HomeMy WebLinkAboutNCG550655_NOD2021PC0433Response_20210929Jevon Morris 504 2nd Street Morganton, NC 28655 9/29/2021 Linda Wiggs Environmental Senior Specialist / Division of Water Resources North Carolina Department of Environmental Quality Asheville Regional Office Division of Water Resources Dear Linda Wiggs: This is my response to the NOTICE OF DEFICIENCY Tracking Number: NOD-2021-PC-0433 Permit No. NCG550655 Laurel Creek Mobile Home Park Burke County. Per our last communication the sampling was compliant. I had all the tanks pumped. The question was the usage. Reflecting on our onsite conversation I had no idea how many gallons the park was using at the time. The method I deemed to be the most accurate was reading every meter each day at the same time. This would give me a 24-hour usage for that meter. I could then add up the usage to get the total usage for the park for the day. Realizing the requirement is for a minimum of 7 days to be determined, I conducted this evaluation for 14 days. To provide validity to my data collection I would compare this with the tenant's actual water bills. This is if they agreed. Burke County Water Department told me explicitly, they could not share information with me about a water bill that was not mine. The attached spreadsheet shows the gallons use for each trailer by day, the average daily use of each trailer for the week. This is for the two weeks collected. It also shows the gallons used for the month for each trailer and the average daily use per the actual bill. These values are summed up to get an average daily use for the park. The actual bills validated the data I collected. You can see a strong correlation in the two weeks average gallons used (770, 651) with the amount actually billed, average daily gallons used (754). There was the issue of the possible of ground water in the system. I spoke with the maintenance supervisor of Burke County Water Beryl Cook on several occasions. He went to the park on a couple occasions. He assured me there was not a leak on the County side or the Tenants side of the meter. He suggested the dampness being experienced at the park was most likely ground water which is common down Hwy 18 South. He further suggested that it may be from the pond across the street which is higher elevation than the mobile home park or natural springs. Linda Wiggs 9/29/2021 Page 2 Ned Perkins the person that installed the septic tank also commented he felt there was a lot of ground water on this land. I realize there was a knowledge deficit concerning the park and permit. The Park has existed for some time and had several owners of the years. After our meeting, I feel confident that I am clear on the expectations. I have mapped out a plan so there are no issue moving forward. The plan moving forward is to A) Check Chlorine tablets levels weekly until I obtain an accurate measure of use. I have fixed the chlorine tubes and am using 3 as a base line. B) Have the tanks pumped out on a regular schedule (at least every two years). The gentleman that pumped the tanks for years in the past told me to "get them pumped when they were causing a problem". I realize this not good information. C) Regular sampling in accordance to the permit. D) Provide education to the tenants on acceptable use and expectation of the septic system. D) Maintain all records associated with the above findings. Please call me is there is any thing further.
