A Division of Energy, Mineral, and Land Resources file review has determined that
Stormwater Permit SW7070728 for a stormwater treatment system consisting of a wet
detention pond to serve a proposed Winfall Landing Subdivision to be located at the
terminus of Major Street in Winfall, NC expires on October 1, 2021. This is a reminder
that permit renewal applications are due 180 days prior to expiration. We do not have a
record of receiving a renewal application.
If you wish to main a stormwater permit for the proposed development, please submit a
completed permit renewal application along with a $505.00 fee for permit renewal within
the required time frame. Permit application forms for renewal can be found on our
website at:

Coastal Stormwater rules require that this property be covered under a stormwater

PREFACE: The in situ soils at the Winfall Landing project site were evaluated by the
Engineer on June 27, 2006. Field measurements were taken to locate the approximate
center of the proposed wet detention basin. An excavator was employed, to dig a test pit
to facilitate the observation of the soil strata. The pit was dug to a depth of approximately
9'. After a short time the ground water elevation in the pit was approximately 3' below
grade. The soils from that point to the bottom of the pit were evaluated by observing the
characteristics of the bucket loads of material as they were deposited beside the test pit.
TEST PIT SOIL PROFILE
0-12" A horizon, black, clayey loam with fine roots
12"-36" light brown to orange clay/sand mix
36"-108" gray, saturated, silty sand
An elevation survey was conducted on June 18, 2007. The static ground water elevation
in the test pit was recorded to be 4.22'. This data was used to establish the wet detention
basin permanent pool elevation at 5.0'

Winfall Landing is a mixed residential and commercial subdivision proposed for a
15.28 acre tract located behind the Winfall Town Hall. The tract abuts a manmade canal
which is tributary to the Perquimans River directly beside the Norfolk Southern Railway
bridge. The waters of the Perquimans River are classified SC in this area. Therefore, the
design rainfall event is a one inch storm. The tract is currently partially clear; partially
sparse stands of trees and wild meadow type vegetation. Slopes on the tract range from
approximately 0.5% to 1.0%. There are no offsite areas that are tributary to this tract..The
in situ soils are comprised of loamy sands to sandy loams of the Bojac and Augusta series
as mapped in the U.S.D.A., Soil Conservation Service SOIL SURVEYOFPERQUIMANS
COUNTY, NORT11 CAROLINA. A test pit was dug on June 27, 2006 for inspection by the
.Engineer. The inspection of the test pit indicated that the "A" horizon and the horizon to
a depth of approximately 36" contain slightly more clayey soil than the reference survey
describes. However, below 36" the soils observed were very much in keeping with the
survey description. There are no Section 404 or Coastal wetlands present on the
subject tract.
The best management practice selected for this project is the treatment of stormwater
run-off by utilizing a wet detention basin. The basin will also serve as an aesthetic focal
point for the community, with sidewalks and home sites surrounding it. Stormwater
runoff will be conveyed to the detention basin via a combination of sheet flow and
roadside gutters. All runoff conveyance will be above ground. The basin is designed for
90% T.S.S. removal and is to be 7.0' deep in the main basin and in the forebay. The basin
is designed to accommodate 116% of the calculated runoff from the design storm event.
An orifice controlled discharge structure is included in the design which will release the
design storm runoff volume of 27,394 c.f. of water in 278 days. The design storm run-off
volume is calculated on the basis of 51.9% impervious coverage. Impervious coverage is
based on certain assumptions, specifically the coverage associated with the two
commercial parcels and the coverage associated with the 39 single family residential
home sites. The developers have five house styles designed. Each lot has a particular
house style associated with it. The lots have letter designations "A" through "E". These
letter designations are shown for each lot on Plan Sheet 8 of 8. Impervious coverage was
calculated by using the building footprint for each of the five house styles and adding a
conservative area for driveway and walkway to create a "typical" coverage plan for each
style house as set forth in the tabulation provided below. The coverage associated with
the commercial parcels is set at 70% which should be ample for any proposed venture
and which can be regulated by restrictive covenants. The seven multi -family (condos)
buildings have been evaluated for coverage by defining an envelope encompassing the
building, porches, driveways and parking area for each

building. Multi -family buildings 5,6 & 7 are clustered because the parking and driveways
are contiguous for the three buildings. The number designations for the multi -family
buildings can be found on Plan Sheet 1 of 8. The following tabulations comprise the
234,068 s.f. impervious areas listed as 'other on -site" on Page 2 of 4 in the application
form.
Coverage for Single family detached homes is tabulated as follows:

TYPE C- 2,582 S.F. PER LOT X 20 LOTS = 51,640 S.F.
TYPE D- 2,518 S.F. PER LOT X 2 LOTS = 5,036 S.F.
TYPE E- 2,527 S.F. PER LOT X 4 LOTS = 10,108 S.F.
TOTALS- 41 LOTS, 93,382 S.F.
Coverage for commercial parcels is tabulated as follows:

In accordance with Title 15 NCAC 2H.1000, the Coastal Stormwater Management Regulations, deed
restrictions and protective covenants are required for High Density Residential Subdivisions where
lots will be subdivided and sold and runoff will be treated in an engineered stormwater control facility.
Deed restrictions and protective: covenants are necessary to ensure that the development maintains a
"built -upon" area consistent with the design criteria used to size the stormwater control facility.
I, Sa acknowledge, affirm and agree by my signature below, that
I will cause the following deed restrictions and covenants to be recorded prior to the sale of any lot:
1. The following covenants are intended to ensure. ongoing compliance with State Stormwater
Management Permit NumberSl�l 1'Ib-IM , as issued by the Division of Water Quality
under NCAC 2H.1000.
2. The State of North Carolina is made a beneficiary of these covenants to the extent necessary to
maintain compliance with the stormwater management permit.
3. These covenants are to run with the land and be binding on all persons and parties claiming
under them.
4. The covenants pertaining to stormwater may not be altered or rescinded without the express
written consent of the State of North Carolina, Division of Water Quality.
5. Alteration of the drainage as shown on the approved plan may not take place without the
concurrence of the Division of Water Quality.
6. The maximum allowable built -upon area per lot is square feet. This allotted
amount includes any built -upon area constructed within the lot property boundaries, and that
portion of the right-of-way between the front lot line and the edge of the pavement. Built upon
area includes, but is not limited to, structures, asphalt, concrete, gravel, brick, stone, slate,.
coquina and parking areas, but does not include raised, open wood decking, or the water
surface of swimming pools.

This allotted amount includes any built -upon area constructed within the lot property boundaries,

All runoff from the built -upon areas on the lot must drain into the permitted system. This may be
accomplished through a variety of means including roof drain gutters which drain to the street,
grading the lot to drain toward the street, or grading perimeter swales to collect the lot runoff
and directing them into a component of the stormwater collection system. Lots that will naturally
drain into the sy tem are not required to provide these additional measures.
