(Aqua NC) Aqua NC currently owns and operates 58 wastewater treatment plants (WWTPs). Almost all of these WWTPs are permitted for operation through NCDENR-DWR. Many of these wastewater treatments are constructed of a coated steel and require periodic maintenance to blast and coat the steel due to age-related coating conditions. Several of these are smaller wastewater treatment plants without redundant aeration and clarification zones, and it is difficult to complete this maintenance while keeping the same facilities in service for wastewater treatment. In 2021, two of these facilities are being recoated. One is the Beachwood WWTP which is currently being recoated while being temporarily interconnected with another wastewater treatment facility. The second wastewater treatment plant, Harbor Estates, has two aeration tanks and a single clarifier. The dual aeration zones allowed each zone to be individually drained, cleaned, blasted, and coated while the other zone was operated. A coating was applied with an exceptionally short drying time to submergence, with final curing after submergence. Aqua NC had planned to operate the aeration zones as a manual batch reactor while completing the clarifier rehabilitation, but fortunately due to the low flowrate and available storage at the wastewater treatment plant this operation method was unnecessary. We will be monitoring this coating and if it performs as expected it may be used for future rehabilitation projects. Many other plants will not have this option. requirements for the On July 28, 2021, Aqua NC was provided with the following submittal re q portable membrane bioreactor package plant. Our response for each item is provided in italics below: • Detailed introduction and drawing for the MBR plant, and how the MBR plant will be setup. Attached please find design calculations for a typical portable Membrane Bioreactor wastewater treatment plant as provided for rental through Ovivo. Aqua Texas is currently operating one of these temporary Ovivo MBRs while replacing an existing wastewater treatment plant — Barton Creek Lakeside. I have personally inspected this wastewater treatment plant in operation and discussed its start-up with the Aqua Texas field staff, and it is operating well. These facilities provide a greater 202 MacKenan Court, Cary, NC 27511 • 0: 919.467.8712 • F: 919.460.1788 • AquaAmerica.com level of control than a conventional wastewater treatment plant, including continuous MLSS, DO, and turbidity measurements to an Ovivo SCADA system and alarm telemetry to field staff. Below please see a picture of one of the HMI screens for the specific unit installed in Texas. � `LL; y' y • O'OOOOL, L. • A list of the individual facilities (with NPDES permit#s) being rehabilitated with design capacities of each. Aqua NC had originally planned to complete rehabilitation for approximately 10 WWTPs using a temporary MBR WWTP. However, based on our recent experience with a rapid submergence coating, a combination of storage and "pump and haul"is expected to be more cost-effective for the smaller WWTPs. The revised list is below: WWTP 12 month Rolling Average Flow(gpd) Design Flow(gpd) Tradewinds 15,780 50,000 Briarwood (RRO) 20,575 50,000 Willowbrook 12,071 48,000 Aqua NC may use this system on WWTP rehabilitation projects in the future for other WWTPs with prior notice to DWR. • Timeframe for the work itself(from x month to y month). The work will be scheduled to be completed in less than two months for the actual cleaning, surface preparation, and coating; however, it is expected that the alternative treatment MBR may be on- site for up to six months during commissioning, operation, and decommissioning. • Construction sequence of events starting with installation of the temporary MBR plant to eventual removal off the site (with a detailed schedule- days/weeks). Sequence of Commissioning Events Approximate Timeframe Contractor prepares pad for mobile 5 days WWTP, and accepts delivery to site. Contractor provides electrical 2 days connection for mobile WWTP and genset with ATS. Contractor installs bypass pumping 5 days connections and any requisite equalization and disinfection facilities. Contractor/Aqua NC starts mobile 21 days WWTP with seed sludge from existing WWTP and partial split flow. After mobile WWTP stable operation is confirmed, 100% MLSS transferred to mobile WWTP and 100% flow. Existing WWTP is cleaned of all settled 60 days materials, metal blasted/repaired, and coated per direction of Aqua NC SME_ _Coating tested by Aqua NC SME. 1 day WWTP is seeded with seed sludge from 21 days MBR and partial split flow. After existing WWTP stable operation is confirmed, 100% flow returned to existing WWTP Mobile WWTP is cleaned and 14 days transported to next rehab WWTP or to storage pending next job. As this process is approximately six months in length and as recoating is difficult in winter, it is expected that one to two facilities each summer may be completed using the MBR alternative. • Operations and Maintenance Plan. The facilities will be visited daily on weekdays by a certified operator and operation verified. Continuously the facility will be monitored for critical parameters, including but not limited to MLSS, DO, and turbidity. If alarm levels are triggered the information will be transferred via Aqua NC's SCADA dispatch system to the field staff and management. • Monitoring and Quality Assurance/Quality Control Plan. As stated above, the system will be continuously monitored for critical parameters. All effluent monitoring will be completed in accordance with the facility's permit. • An emergency plan in the event of inclement weather conditions (high flow events), or if the effluent quality does not meet the limits set forth in NPDES permits. These facilities are not very large, and if needed temporary pump and haul will be utilized until the emergency condition has been resolved. Please recognize that Aqua NC is proactively working to fully maintain these wastewater treatment plants and appreciates DWR understanding that a wastewater treatment plant designed to meet higher quality standards than the wastewater treatment plant being rehabilitated is environmentally conservative. These systems are delivered to the site factory assembled with little or no interconnecting piping or ancillary equipment to install. Branded as microBLOX®, the facility design and layout of an Ovivo® microBLOX MBR system is intended to provide low constructed cost, low O&M, process stability, flexible design, simplified piping, operational ease and requires less automation. The biggest advantage to end-users, however, may ultimately be reduced installation costs. Contractor estimates indicate that single-stage systems may cost as much as 25-50% less to construct due to the Ready-to- Operate design, reduced footprint, reduced concrete and overall process simplicity. In the event that the influent exceeds the specifications used in engineering this proposal, or the source of influent changes, the ability of the treatment system to produce the designed treated water quality and/or quantity may be impaired. Ovivo will provide guidance to overcome characteristic variations, however, if the Owner chooses to continue to operate the system, they assume the risk or any additional costs associated with biological upset, increased consumable use or membrane damage.
