Wastewater Treatment Facility
I. General Information

Description of Collection System or Treatment Process:
The Town of Bladenboro owns and operates it's own wastewater treatment system.
The wastewater treatment facility consists of two sewage lift stations and a 0.500
MGD wastewater treatment plant. The unit processes in the treatment train include
an influent bar screen, pump station, dual activated sludge aeration basins, and two
secondary clarifiers. Secondary clarifier effluent is routed through a 0.17 acre
aerated lagoon, with subsequent clarification. The flow then travels through a 0.36
acre polishing pond prior to discharge. Effluent disinfectionand dechlorination are
provided by Chlorine and Sulfur dioxide, respectively. The wastewater treatment
plant's design incorporates an aerated sludge holding tank and sand drying beds
for the handling and dewatering of excess biological solids. A sludge hauling
contractor periodically removes liquid sludge from the facility and land applies the
material on area permitted sites. The treated effluent is ultimately discharged to
Bryant Swamp, a Class "C" swamp waters in the Lumber River Basin.
II. Compliance Performance
The North Carolina Department. of Environment and Natural Resources
(NCDENR) regulates the Town of Bladenboro effluent discharge under the
National Pollutant Discharge Elimination System (NPDES). The NCDENR
issued to the Town a NPDES Permit, which includes water quality limits and
sampling and monitoring requirements. The NPDES Permit requires the Town to
test more than 14 different constituents in the treated water. The monitoring
frequency for these constituents are set at various intervals such as continuous,
daily, weekly, monthly, and quarterly. During the reporting period, the Town
conducted 2,837 tests of the treated water before it was discharged to the creek.
The WWTP achieved a compliance level of 90.5% with the NPDES Permit
requirements. Following is a summary of the testing for the parameters, which
are, assigned Water Quality standards by the NPDES Permit. Please note the
summary does not include parameters, which incorporates a monitoring
requirement only, nor does it include daily process control testing.

*Testing is not required on holidays or during inclement weather, which may affect the number of daily tests
conducted.
In addition to the required testing, the Town conducted over 2,340 in-house test
to ensure the proper operation of the wastewater treatment plant.
Following is a summary of permit violations, which occurred during the year:
February 2001
Failed the toxicity test on February 21. The sources of toxicity, including Chlorine
levels were evaluated.
April 2001
The weekly average limit for Fecal Coliform was exceeded. During the month
effluent samples were missed which include pH, residual chlorine, temperature,
and dissolved oxygen. Also for the streams, dissolved oxygen and temperature
were missed. The operator indicated at the time the report was completed failed
to record the data. The original data was never received and the data was
reconstructed as much as possible by use of the logbook.
May 2001
There was incomplete on -site sampling and monitoring of temperature, pH,
residual chlorine, and dissolved oxygen. Corrective measures were taken
through staff changes.
June 2001
The weekly average limit for Fecal Coliform was exceeded. The problem was
identified to be with the chlorinatorand piping. The chlorine and SO2 lines were
originally fed by one common water line, thus contributing to periodic chlorine
problems. The system has been re -plumbed to incorporate independent water
lines feeding chlorine and SO2 systems.
November 2001
Failed the toxicity test. The balance of chlorination and dechlorination systems
was evaluated.
December 2001
Failed the toxicity test. The source of the toxicity is under evaluation.
III. Certification
I have personally examined and am familiar with the information submitted in this
document and attachments. Based upon my inquiry of those individuals
immediately responsible for obtaining the information reported herein, I believe
that the submitted information is true, accurate and complete. I am aware that
there are significant penalties for submitting false information.
