The above referenced project is a development of a 23 acre parcel into a multifamily
development consisting of 90 town home units and associated amenities and associated parking
and infrastructure. The project also proposes 2 professional office building and associated
infrastructure. The site is located off of US Highway 158 in Powells Point, Currituck County,
North Carolina.
The stormwater management plan consits of a single drainage area as per a telephone
conversation with Mr. Roger Thorpe of the Division of Water Quality. Stormwater runoff from
proposed impervious surfaces will be conveyed to the stormwater retention system via a
combination of sheet flow and stormwater catch basins/pipes. The proposed Stormwater
management system also incorporates pipes to provide hydraulic connections, providing
equalization of the basins. The entire system provide in excess of the ten year two hour storm,
conservatively assuming that 95% of all stormwater is conveyed to the proposed wet detention
pond system. The system is sized to draw down runoff from a 1 inch storm in two days using
an orifice in the outlet. Provisions have also been designed to provide an emergency outlet in the
event of storms substantially over the design storm. system. The temporary pool w411 be drawn
down over time and be discharged out of the outlet control structure through a vegetative filter
before entering the Tig-Ma-Tar Ditch. The UDSA's Soil Survey of Currituck County North
Carolina maps the soils as a Portsmouth find sandy loam, however field investigations of the soil
indicate that the soil more closely resembles a Munden loamy sand. The upper surface horizions
are very acidic, creating a hard pan at a depth of approximately 14 to 18 inches. Underneath this
layer is a sand with moderate to rapid permeability. Based on existing elevations at the site and
both Landmark Engineering and Protocol sampling Services investigations, a seasonal high water
table elevation of 3.5 msl (NAVD 88 datum) was calculated and used for design purposes.

Subject: Field evaluation of soil characteristics for Villas at the Pointe, located off of U.S.
158 (Croatan Highway), Powells Point, Currituck County, North Carolina.
The above site was visited by representatives of Landmark Engineering & Environmental, P.C.
to obtain information on soil profile characteristics in selected areas throughout the site. The
findings are as follows:
The soils in site area are mapped on the attached Figure 1 which is a portion of sheet 3 of
the USDA Soil Conservation Service's, "Soil Survey of Currituck County North
Carolina". According to this Survey the soil series located in the site is mapped as a
Portsmouth fine sandy loam:
Physical observation and written profiles of the soils were completed during two soil borings
advanced at the site. The Soil profiles encountered during the borings are listed below as follows:
Boring #1 (ground Elevation 6.8' msl +/-)
0"-10" Dark Greyish brown loamy sand - (10 YR 4/2), (SP-SM).
10"-18" light yellowish brown loamy sand - (10 YR 6/4), (SP-SM/SP).

Based on site investigations, the soils are more consistent with a Munden series soil than a

88 Datum), was calculated based on borings at the site and existing elevations at the site.

This office received revised plans and calculations for the subject project on July 8, 2008. After reviewing
the revised submittal, the following additional information is needed:
1. Plan sheet C2 has been altered and does not show all drainage features (Ponds B & C).
2. Plan sheet C6 refers to a narrative for details about the vegetation plan. These details are missing.
The vegetation plan should mirror closely the information found the Divisions BMP manual.
The written vegetation plan should be readily available on the plans and should be discussed in
the stormwater narrative.
3. The minimum storage volume required is 28,385 cf. The permanent pool surface area required should
be 32,060 sf. The supplement sheet and other affected calculations should be revised.
4. Structural support for 3-inch outlet orifice should be provided & shown on plans.
5. Revise application, supplements, narrative & plans as need to reflect changes.
The above requested information must be submitted to this office prior to September 29, 2008, or your
application will be returned as incomplete. The return of this project will necessitate resubmittal of all required
items including a new application fee. If you need additional time to complete the application package, please mail
or fax your request to this office and include any reason(s) for the time delays.
You should also be aware that the Stormwater Rules require that the permit be issued prior to any
development activity. Construction without a permit is a violation of 15A NCAC 21-1.1000 and North Carolina
General Statute 143-215.1 and may result in civil penalties of up to $25,000 per day.

This office received a Coastal Stormwater permit application and plans for the subject project on April 3,
2008. A preliminary review of your project indicates that before a State Stormwater permit can be issued the
following additional information is needed:
1. Show project location on 8.5 x 11-inch copy of USGS Topo Map & NRCS County Soils Map.
2. Delineate drainage basins on site plan & provide runoff calculations for each basin.
3. As proposed, wet pond does not meet minimum requirements (i.e. average depth)
4. Provide vegetation plan that meets requirements of rules/BMP manual.
5. Provide details of vegetated fitter, including energy dissipater; also support for 3-inch outlet orifice.
6. Revise stormwater narrative, plans & details to reflect changes.
The above requested information must be received in this office prior to June 30, 2008, or your
application will be returned as incomplete. The return of this project will necessitate resubmittal of all required
items including a new application fee. If you need additional time to complete the application package, please mail
or fax your request to this office and include any reason(s) for the time delays. At the discretion of the Regional
Supervisor, additional time may be granted for exceptional reasons and/or, circumstances beyond the applicants
control.
You should also be aware that the Stormwater Rules require that the permit be issued prior to any
