Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The project area was used to store fill material during construction of earlier phases of the Holding Village development. It is currently covered with maintained fescue. The subject property vicinity contains forested land and residential, commercial and office developments. Proposed Activity Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used: * Lakeside Townhomes consists of 32 twnhomes and supporting infrastructure including roadways, sanitary sewer, sidewalks and a stormwater control measure. A sidewalk connection to the existing greenway trail around Holding Lake is the only riparian buffer impact that requires an authorization. Some minor grading and clearing of Zone 2 of the buffer that is deemed allowable is also proposed. Heavy equipment typical for road construction, utility installation and grading will be used to construct the proposed project such as track hoes, bulldozers, dump trucks and graders. Comments: A jurisdictional determination was conducted and jurisdictional maps were signed by Mr. James Lastinger on August 15, 2012. Holding Lake dam was reconstructed returning stream flow to the original channel below the dam. On March 7, 2019, Jennifer Burdette while at McAdams completed a re -delineation of this property and the area below the dam but it was not verified by the USACE. In addition to Holding Lake, the perennial stream beginning at the outlet of Holding Lake dam is subject to the riparian buffer rule. The delineated stream and wetlands and riparian buffers are shown on the overall site map. 6. Project History 6a. Please explain and detail according to "help file" instructions.* The overall Holding Village development's permit history began in February 2007 with a request for an express review from DWR (#07-0295 V1), which was abandoned. In September of that same year, DWR issued a buffer authorization (#07-0295 V2) to impact the riparian buffer with one road span, a pedestrian bridge and sanitary sewer alignments. Due to the economic recession, the project was abandoned, and impacts were not completed. In 2012, a Nationwide Permit (NWP) 3 was utilized and written approval (#07-0295 V3) was obtained by DWR for rehabilitation of Holding Lake's dam. In 2014, DWR issued a buffer authorization (#07-0295 V4) for riparian buffer impacts from level spreader bypass outlets and a greenway around Holding Lake as part of the South Lake at Holding Village residential development that generally occupies the southern half of the property. This authorization was replaced in early 2015 to slightly revise the greenway alignment and to accommodate three access piers on the lake (#07- 0295 V5). Most recently in 2020, a NWP 39 was utilized and written approval (#07-0295 V6) was obtained by DWR for the development plan on the north side of the lake. 7. Describe how diffuse flow will be maintained:* The NPDES Phase II post construction stormwater management controls includes properly managing stormwater runoff rate, volume, and pollutants as necessary to protect the environment, property, health, safety, and welfare of the Town's citizens. More specifically a stormwater control measure shall be installed that controls and treats the difference in stormwater runoff volume leaving the project site between the pre- and post -development conditions for, at a minimum, the 1-year, 24-hour storm. Runoff volume drawdown time shall be a minimum of 24 hours, but not more than 120 hours. The wet detention pond used meet the requirements of the program shall also be designed to have a minimum of 85% average annual removal for Total Suspended Solids (TSS). 1 c.
