacted
depth of 4 inches.
PART 3 EXECUTION
3.01 GENERAL
A. Provide erosion control measures as specified in Section, Erosion Control.
B. Protect existing structures and features to remain.
C. Dispose of excavated material in such a manner that it will not obstruct the water flow,
endanger existing improvements or Work in progress, impair the use or appearance of
the existing facilities, or be detrimental to the completed Work.
D. Weather Limitations: Proceed with fill and backfill operations based on the following
weather conditions:
1 . Temperature must be above freezing.
2. In windy, hot, or and conditions with a high rate of evaporation add moisture to
the material to maintain the optimum moisture content.
3. Do not proceed in rain or on saturated subgrade.
E. Repair or undercut and backfill soils that become damaged by construction activity or
unsuitable due to being left exposed to the weather at no additional cost.
F. Do not place material on surfaces that are muddy, frozen, or contain frost.
G. Excavation carried below the elevation indicated on the Drawings shall be backfilled and
compacted in accordance with these specifications.
H. Remove and properly dispose of unsatisfactory and excess material from the site.
3.02 CONSTRUCTION STAKING
A. Provide construction staking. Owner will provide key reference points and benchmarks
for construction, which in the Engineer's judgment are necessary to enable Contractor to
proceed with the Work. Contractor shall be responsible for laying out the Work as
necessary for construction. Contractor shall protect and preserve the established
reference points and properly monuments.
Contractor shall report to Engineer whenever a reference point or property monument is
lost or destroyed or requires relocation because of necessary changes in grades or
locations. Contractor shall be responsible for the accurate replacement or relocation of
such reference points or property monuments by a registered professional surveyor in the
State of North Carolina.
3.03 PROTECTION OF UNDERGROUND FACILITIES
A. Approximate locations of existing underground facilities at the site are indicated on the
Drawings based on information available to the Engineer. Engineer and Owner do not
take responsibility for the accuracy of the information.
B. Investigate underground facility locations prior to the start of construction.
C. Repair damage to existing facilities at no additional cost to the Owner.
D. A change in conditions may be considered due to the location of the existing facilities as
allowed in the General Conditions This does not include the cost for repair of damaged
facilities not properly located in advance of construction.
3.04 WATER CONTROL

A. Inspect the site prior to mobilizing to determine the appropriate equipment for site grading
and foundation work.
B. Perform work to prevent surface water from accumulating in excavations, and unfinished
fill areas. Perform grading and excavation so the work area and affected operations shall
be continually and effectively drained.
C. Install a dewatering system prior to excavating beneath the ground water table. Maintain
the water table approximately 2 feet below the bottom of the excavation.
D Maintain dewatering until backfilling has proceeded above the natural ground water level
and the structural weight is sufficient to prevent "floating" of the structure. Provide a job
superintendent experienced in clewatering work.
E. Water from dewatering operations must be disposed of in accordance with the North
Carolina Sedimentation Pollution Control Act.
3.05 USE OF EXPLOSIVES
A. In the event that rock is encountered that requires the use of explosives for the
prescribed grading and excavation, include cost of such removal in the bid price for the
work.
B. Notify Engineer and Owner 48 hours prior to the use of explosives.
C. Store, handle, and use� explosives in accordance with local and state regulations, or in
the absence of such, in accordance with the provisions of the "Manual of Accident
Prevention and Construction" of the Associated General Contractors of America, Inc.
D. Use explosives in such a way to prevent excessive vibration to existing utilities and
structures. Use the minimum amount of explosives necessary for removal of rock.
E. Perform explosive operations only by experienced men working according to accepted
practices.
F. Do not endanger life or property or damage resulting from the use of explosives.
3.06 TOPSOIL
A. Strip topsoil from areas to be disturbed to a depth of 8 inches and stockpile separate from
other excavated material Locate topsoil so that the material can be used readily for the
finished grading. Protect and maintain topsoil until needed. Place topsoil after completion
of work in accordance with Section, Lawns and Grasses.
3.07 SITE GRADING
B. Proofroll exposed soils following topsoil stripping with a partially loaded tandem axle
dump truck to identify unsuitable subgrade areas as determined by the Engineer.
Unsuitable areas will be repaired in place or undercut to firm soils as directed by the
Engineer. Payment for in place repair or undercutting and backfilling of unsuitable areas
shall be as indicated in the Measurement and Payment paragraph.
C. Perform undercutting of unsuitable soils with a backhoe top loading dump truck or similar
equipment approved for the use by the Engineer. Backfill undercut areas immediately.
D. In undercut areas where the exposed soils may be wet and compaction of the initial fill
may be difficult, a bridge lift of about 18 to 24 inches may be allowed at the direction of
the Engineer.
E. In -Place repair shall consist of discing and recompaction of existing soils to a depth of
approximately 12 inches.
At the direction of the Engineer provide a structural fabric for stabilization of unsuitable
soil areas. Install fabric in accordance with the manufacturer's recommendation and the
following minimum requirements.

1 . Provide a fabric overlap of 24 inches.
2. Back dump and spread aggregate over fabric at the aggregate specified thickness.
3. Compact aggregate with vibratory roller prior to allowing additional construction
traffic.
G. Site grading shall be unclassified except as specifically indicated otherwise. Perform
grading within the limits of the Project. Finished surface shall conform to the grades and
cross sections indicated on the Drawings and be uniformly sloped for a positive drainage
away from structures.
H. Excavate rock encountered in cut sections to a depth of 6 inches below finished
subgrade and backfill with satisfactory material.
1. Scarify the existing subgrade surface to a minimum depth of 6 inches and recompact if
subgrade density is less than the degree of compaction for the proposed fill material.
Plow or bench existing ground surfaces steeper than one vertical to four horizontal in
such a manner that the fill material will bond with or be keyed to the existing surface. Use
compaction equipment suitable for the soil being compacted. Moisten or aerate material
as necessary to obtain the optimum moisture content within plus or minus one percent to
obtain specified compaction.
J. Soils used for fill and backfill shall be satisfactory soils classified SP, SM, or SW in
accordance with ASTM D2487. Dry or wet soil as necessary to maintain optimum
moisture.
K. Place backfill and fill material in accordance with the following:
1 . Maximum uniform loose lifts: 8 inches
2. Optimum moisture content: Within 1 1/2 percent of optimum and as
recommended by soil testing firm during construction.
3. Percent compaction at optimum moisture content:
a. From ex. grade to within one (1) foot of struc. subgrade: 95
lb� Final foot to subgrade under floor slabs and pavements: 98
C. Under sidewalks and grass areas: 90
d. Approved compacted subgrade that is disturbed by construction or
adverse weather shall be scarified and re -compacted as specified
previously. Re -compaction over utilities shall be by hand tamping.
3.08 FILL AND BACKFILL
A. Place and compact fill and backfill material adjacent to structures in a manner that
prevents wedging and eccentric loading on or against structures Do not use equipment
adjacent to structures that may overload structure Backfill against structure only after
concrete has attained the specified 28-day compressive strength.
B. Stone Base: Structures shall have a compacted crushed stone subgrade to the depth of
12 inches, except the Control Building, which shall have a stone subgrade of 6 inches.
3.09 EXCAVATION FOR STRUCTURES
A. Provide shoring or side slopes of excavations as necessary to protect workmen, and
existing and new structures Use, install, and remove shoring in accordance with State
and Federal OSHA regulations.
B. Furnish, erect, and maintain required guardrails at exposed boundaries of excavation.
C, Perform excavation for utilities in accordance with Section, Trenching for Utilities. Install
utilities to a minimum distance of five (5) feet beyond the face of the structure.

D. Make excavation to the dimensions and elevations for the structures as indicated on the
Drawings. Extend excavation a sufficient distance from walls and footings to allow for
placing and removal of forms.
E. Remove unsatisfactory material below required grade and replace with select backfill
material as directed by Engineer.
F. Excavation carried below the depths indicated, without specific directions, shall be
backfilled and compacted as specified herein to the proper grade. In excavations for
footings the concrete shall be extended to the bottom of the over excavation. Work
caused by over excavation shall be at the Contractor's expense
3.10 STORM WATER WETLAND
A. Wetland shall be graded as indicated on Drawings.
B. Use on -site select material as identified by the soils technician for use in the construction
of the berm portion of the wetiand. On -site material shall be selected based on its low
permeability. Compact soils in the berm to 98 percent of the standard proctor.
C. A clay liner as specified above topped with a soil mixture, as provided in Section,
Wetland Planting, shall be provided to 12-inches below bottom of wetland (i.e., all
elevations below normal pool elevation). Soil mixture shall be provided to 8-inches below
the shallow land area. "
D. Cost of wetland construction shall be included in the lump sum base bid for the project.
3.11 ROCK EXCAVATION
A. Notify Engineer immediately in the event that rock is encountered when the Contract
requires payment by the unit price.
3.12 BORROW MATERIAL
A. Provide borrow material required for fill and backfill to bring the site to the elevations
indicated on the Drawings. Borrow material shall be subject to the approval of the
Engineer. Notify Engineer as to the site selected for inspection and approval prior to
transporting borrow material to the site.
B. Obtain erosion control permit as necessary for borrow pit grading operations.
C. Provide soil analysis for each type of material from proposed borrow pit(s) for Engineer's
approval prior to placing borrow material. Contractor shall do necessary work to bring the
borrow material to within plus or minus 1-1/2 percent of the optimum moisture content. A
minimum of one sample per structure shall be obtained for analysis.
3.13 MAINTENANCE AND STABILITY
A. Maintain fills and embankments to the grade and cross section indicated on the Drawings
until the final completion and acceptance of the Project. Repair areas that are damaged.
3.14 DISPOSAL OF SURPLUS MATERIAL
A. Dispose of surplus material not required or unsuitable for filling, backfilling, or grading in
an approved spoil area in accordance with local ordinances.
B. Obtain erosion control permit as necessary for disposal site(s).
3.15 SOIL TESTING
A. Provide the services of an independent soil and material testing firm. Testing firm
shall have the following qualifications:
1. Authorized to operate in the state in which Project is located.
2. Have a full-time registered Engineer on staff to review services.

3. Testing equipment shall be calibrated at reasonable intervals with devices of
accuracy traceable to either National Bureau of Standards (NBS) Standards or
accepted values of natural physical constants.
4. Prior to start of Work, submit testing laboratory name, address, and telephone
number, names of full-time registered engineer, field inspector, and responsible
project manager. Laboratory subject to the approval of the Engineer,

B. Testing Laboratory shall have the following responsibilities for the Project:

Attend pre -construction conferences and progress meetings as required by the
Engineer.

Test samples of mixes submitted by Contractor.
3.
Provide qualified personnel at site. Cooperate with Engineer and Contractor in
performance of services.
4.
Perform specified inspection. sampling, and testing of Soil and Materials in
accordance with Contract Documents and specified standards.
5.
Ascertain compliance of soil compaction and material mixes with requirements of
Contract Documents.
6.
Promptly notify Engineer and Contractor of observed irregularities or
nonconformance of Work or Products.
7.
Perform additional inspections and tests required by Engineer when specified
tests have failed.
B.
Submit test reports and soil specialist daily logs to the Engineer.
C. Authority
of the Testing Laboratory is limited as follows:

May not alter requirements of Contract Documents.

May not approve or accept any portion of the Work.

and handle samples at the site, to facilitate tests and inspections, storage, and curing of
test samples.
L. Based on test results, make corrections, adjustments, and modifications of methods,
materials, and moisture content for proper placing and compaction of fill and backfill
material.
