Inspection Summary:
Site visit conducted in response to submittal of NOI for coverage under the NPDES NCG020000 Stormwater General Permit
for mining activities. Site location is heavily wooded with no evidence of prior mining activity. Property location previously
owned/operated by Hanson Aggregates as part of their Vander Sand & Gravel Mine that was covered under a mining permit
(26-01) and NCG020000 permit (NCG020224) both of which were released/rescinded in 2019. An application for a new
mining permit has reportedly been submitted simultaneously with the NOI for new NCG020000 coverage. Per the NOI, the
proposed mine will not dewater or wash mined material and there will be no discharges of any process wastewater. A single
stormwater discharge outfall is indicated on the NOI, which is further described as Culvert #2 draining a small area within the
plant site at the northern end. All other areas of the mine site will drain to two non -discharge basins designed for the
25-year, 24-hour storm until they are incorporated into the mine pit. Based on the site location, the nearest receiving stream
would be an unnamed tributary of the Cape Fear River, Stream Index 18-(26), class C waters in the Cape Fear River Basin.
Staff with the Fayetteville Regional Office have no objections to issuance of coverage under the NCG020000 permit.
