THE CONTRACTOR SHALL COORDINATE INGRESS -EGRESS. REQUIREMENTS WITH THE AIRPORT MANAGEMENT AND RESIDENT PROJECT REPRESENTATIVE. 4• THE CONTRACTOR SHALL ACCESS THE PROJECT SITE USING EXISTING ROADWAYS. ACCESS TO THE PROJECT AREA SHALL BE COORDINATED CLOSELY WITH THE ENGINEER AND AIRPORT MANAGEMENT. 5. ALL CONSTRUCTION VEHICLES, INCLUDING PERSONAL CARS, MUST BE CLEARED FOR ACCESS BY THE AIRPORT MANAGEMENT AND RESIDENT PROJECT REPRESENTATIVE. PERSONAL CARS SHALL BE PARKED OUTSIDE OF SECURED AIRFIELD AREAS. ALL VEHICLES OPERATING IN ACTIVE AIR OPERATION AREAS SHALL BE LIGHTED OR FLAGGED IN ACCORDANCE WITH ADVISORY CIRCULAR 150/5370-2E. COPIES OF THE ADVISORY CIRCULAR WILL BE MADE AVAILABLE UPON REQUEST. 6. THE CONTRACTOR AND ALL SUBCONTRACTORS SHALL DESIGNATE A REPRESENTATIVE AND ALTERNATE TO CONTACT ON A 24 HOUR IN CASE OF EMERGENCY. 7. EQUIPMENT SHALL BE RETURNED TO STAGING AREA EACH NIGHT UNLESS APPROVED OTHERWISE BY AIRPORT MANAGEMENT. 8. PRIOR TO COMMENCING CONSTRUCTION ACTIVITIES, THE CONTRACTOR SHALL LOCATE ALL EXISTING UTILITIES WITHIN PROJECT WORK AREAS. THIS EFFORT SHALL INCLUDE COORDINATING WITH LOCAL UTILITY CONTACTS. THE CONTRACTOR SHALL LOCATE AND PROTECT ALL EXISTING UTILITIES AND SHALL BE RESPONSIBLE FOR THE IMMEDIATE RESOLUTION OF ANY UTILITY FACILITIES DAMAGED IN THE COURSE OF CONTRACTOR'S OPERATIONS. 9. THE CONTRACTOR SHALL COMPLY WITH ALL APPLICABLE FEDERAL, STATE, AND LOCAL REGULATIONS IN REGARD TO CONSTRUCTION NOISE AND EROSION CONTROL DURING CONSTRUCTION. 10. THE CONTRACTOR SHALL CLEAN ALL CONSTRUCTION AREAS OF LITTER, LOOSE PAPERS, DEBRIS, ETC. ON A DAILY BASIS, OR AS DIRECTED BY THE ENGINEER. ALL SPILLAGE ON PAVED AREAS SHALL BE CLEANED UP IMMEDIATELY. 11. THE CONTRACTOR SHALL COORDINATE ALL ACCESS ROUTES TO ALL CONSTRUCTION AREAS WITH RESIDENT PROJECT REPRESENTATIVE AND AIRPORT MANAGEMENT PRIOR TO BEGINNING WORK. THE CONTRACTOR WILL NOT BE ALLOWED TO CROSS ACTIVE AIR AREAS. 12. THE CONTRACTOR SHALL KEEP ALL ACTIVE AIRFIELD PAVEMENTS CLEAR OF ALL DEBRIS, STONES, ETC., DURING CONSTRUCTION. ALL ACTIVE PAVEMENTS SHALL BE CLEANED OF CONSTRUCTION DEBRIS AND SPILLAGE IMMEDIATELY. CONTRACTOR SHALL SWEEP ADJACENT APRON PAVEMENT DAILY A OR MORE FREQUENTLY IF NECESSARY TO ENSURE NO DIRT OF DEBRIS IS ON THE PAVEMENT SURFACE. 13. MEN, EQUIPMENT OR OTHER CONSTRUCTION -RELATED MATERIAL WILL NOT BE PERMITTED CLOSER THAN 250 FEET FROM ACTIVE RUNWAY CENTERLINE AND 107 FEET FROM THE CENTERLINE OF ANY ACTIVE TAXIWAY WITHOUT PRIOR PERMISSION FROM THE AIRPORT MANAGEMENT. 14. CONTRACTOR SHALL TAKE APPROPRIATE MEASURES TO PROTECT ANY EXISTING PAVEMENT THAT CONSTRUCTION EQUIPMENT CROSSES. CONTRACTOR SHALL REPAIR ANY DAMAGE FROM HIS OPERATIONS IN ACCORDANCE WITH THE SPECIFICATIONS. 15. CONTRACTOR WILL BE REQUIRED TAXIWAY 'D' TO ACCESS THE PROJECT AREA. THIS TAXIWAY WILL REMAIN ACTIVE AT ALL TIMES DURING THE PROJECT. THE CONTRACTOR SHALL GIVE WAY TO AIRCRAFT AT ALL TIMES. DURING HAULING OPERATIONS, CONTRACTOR SHALL HAVE PERSONNEL AT THE EDGE OF THE TAXIWAY STOPPING TRUCK TRAFFIC TO ALLOW PASSAGE OF AIRCRAFT. CONTRACTOR SHALL BE RESPONSIBLE FOR REPAIRING ANY DAMAGE TO TAXIWAY D CAUSED BY THEIR OPERATIONS. 16• INSPECTION - FREQUENT INSPECTIONS MAY BE MADE BY THE AIRPORT MANAGEMENT DURING CRITICAL PHASES OF THE WORK TO ENSURE THAT THE CONTRACTOR IS FOLLOWING RECOMMENDED SAFETY PLAN PROCEDURES IN THE OPERATION AREA. CONSTRUCTION CONTRACTOR'S RESPONSIBLITIES 1. SUBMIT PLANS TO THE AIRPORT OPERATOR ON HOW TO COMPLY WITH THE SAFETY REQUIREMENTS OF THE PROJECT. 2. HAVE AVAILABLE A COPY OF THE PROJECT AIRPORT SAFETY PLAN. 3. COMPLY WITH THE AIRPORT SAFETY PLAN ASSOCIATED WITH THE CONSTRUCTION PROJECT AND ENSURE THAT CONSTRUCTION PERSONNEL ARE FAMILIAR WITH SAFETY PROCEDURES AND REGULATIONS ON THE AIRPORT. 4. PROVIDE A POINT OF CONTACT WHO WILL COORDINATE AN IMMEDIATE RESPONSE TO CORRECT ANY CONSTRUCTION -RELATED ACTIVITY THAT MAY ADVERSELY AFFECT THE OPERATIONAL SAFETY OF THE AIRPORT. 5. The contractor is responsible for installation of any additional erosion control measures necessary to prevent erosion and sedimentation as determined by the plan approving authority. 5. Land clearing shall be limited to areas of workable size. 8. Critical erosion areas shall be given special attention prior to and during construction of the project and until such time as stabilization of the project has been established. 9. All erosion control devices shall be properly maintained during all phases of construction until the completion of all construction activities and all disturbed areas have been stabilized. Additional control devices may be required during construction in order to control erosion and/or offsite sedimentation. All temporary control devices shall be removed once construction is complete and the site is stabilized. 10. Clearing and grubbing debris shall be properly disposed of as specified. 11. Topsoil stockpiles shall be placed at locations as approved by the Engineer. Silt fence shall be erected at the toe of the stockpile(s). Silt fence shall be maintained throughout the duration of the project. All disturbed areas not otherwise stabilized shall be finished with a 4" (minimum) lift of topsoil from on site sources. 12. The contractor must take necessary action to minimize the tracking of mud/soil where construction vehicle access routes intersect paved roadways or runways. Where sediment is transported onto a paved surface, the pavement shall be cleaned thoroughly at the end of each day. Sediment shall be removed from the pavement by shoveling or sweeping and transported to a sediment control disposal area. Street washing shall be allowed only after sediment is removed in this manner. 13. Contractor shall provide, maintain and repair aggregate base on access roads, parking areas and/or other vehicle transportation routes as required for construction purposes. Costs to be subsidiary to all work items. 14. The installation of drainage facilities shall have a high priority. Site drainage facilities shall be scheduled to be completed in a timely manner following completion of the rough grading operations at any point on the project. 15. Outfoll ditches shall be constructed and stabilized prior to the initiation of any paving operations. Outlet protection shall also be installed where called for immediately after construction of the outfall ditch/drainage outlet. 16. Storm drain inlet protection shall be installed around the perimeter of storm drain inlets made operable during construction to prevent sediments from entering the structure. 17. All areas designated for underground utilities shall be stabilized as soon as practical but not exceeding 15 days following their installation and backfilling. No more than 300 feet of storm drain or any other utility line trench are to be opened at any one time. Excavated material shall be placed on the uphill side of trenches. Effluent from dewatering operations shall be passed through an approved filtering/sediment trapping device, and discharged in a manner that does not adversely affect flowing streams or off -site property. Provide silt fence and/or other control devices, as may be required, to control soil erosion during utility construction. All disturbed areas shall be cleaned, graded, and stabilized with grassing immediately after utility installation. 18. Erosion and sediment control measures intended to trap sediment shall be constructed as a first step in any land disturbing activity and shall be made functional before upslope land disturbance takes place. The measures shall be kept clear of debris and sediments shall be cleaned out periodically during and after construction activities. All other storm water management facilities shall be installed and made operational as shown or required by construction activities. 19. Permanent or temporary seeding and mulching shall be applied to P Y 9 9 PP disturbed areas in accordance with specifications or as directed by Engineer after final grade is reached on any portion of the site. Temporary seeding and mulching shall be applied as directed by the Engineer to disturbed areas that may not be at final grade but will remain dormant (undisturbed) for longer than 30 days. Permanent stabilization shall be applied to disturbed areas that are to be left dormant for more than one year. Temporary vegetative cover may be eliminated in favor of the permanent vegetative cover if site conditions permit and the Engineer so directs. 20. A permanent vegetative cover shall be established on disturbed areas not otherwise permanently stabilized. Permanent vegetation shall not be considered established until a ground cover is achieved that, is uniform, mature enough to survive and will inhibit erosion. Permanent vegetative cover (stabilization) shall consist of liming, fertilizing, seeding, and mulching to assure a firm stand of gross, and shall conform to the project specifications. Sediment basins and other temporary erosion control measures are to be removed only when stabilization has been established. 21. Concentrated runoff shall not flow down cut or fill slopes unless contained within an adequate temporary or permanent channel, flume or slope drain structure. Temporary diversion berms and/or ditches will be provided as needed during construction to protect work areas from upslope runoff and/or to divert sediment laden water to appropriate traps or stable outlets. 22. If necessary, slopes which exceed eight (8) feet vertical feet should be stabilized with synthetic or vegetative mats, in addition to hydroseeding. It may be necessary to install temporary slope drains during construction. Temporary berms may be needed until the slope is brought to grade. Whenever water seeps from a slope face, adequate drainage or other protections shall be provided. 23. Inspection and maintenance of all erosion and sediment control practices by the contractor shall be scheduled on a weekly basis and after each rainfall occurrence that exceeds one-half (1/2) inch. Necessary repair, clean up, adjustments and/or replacements of damaged or ineffective devices shall be performed immediately to maintain the effectiveness of the erosion control devices. Rainy seasons or wet periods will be of particular concern and the project shall be inspected daily. Any sediment which has been transported beyond the project limits shall be removed and/or stabilized as directed by the Engineer. 24. Airborne sediments (dust) shall be controlled in accordance with requirements of the specifications or as directed by the Engineer. 25. All temporary erosion and sediment control measures shall be removed within 30 days after final site stabilization or after the temporary measures are no longer needed, unless otherwise directed by the Engineer. Trapped sediment and the disturbed soil areas resulting from the disposition of temporary measures shall be permanently stabilized to prevent further erosion and sedimentation. 26. Provide ground cover (temporary or permanent) on exposed slopes within 21 calendar days following completion of any phase of grading; and, a permanent groundcover for all disturbed areas within 15 working days or 90 calendar days (whichever is shorter) following completion of construction or development.
