Good Afternoon Gil,
I reviewed your May 16 revisions for the subject protect. While your design is
based on the 1999 BMP manual; I have some questions/problems with the design
calculations/approach. If you follow the 99 BMP method correctly; then, your wetland
system is undersized. Actually the July 2007 BMP manual is a better design approach
and results in less surface area. I crunched some numbers and I don't think your
design is too far off (a bit of good news). Let me suggest that you take a quick look
at the July 07 BMP manual, chp 9, Stormwater Wetlands (it is on our web site); revisit
your design numbers, and lets talk on Monday, or Tuesday next week. I drafted a
permit with the intentions of getting some revisions in the next 5-10 days. I plan to
visit the site probably next week, and hopefully get the permit out the following
week.

Dear Mr. Whitehurst:
This office received your stormwater application for the subject project on February 20, 2007. A
preliminary review of the plans and specifications has been completed. Stormwater controls for the
proposed project do not meet the design requirements of the stormwater rules and cannot be permitted
as shown. In order to complete your application and before a stomrwater permit can be issued, the
following items must be addressed:
1) Drainage basin plan & stormwater narrative indicates that only portions of the site drain into
the engineered control system. For high density projects, you must treat the design
storm for the entire site.
2) Extended Dry Detention Basins only provide 50 % TSS Removal and must be used in
combination with other measures. The target TSS removal rate for this project is 85 %.
Please refer to the NC Water Quality BMP Document for engineered measures that will
meet the necessary design requirements.
2) Provide written detailed soils report showing number & location of soil borings; description of
soil profile & estimated seasonal high water table (SHWT). Report should discuss soil types &
suitability for placement of proposed stormwater control measures. Show location of project
on County Soils map.
3) Provide written detailed vegetation plan, prepared by a qualified individual, that indicates a
variety of suitable species, location, spacing, soil preparation, fertilizer requirements,
installation procedures, construction schedule, etc. Cattails are a dominant type species and
should not be included in the vegetation plan.
4) Provide appropriate supplement sheet with all design calculations for each drainage
basin/control system.
5) Revise narrative, plans, calculations & details to reflect changes.
The above requested information must be received in this office prior to May 17, 2007, or your
application will be returned as incomplete. The return of this project will necessitate resubmittal of all
required items including the application fee. If you need additional time to submit the required information,
please mail or fax your request for time extension to this office at the Letterhead address.

Dear Mr. Moore:
Resource International received comments dated: April 17th, 2007 in regards to the proposed stormwater control for
the Nixons Terrace subdivision. We offer the following in response:
Drainage basin plan & stormwater narrative indicates that only portions of the site drain into the engineered
control system. For high density projects, you must treat the design storm for the entire site.
The entire developed area now drains into the engineered control system.
2. Extended Dry Detention Basins only provide 501/o TSS Removal and must be used 1 combination with other
measures. The target TSS removal rate for this project is 85%. Please refer to the NC Water Quality BMP
Documents for engineered measures that will meet necessary design requirements.
The proposed Stormwater facility is now designed as an extended detention wetland providing
an 85% TSS removal rate.
Provide written detailed soils report showing number and location of soil borings; description of soil profile
and estimate of seasonal high water table (SHWT). Report should discuss soil types and suitability for
placement of proposed stormwater control measures. Show location of project on County soils map.
Soil Borings were conducted and the estimated seasonal high water table was found to be near
elevation 4.5. Please find a copy of the county soils map indicating project location, discussion of soil
types, and soil boring details in the enclosed stormwater narrative.
4. Provide written detailed vegetative plan, prepared by a qualified individual, that indicates a variety of
suitable species, location, spacing, soil preparation, fertilizer requirements, installation procedures,
construction schedule, etc. Cattails are a dominant type species and should not be included in the vegetation
plan.
A detailed landscape plan is now included with the construction plans. The landscape plan
indicates planting location, species, fertilizer requirements, and spacing requirements. The
Construction schedule has been updated to reflect wetland plantings and a planting summary
indicating species, spacing requirements, fertilizer requirements, and installation procedures is
provided by Coastal Plain Conservation Nursery, Inc is included in the appendix of the enclosed
stormwater narrative.
