Request for Wastewater Design Flow Rate Adjustment
Dear Mr. Montebello:
The Town of Mt. Pleasant respectfully requests permission to adjust the daily wastewater
design flow rate utilized for new residential connections. The North Carolina Administrative
Code (15A NCAC 02T.0114(f)) includes a provision for reducing the wastewater flow used for
permitted but not yet tributary connections and future connections tributary to the system
when adequate evidence justifies the use of a lower flow rate. The Town of Mt. Pleasant and
other cities within Cabarrus County collect wastewater from our residential and commercial
customers and convey it to the transportation and treatment facilities owned by the Water
and Sewer Authority of Cabarrus County(WSACC).
WSACC has commissioned an evaluation of our typical customer use patterns,as documented
in the attached Technical Memorandum dated November 17, 2021, which demonstrates our
residential customers contribute less wastewater than prescribed by the Code. We therefore
request the Town of Mt. Pleasant be allowed to use a flow value of 80 gallons per day per
bedroom for each new residential unit added to our system.
