Thank you for your review. Each item requested is provided below with a response.
1. Per 15A NCAC 02B .0714(11)(e), drainage of a pond subject to the buffer rules is Deemed Allowable provided
that a new riparian buffer is established by natural regeneration or planting within 50 feet of any stream which
naturally forms or is constructed within the drained pond area. Please provide more detail on how this project
plans to meet this requirement.
a. After the pond is drained, the bottom of the pond will be seeded with a native riparian seed mix at a the
suppliers suggested rate. Future T/T Substation and associated transmission lines may be at least 10
years before they are constructed. The 50-foot buffer around the pond will be maintained until a new
riparian buffer is established by natural regeneration along the stream that may form within the
drained pond. A new buffer determination will be requested at least six months after the pond has
been drained and prior to changing the buffer around the former pond.
2. From my understanding of the information provided in Section C, 4i, the application places the Buffer Impacts
labeled as Buffer Impact No. 1 under 15A NCAC 02B .0714(11)(gq) — Utilities- Non -sewer aerial lines- impacts
other than perpendicular crossings of streams. For Zone 1 impacts under this category, a condition states that
"poles or aerial infrastructure are not installed within 10 feet of a waterbody." The Impact Map for Buffer
Impact No. 1 appears to show one of the poles for the structure labeled STR 12A-3 close to the stream and is
unclear if the pole is further than 10 feet from the stream based on the provided graphic scale. Can you please
confirm that all poles and aerial infrastructure are not installed within 10 feet of a waterbody?
a. The pole of structure 12A-9 (formerly 12A-3; labels were inadvertently reversed on previous impact
maps) closest to the stream is approximately 10 feet from the stream. However, we did not account for
the caisson foundations for the poles. The structure has been shifted approximately 5 feet so that
caisson foundations are not within 10 feet of the stream. We also noted that previous, minor shifts in
the pole placement resulted in some caissons shown as not centered on the poles. The caissons have
been adjusted accordingly. A revised impact map set (dated 11-02-2021) is attached. Because the new
location of the structure falls also within the wetland, this does not change the amount of wetland
impact for W5.
3. Per the revised impact maps included in the October 12, 2021 response to additional information requested by
the USACE, 1 see an additional 0.280 acres of wetland impacts listed on the maps. Can you please send an
updated impact table, including type of wetland?
a. The additional 0.280 ac of wetland impact (W7) is permanent conversion of forested wetland to
herbaceous wetland resulting from hand clearing the easement. This wetland impact does not involve
fill, excavation or mechanized land clearing that would require a water quality certification. This impact
amount is provided to the USACE on which to base the amount of compensatory mitigation required for
the permanent conversion.
b. Based on the October 12, 2021 response to additional information requested by the USACE, this 0.28
acres is a permanent wetland impact but not a loss of wetlands and should still be included on the
impact table. Please send an updated impact table, including type of wetland.

A revised wetland impact table is attached. Please note that Impacts W4 & W5 were inadvertently
listed as not forested. Impact W7 has been added and the forested status of W4 & W5 have been
corrected.
4. I see the proposed easement and the proposed conversion from forested wetlands in the above referenced email.
Please provide more detail on the width of the permanent maintained access corridor associated the utility lines
within this easement.
a. The proposed transmission easement is 165 wide, and the entire easement will be permanently
maintained.
b. Condition 4 of the Activity Specific Conditions of GC4275 states that "permanent maintained access
corridors in wetlands and across stream channels shall be restricted to the minimum width practicable
and shall not exceed 30 feet wide." Please explain how this is the minimum width practicable for this
project through the wetland and stream in the proposed easement.
The proposed easement contains two sets of transmission lines that must be separated for the Garner
Rocky Quarry Substation to be tied into the system. This is the minimum width practicable for the
configuration required.
5. Your last response included an attachment entitled "image002.wmz". This would not open, and I did not see it
referenced in your response. Was this supplemental information? If so, could you please send again in a different
format?
The company logo in the email sometimes get converted to an attachment. The file is not part of the submittal.

I am reviewing the application for the above referenced project, and in order to complete the review, some additional
information is required:
