Army Corps of Engineers 3331 Heritage Trade Drive, Suite 105 Wake Forest, NC 27587 Subject: Application for Section 404 Nationwide Permit 14, Section 401 Water Quality Certification, and Riparian Buffer Authorization for the Proposed Intersection Improvements at SR 2320 and Shepard School Road, Wake County Dear Mr. Phillips: On behalf of the Town of Zebulon, WSP USA has completed a Pre-Construction Notification (PCN) application for the proposed Intersection Improvements at SR 2320 and Shepard School Road project and requests authorization from the US Army Corps of Engineers (USACE) and North Carolina Division of Water Resources (DWR) to use a Nationwide Permit 14 and the associated 401 Water Quality Certification for impacts to jurisdictional Waters of the U.S. that will result from the project. A riparian buffer authorization is also requested from DWR for impacts to Neuse River riparian buffers. The Town of Zebulon is seeking to improve vehicular and pedestrian safety at the SR 2320 (Old Bunn Road/Proctor Street) and Shepard School Road intersection by adding turn lanes, sidewalks, and pedestrian and traffic signals. Shepard School Road is being proposed to be widened to include a variable turn and median lane and curb and gutter will be installed on both sides. Catch basins are proposed along the curb and gutter and tie into the existing 30" reinforced concrete pipe (RCP)-III. The cross pipe would be collared and extended to proposed roadway slope. Impacts to the nearby wetland will include temporary fill impacts due to roadway construction. Proposed permanent stream impacts include permanent fill due to the pipe extension and channel stabilization in this location. Along SR 2320 (Proctor Street) will also be widened. A proposed 48" RCP-III cross pipe would replace the existing 30" RCP. Proposed permanent stream impacts include rip rap at embankment at the outlet of a proposed lateral 'v' ditch that runs parallel to the widened roadway and pipe inlet channel stabilization at the inlet of the proposed 48" RCP-III. At the outlet of the proposed 48" RCP-III, rip rap at the embankment at the outlet and pipe outlet channel stabilization are being proposed. A roadside ditch that runs parallel to Shepard School Road north of the intersection will be filled. The Town proposes to mitigate for 1,594 square feet of Zone 1 impacts at a 3:1 ratio and 700 square feet of Zone 2 impacts at a 1.5:1 ratio that will result from the project. Buffer mitigation credits will be acquired through the purchase of 5,832 square feet buffer mitigation credits from the Kittrell Hill Mitigation Bank. The mitigation credit availability letter from EcoTerra regarding the Kittrell Hill Mitigation Bank is including in Appendix A. Mitigation for losses of Waters of the U.S. is not proposed for this project because permanent stream impacts will not exceed 150 linear feet and there will be no permanent wetland impacts. State project 17BP.13.R.155 involves the replacement of Bridge No. 580267 over Catawba River on Bat Cave Rd. (SR 1103). The existing bridge consists of 3 @ 40' reinforced concrete floor on steel I-beams, end bents: reinforce concrete caps, interior bents: H-piles encased with concrete jackets. It is to be replaced by 1 @ 40'-0", 1 @ 60'-0", and 1 @ 30'-0" 24" cored slab units with spill through abutements and 4'-0" abutement caps. To facilitate the construction of the proposed bridge, an onsite detour is proposed on the downstream side of SR 1103 (Bat Cave Rd.). The proposed bridge does not contain deck drains. All stormwater from the bridge deck will be collected with a storm drainage system at 14+87 RT. Stormwater from the beginning of the project will maintain the existing sheetflow drainage pattern onto the grass shoulders. Stormwater flowing from the end of the project will be collected with an existing grass lined ditch that ties into a proposed grass lined ditch from 18+80 to 19+99 LT. Drainage is then conveyed with a storm drainage system that also receives discharge into the proposed drop inlet from the proposed grass lined ditch from 17+90 to 18+50 LT. The storm drainage system outlets into the proposed Class 'B' riprap lined ditch from 16+25 to 17+45 LT. Prior to discharging into the Catawba River flow velocity is minimized by the Class 'B' riprap lined ditch and the Class 'II' riprap at embankment from 16+00 to 16+25 LT. All existing drainage patterns into Catawba River have been retained. SR 1103 (Bat Cave Rd.). This project also includes the relocation of a 12" sanitary sewer (SS) line and a 6" water line. The water line is to be installed by trenchless construction methods under the river resulting in zero impacts. The SS line will be an aerial crossing supported with two concrete piers. One pier falls within the jurisdictional limits of the Catawba River and will be accessed by temporary causeway.
