wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to

On behalf of the City of Durham, and in accordance with 15A NCAC subchapter 02T and the Division of
Water Resources Minimum Design Criteria, please find enclosed the following documents associated
with the proposed Celeste Circle Lift Station and Force Main Projects:

Due to potential growth and development in the Durham area, the Celeste Circle Lift Station and Force
Main projects are proposed to construct and improve sanitary sewer services for commercial, industrial,
and residential users providing the additional capacity necessary to meet anticipated demands. A new
lift station facility will be designed and constructed at 103 Crossland Drive to replace the existing Celeste
Circle lift station. The new lift station will have a firm capacity of 2.96 MGD. The Project involves the
demolition of the existing structure and utilities located on the proposed lift station site,
decommissioning of the existing lift station located at 6000 George King Rd, and abandonment of the
existing force main and gravity sewer downstream of the connection point, and any incidentals required
for the completion of the work. The flow is transmitted via the Celeste Circle Force Main (CCFM) by a
newly rerouted 6,425 linear foot 14-inch force main and discharging to a manhole near the South
Durham Water Reclamation Facility.
Due to the unknown nature of future developments that will be served by the proposed Celeste Circle
Lift Station and Force Main projects, we are submitting this permit application as a zero -flow permit
