I I G Holdings, LLC (SW7071115 Modification) (Avon Super Wings) Stormwater Management Narrative September 19, 2017 Existing Conditions: In 2007-2008, IG Holdings, LLC constructed a 12,576 sf retail building on a 2.88-acre parcel in Avon on Hatteras Island, Dare County. A NC State Stormwater Management Permit (SW7071115) was issued for the project which included a single infiltration basin to manage runoff from the retail building, parking and other impervious surfaces. A modification to the permit was later issued to construct a four -bedroom house on the west side of the parking lot to allow for employee housing. A canal crosses the west side of the parcel and all site improvements have been located on the east side of the canal. The Natural Resource Conservation Service Soil Survey for Dare County has mapped the soils on the site to consist primarily of Duckston Fine Sand (DtA) and Corolla-Duckston Complex (Crb). The soil survey has mapped Corolla Fine Sand (COB) on the west side of the canal. The majority of the site was 4 — 5 feet above sea level (NAVD 1988). The property is within an AE-8 flood zone and fill was brought onto the site to elevate the retail structure above the 100-yr flood elevation as well as to grade the parking lot to transition to the building elevation. Runoff from impervious areas of the site is conveyed to the infiltration basin on the west side via sheet flow, curb and gutter and some piping. The basin was sized with additional capacity in excess of the design event (1.5") to provide volume for potential additional development. A bypass is provided at the inlet to direct runoff around the basin and into a level spreader where it is released via diffuse flow into the sandy soils. Proposed Development: IG Holdings intends to construct a second four -bedroom residence adjacent to the existing residence in order to provide additional employee housing. The project will include the addition of 4 parking spaces to meet Dare County Zoning Ordinances. The structure will be served by Dare County water. The existing residential septic system (drainfield) will be relocated and a new septic system will be installed to serve the new residence. Stormwater Management: The modified stormwater permit included a total of 6,004 cf of stormwater runoff required to be managed as resulting from 1.5" inches of rainfall. The permitted basin volume of 7,508 provided approximately 25% more volume than required. The proposed home and required parking will result in an additional 3,076 sf of coverage. An additional allocation of 200 sf has been included for field changes such as a walkway. Stormwater runoff from the new parking will directed into the basin via the existing stormwater collection system. Runoff from the new home will sheet flow into the existing basin. In addition, current regulations require runoff resulting from the increase in runoff from a 1-yr, 24-hour rainfall (3.91") to be managed. This increase is of 990 cf. in addition to the 6,004 cf (existing permit) results in a total of 6,994 cf. required to be managed. The permitted basin capacity of 7,508 cf remains adequate for site expansion. The design calculations are included within this report. The approved Operation and Maintenance Plan must be followed in its entirety and maintenance must occur at the scheduled intervals. 3. The permittee shall at all times provide the operation and maintenance necessary to assure the permitted stormwater system functions at optimum efficiency including, but not limited to: a. Semiannual scheduled inspections (every 6 months) b. Sediment removal C. Mowing and revegetation of side slopes d. Immediate repair of eroded areas e. Maintenance of side slopes in accordance with approved plans and specifications f. Debris removal and unclogging of outlet structure, orifice device and catch basins and piping. 4. Records of maintenance activities must be kept and made available upon request to authorized personnel of DWQ. The records will indicate the date, activity, name of person performing the work and what actions were taken. 5. This permit shall become voidable unless the facilities are constructed in accordance with the conditions of this permit, the approved plans and specifications, and other supporting data. 6.
