This is a reminder that permit renewal applications are due 180 days prior to expiration. We do not have a record of receiving a renewal application. If you wish to maintain this permit, please submit a completed permit renewal application along with a $505.00 fee for permit renewal. Surface elevation - 9.0' Ij 0 Soils Narrative Kill Devil Hills Public Works, Western Parcel Veterans Drive Kill Devil Hills, Dare Co, NC RECEIVED JAN 17 2008 DWQ-WAR® The soil in the project area is mapped by the Soil Survey of Dare County (issued March 1992, Sheet 3), as Newhan-Corolla complex, 0 to 10 percent slopes (NhC), and Dune land, 2 to 40 percent slopes (DuE). The Newhan soil is characterized as excessively drained with rapid permeability. The seasonal high water table is 1.5 to 3.0 feet below the surface. The soil ranges from moderately acid to mildly alkaline. The seasonal high water table is more than 6 foot below the surface. The Corolla soil is moderately well drained or somewhat poorly drained and, above the water table, has very rapid permeability rates. It is also characterized as ranging from extremely acid to moderately alkaline. The seasonal high water table is 1.5 to 3.0 feet below the surface. This soil is subject to rare flooding. Dune land is devoid of vegetative cover and is subject to severe soil blowing and shifting. The water table is at a depth of more than 6 feet. The Newhan soil typically has a light brownish gray fine sand layer about 2 inches thick. The underlying material to a depth of 80 inches is gray sand. Duckston fine sand typically has a surface layer of 8 inches of fine sand. It is very light yellowish brown in the upper part and a very pale brown in the lower part. Corolla soil typically has a surface layer of dark grayish brown fine sand about 3 inches thick. The underlying material to a depth of 75 inches is sand. It is yellowish brown in the upper part, brown in the next part, and grayish brown in the lower part. Results of the soil boring investigation for the site show that tan, fine sand was found at a depth of 0" — 44", brown fine sand was found at a depth of 44" — 48", wet brownish gray fine sand was found at a depth of 44" — 48"and saturated brownish/gray fine sand was found at a depth of 48" — 54". The site consists of sandy soils with a rapid infiltration rate. Groundwater elevations were found to be approximately three to four feet below the natural ground elevation. Ground elevations in the basin areas range from eight to twelve feet above sea level. Infiltration basin # 1 has been designed to retain and infiltrate over 4.3 inches and basin # 2 has been designed to maintain a minimum of twice the required storage volume of the 1" runoff in order to improve water quality. Both basins are pure infiltration basins with no outlets. The majority of the site improvements sheet drains to a 32,000 square foot dry infiltration basin located in the southern portion of the site. The remaining concrete and gravel drives sheet drain toward an infiltration basin located to the north of the concrete pads and captures/infiltrates stormwater generated from these areas. Currently, the site functions as a mulch & debris storage area for the Town of Kill Devil Hills, located in Dare County. The proposed improvements will consist of a 100' x 150' surplus vehicle/police impoundment area, a 200' x 200' vegetation/limb storage area, a 100' x 150' mulch storage area and a 100' x 100' spoils storage area. Infiltration basin # 1 has been designed to retain and infiltrate over 4.3 inches and basin # 2 has been designed to maintain a minimum of twice the required storage volume of the 1" runoff in order to improve water quality. The basin storage volumes were determined by top + bottom surface area/2 * basin depth, and the basin infiltration volumes were determined by top surface area * infiltration rate (in/hr)/12 * 2. Lastly, the storage volume of basin #2 was incorrectly calculated on the previous submittal.
