They hold the grade and allow the fill right up to the inlet/outlet. Typically the stream is lower in elevation, and then the culvert is just set at a lower elevation, but NOT buried. See illustration and photo of a buried culvert. Alan and Doug, The attached photos were taken by the engineer in the location of the proposed crossing. He did not pull a tape but hopefully you can get a pretty good gauge of the stream width. The culvert is 11 ft wide. Which is a pretty wide culvert. The question we have is what is the width of the base flow of the channel. Typically streams are wider than typical everyday base flow. Ex. For this 7 11 ft wide culvert, the base flow may only be 3 ft wide. Which would mean that culvert is way to wide to properly pass base flow conditions. Thus we would require baffle, ext. We were asking for stream photos to provide clarification of what base flow was relative to the width of the channel (culvert needs). Again culverts are design to pass large storm events and thus are oversized (my words) for passing base flow. So, if you have a photo of the stream, that may answer the question. Or Doug can do a site visit. I think the best path forward in to completely address all your concerns would be to schedule a Teams meeting so we can better understand everything you need so the 401 Certification may be issued. So I get that you're digging out to bury this culvert. So first, our concern is that once it's buried, native material won't be put back into the culvert, thereby "burying" it. We've recently had some sites that have done that and now have headcutting issues that they now have to come back and fix. Second, we also had concerns about the size of the culvert. Do you have pictures of the stream, post -dam removal, so that we can put the stream and culvert better into context? Doug, I attached the culvert cross section which should have been attached to the original submittal. Let me know if you need any other impact mapping. The attached photo is from the winter of 2017 at a point slightly upstream of the proposed crossing location. When we went back to the site the following year the beaver dam had blown out and the stream was back to its normal size of about 10-12 feet. The stream is pretty deeply incised so that the top of the gully is maybe 4 to 5 feet deep. The stream itself is maybe 0.5 to 2 feet deep (in pools) but is usually a little shy of 1 foot deep.
