the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation of
the planned improvements identified in the planning assessment where applicable. This analysis
has been performed in accordance with local established policies and procedures using the best
available data. This certification applies to those items listed above in Sections I and II plus all

RESOLUTION AUTHORIZING THE EXECUTION OF DOCUMENTS IN THE
ABSENCE OF THE EXECUTIVE DIRECTOR
WHEREAS, in order to maintain continuity in the operation of Orange
Water and Sewer Authority, it is in the bat interest of OWASA that the Executive
Director authorize and empower either the Chairman of the Board of Directors, or
the General Manager of Operations, or the Director of Engineering and Planning,
or the Director of Finance and Customer Service, to execute documents during each
absence of the Executive Director.
WHEREAS, in the event the Executive Director is unable to designate an
agent to execute documents in his or her absence due to unforeseen circumstances, it
is recommended that the General Manager of Operations be authorized and
empowered to execute documents on behalf of Orange Water and Sewer Authority.
NOW, THEREFORE, BE IT RESOLVED:
1. That the Executive Director be, and he hereby is, authorized to
designate either the Chairman of the Board of Directors, or the General Manager of
Operations, or the Director or Engineering and Planning, or the Director of Finance
and Customer Service to execute documents during each absence of the Executive
Director.
2. That in the event the Executive Director is unable to designate an
agent to execute documents in his absence due to unforeseen circumstances, the
General Manager of Operations is authorized and empowered to execute documents
on behalf of Orange Water and Sewer Authority.
