Dear Sirs,
The Division of Water Resources (DWR) received two (2) draft Bank Parcel Development Plans
(BPDP) for two (2) separate sites in 2021, for review and approval under the terms and conditions of
the Roseneath Umbrella Nutrient Offset Banking Instrument for Nutrient Offsets (NOBI) which was
received on March 23, 2021. Effective November 29, 2021, the NOBI was made and entered into by
Restoration Systems, LLC (RS) acting as the Bank Sponsor, and the DWR. DWR reviewed the
NOBI and two (2) BPDP documents and provided comments and recommendations. DWR received
revised BPDP and NOBI documents that addressed all comments and recommendations. The table
below summarizes the timeline of the two BPDPs and the NOBI:

The closing dates for the public notices were November 12, 2021 for the NOBI and Bells Bridge
BPDP and November 15, 2021 for the White Farm BPDP. DWR received no comments regarding
NOBI and the two (2) subject BPDP documents. These documents are now approved and can be
