DESIGN NARRATIVE
1.0 PROJECT DESCRIPTION
The East Main Street Sanitary Sewer Rehabilitation and Replacement Phase 1 project involves
the removal and replacement of seven (7) sanitary sewer pipes, two (2) sanitary sewer pipe
point repairs, eight (8) manhole replacements, and two (2) new manhole installations. The
Orange Water and Sewer Authority (OWASA) recently performed CCTV inspections of existing
sanitary sewer collection system in downtown Carrboro and Chapel Hill, identifying that
several pipeline segments are at a critical risk of failure. The project includes impacts to the
following NCDOT roads: E Main St (SR 1010) and N Greensboro St (SR 1772)/S Greensboro St
(SR 1919).
2.0 EXISTING SYSTEM
Preliminary review of CCTV inspections, record drawings, and GIS data for this portion of
OWASA's sanitary sewer collection system revealed that pipe diameters range between 8- and
10-inches; pipe materials consist of ductile iron, vitrified clay, reinforced concrete, and CIPP-
lined segments of ductile iron or reinforced concrete; and pipe age ranges from the 1920s to the
2010s. The project area involves impacts to the following streets: E Main St (NCDOT-owned),
Greensboro St (NCDOT-owned), E Weaver St, W Rosemary St, and Lloyd St. The downstream
receiving sewer is 10-inch and permitted under #WQ0031.
3.0 PROPOSED ADDITIONS
The proposed construction will involve the dig/replacement of 1,275 linear feet of 8-inch
sanitary sewer pipe with 8-inch ductile iron pipe, along with approximately 36 linear feet of 8-
inch point repairs. Based on email communication with NCDEQ (see attached), this
rehabilitation does not require permitting because the sewer is being replaced with the same
size and horizontal/vertical alignment. It should be noted that, based on OWASA's Master Plan
by CDM Smith, OWASA has indicated that upsizing these sanitary sewer mains for additional
capacity will not be necessary.
One pipeline segment, which is an existing 10-inch DIP, will be upsized to 12-inch. The increase
in diameter is due to current market conditions with material shortages coupled with the fact
that 10-inch is an uncommon pipe size. Since additional flow is not being added, and the
upsizing is being conducted to install a more common pipe size, the sewer mains downstream
do not require upsizing.

We respectfully submit this application for a Fast Track Sewer System Extension
Application on behalf of OWASA for the subject project. The East Main Street Sanitary
Sewer Rehabilitation and Replacement — Phase 1 project involves the removal and
replacement of sanitary sewer main and manholes in the existing collection system in
downtown Carrboro and Chapel Hill, identified as in disrepair or at critical risk of
failure from CCTV and manhole inspection surveys. The project will involve the
removal and replacement of the following: seven (7) sanitary sewer pipes, two (2)
sanitary sewer pipe point repairs, eight (8) manhole replacements, and two (2) new
manhole installations. While only one pipe segment is being upsized and requires
permitting, all replacement and rehabilitation work for the project is included in this
submittal.
Included in this submittal are two copies (one original, one copy) of the following
documentation:
