The project is proposed on a 5.34-acre lot, currently owned by the Dare County Board of Education. The Board of Education will maintain ownership of this land, which will in turn be leased to the Dare Education Foundation for purposes of providing affordable housing to teachers in the form of apartment rental. The project includes three buildings, each including eight two -bedroom units and is expected to begin construction on February 1St This project has been submitted as a high -density review, although the site will also conform to meet all low -density parameters. Runoff is managed via sheet flow from buildings and parking areas to swales within the parking lot. Two culverts are used to permit flow from these swales to the perimeter of the site, where infiltration basins manage stormwater in excess of the 2" of runoff from the site in order to compensate for the fact that there is no available drainage outlet for this site. The final site plan will include parking and drive aisles for 68 parking spaces a gazbo and pavilion area. The site is located on approximately 68.66 acres owned by the Dare County Board of Education property, which will be subdivided and leased to the Dare Education Foundation by the DCBOE. The Soil Survey for Dare County has mapped the soils to consist of Dune land, with infiltration rates exceeding 20 in/hr. Elevations range from 12.5 MSL to over 18.0 MSL. The site will be graded to accommodate the proposed finished floor of the new building elevation that will be 18.0 MSL (NAVD 1988). The property has been divided into two areas with separate stormwater management systems. The new building will drain across the proposed parking lot, which is divided in drainage areas approximately at the middle. Stormwater will collect within the center island of the parking lot and be directed into on of two infiltration basin via culverts. The basins are approximately 18" to 21" deep and provide enough volume to manage in approximately 3" of stormwater generated by the site through volume and more than twice the required 4.3" of runoff when considering infiltrative abilities. Several boring were conducted on the site to depths of 5'. No evidence of a water table were found within any of these borings. Parameters typically used to estimate the seasonal high water table such as soil coloration, staining and wetness condition were not found within the depth of the boring. This is not considered unusual in a location with elevations as noted and soil comprised almost entirely of sand. Basin bottom depths have been held as high as practical and maintain in excess of the 24" separation from the estimated seasonal high water table elevation. Attached are the stormwater contributing areas and the calculations for each area noted on the attached plan and/or shown on the development plans. The site does not have any stormwater outfall available on site or within an adjacent right-of-way. For this reason, a bypass cannot be used. In order to offset this situation, the basin volume has been provided to accommodate twice the required runoff (2"). Given the rapid infiltration rates within this soil type and site elevation (hence large separation to the water table), it is will be a very unusual event that would ever cause these basin to fill. The final site plan will include parking and drive aisles for 68 parking spaces, sidewalk, pavilion area and gazebo. The site is located on 5.34 acres on Lot 2b (P.C. D, SL 88). The Soil Survey for Dare County has mapped the soils to consist of DuE (Dune land), with infiltration rates exceeding 20 in/hr. Elevations range from 12 MSL to 26 MSL. Grading within the site will accommodate the proposed finished floor elevations of the new building that will be 18.0 MSL (NAVD 1988). The site includes two infiltration basins that will be used to manage and treat stormwater runoff from the impervious surfaces. A soils investigation was performed by Albemarle & Associates. The investigation included two borings were taken using a hand auger in locations of the proposed infiltration areas. The results of this investigation are summarized as follows: Infiltration Basin #1: Infiltration basin #1 is placed along the south corner of the site. The Dare County Soils Survey has mapped this area as DuE (Dune land), which can be described as fine sloping sand as the name suggests. Boring #1 was placed within the vicinity of this basin and found tan, fine to medium in grain size. This description was found throughout the depth of the investigation (five feet) and is consistent with material that validates the infiltration rates exceeding 20 in/hr as described within the DCSS. No water table was observed, nor was any evidence of a seasonal high water table based upon soil coloration. The approximate elevation of existing grade at this location is 13.0 msl. Based upon these observations, the ESHWT is below 8.0 msl. Infiltration Basin #2: Infiltration basin #2 is placed along the south comer of the site. The Dare County Soils Survey has also mapped this area as DuE (Dune land), which can be described as fine sloping sand as the name suggests. Boring #2 was placed within the vicinity of this basin and found tan, fine to medium in grain size, matching the previous boring. This description was found throughout the depth of the investigation (five feet) and is consistent with material that validates the infiltration rates exceeding 20 in/hr as described within the DCSS. No water table was observed, nor was any evidence of a seasonal high water table based upon soil coloration. The approximate elevation of existing grade at this location is 15.3 msl.
