Additionally, you will find a designation letter, a list of all major pump stations,a high priority line list,copies of both the annual budget and current capital improvement plan, a satellite system agreement with the Town of Black Creek, response action plan, pump station contingency plan, and a recent copy of the collection system map. Please note a decrease in the permitted gravity sewer and an increase in the force main lengths compared to our existing collection system permit. These changes are a result of better GIS data management resulting in a more accurate counting of both asset classes. Failure to submit all required items will necessitate additional processing and review time. For more information, visit the System-wide Collection System Permitting website: General — When submitting an application to the Municipal Permitting Unit, please use the following instructions as a checklist in order to ensure all required items are submitted. Adherence to these instructions and checking the provided boxes will help produce a quicker review time and reduce the amount of requested additional information. The Applicant shall submit one original and one copy of the application and supporting documentation. The copy may be submitted in digital format. A. Cover Letter ® Submit a cover letter listing all items and attachments included in the permit application package B. No Application Fee Required ➢ No application fee is necessary. The permittee will be billed an annual fee upon issuance of the permit ➢ The appropriate annual fee for systemwide wastewater collection system permits may be found at: ➢ Annual Non-Discharge Fees C. System-Wide Wastewater Collection System(FORM: CSA 04-16)Application: • Submit the completed and appropriately executed System-wide Wastewater Collection System(FORM: CSA 04- 16) application. Any unauthorized content changes to this form shall result in the application package being returned. If necessary for clarity or due to space restrictions, attachments to the application may be made, as long as the attachments are numbered to correspond to the section and item to which they refer. ❑ If the Applicant Type in Section I.3 is a Privately-Owned Public Utility, provide the Certificate of Public Convenience and Necessity(CPCN)from the North Carolina Utilities Commission demonstrating the Applicant is authorized to hold the utility franchise for the area to be served by the wastewater collection system,or ❑ Provide a letter from the North Carolina Utilities Commission's Water and Sewer Division Public Staff stating an application for a franchise has been received and that the service area is contiguous to an existing franchised area or that franchise approval is expected. ❑ If the Applicant Type in Section I.3 is a corporation or company, provide documentation if it is registered for business with the North Carolina Secretary of State. Public Works is responsible for the management,operation,and maintenance of the wastewater collection system.Water Resources assists with the operation and maintenance of the 21 pump stations.The Deputy City Manager oversees both the Public Works Department and Water Resources Department.Additionally,Public Works has one individual designated as the FOG coordinator and an individual designated with High Priority Line Inspections and I/I investigations. Over 72 employees spread out between Public Works,Water Resources,and Stormwater are available for both daily and emergency operations. 2. WITNESSETH: WHEREAS, WILSON owns a wastewater treatment facility of sufficient capacity to provide wastewater treatment services to neighboring municipalities; and WHEREAS, since 1976 BLACK CREEK has had a need for wastewater treatment services; and WHEREAS, WILSON and BLACK CREEK entered into a SANITARY SEWAGE TREATMENT CONTRACT dated October 19, 1976, for the provision of wastewater treatment services for the customers of BLACK CREEK; and WHEREAS, after forty years of operation,that contract by its terms,was scheduled to terminate on October 19,2016; and WHEREAS, WILSON, by letter dated October 31, 2016,agreed to extend that contract through December 31, 2016; and WHEREAS, BLACK CREEK has a continued need for wastewater treatment services and WILSON has sufficient capacity to serve BLACK CREEK's needs; and WHEREAS, WILSON and BLACK CREEK desire to continue the relationship developed under the 1976 contract but to enter into a new agreement that reflects operational and other changes adopted between the parties; and WHEREAS, this Agreement is authorized by N.C.G.S. § 160A-461; NOW THEREFORE, in consideration of the premises and the respective rights,powers, duties, and obligations hereinafter set forth, the parties agree as follows: Pagel of 11 1. PURPOSE The purpose of this Agreement is to set forth the terms and conditions pursuant to which WILSON will accept and treat wastewater from BLACK CREEK and BLACK CREEK will pay for such services. 2. EFFECTIVE DATE/TERM OF AGREEMENT The term of this Agreement is for thirty(30)years and may be renewed or extended as set forth in Section 12. This Agreement shall become binding upon the parties hereto on January 1, 2017 (hereafter"Effective Date"), and shall remain in effect until December 31, 2046 (hereafter"Termination Date"). 3. WILSON'S OBLIGATIONS AND REPRESENTATIONS 3.1. WILSON will accept and treat the wastewater received from BLACK CREEK until the Termination Date on the same basis that it accepts and treats the wastewater of its citizens and retail customers, subject to the terms of this Agreement. WILSON shall not interrupt or suspend such wastewater treatment services except in cases of extreme emergency, force majeure, or court order, and then only to the extent that WILSON interrupts or suspends service to its own citizens. 3.2. WILSON will prepare and deliver monthly invoices to BLACK CREEK in accordance with Section 7. 3.3. WILSON will operate and maintain any and all equipment,piping, or other facilities necessary for service beginning at the wastewater force main located at the intersection of Stantonsburg Road and Evansdale Road. 3.4. WILSON, in the event of a crisis or emergency, shall act unilaterally regarding the receipt of wastewater flows from BLACK CREEK. WILSON shall keep BLACK CREEK immediately informed regarding any situations or actions that will affect the flow of wastewater to WILSON from BLACK CREEK. , 3.5. WILSON reserves the right to collect wastewater samples at any time and to verify the accuracy of BLACK CREEK's metering equipment. 3.6. WILSON will operate an Industrial Permit process within BLACK CREEK as specified in Section 10. 3.7. WILSON shall provide BLACK CREEK with a copy of any Industrial Permits issued to businesses located within BLACK CREEK. 4. BLACK CREEK'S OBLIGATIONS AND REPRESENTATIONS 4.1. BLACK CREEK agrees to pay for wastewater treatment services as provided in this Agreement. 4.2. BLACK CREEK shall,prior to the Effective Date of this Agreement,provide a list of all non-residential uses currently operated within BLACK CREEK or otherwise connected to BLACK CREEK's wastewater system. 4.3. BLACK CREEK shall notify WILSON upon the issuance of any building or zoning permits issued for any new non-residential uses. 4.4. BLACK CREEK shall adopt and maintain ordinances that provide WILSON the authority to operate the Industrial Permit process specified in Section 10 within BLACK CREEK. Page 2 of 11 4.5. BLACK CREEK shall immediately notify WILSON of any condition or discharge that may disrupt or otherwise interfere with the normal operation of WILSON's wastewater treatment system. 4.6. BLACK CREEK shall be responsible for the operation and maintenance of any and all equipment,piping, or other facilities necessary for service on the BLACK CREEK side of the wastewater force main located at the intersection of Stantonsburg Road and Evansdale Road. 4.7. BLACK CREEK shall provide WILSON access to BLACK CREEK's wastewater equipment, piping, or other facilities for the purposes of validating metering equipment and monitoring the quantity and strength of flow. 4.8. BLACK CREEK agrees to repair or replace, at its expense, any metering equipment determined to be inoperable or inaccurate as defined in Section 5.1.1.4. 4.9. BLACK CREEK agrees to cooperate with WILSON in responding to any inquiry or complaint regarding wastewater flow received from BLACK CREEK. 5. QUANTITY AND QUALITY OF WASTEWATER FLOW 5.1. Quantity 5.1.1. Metering Equipment. The quantity of flow will be determined by metering equipment. If, for any reason,the metering equipment is out of service so that the flow quantity cannot be ascertained or computed from a reading, the quantities during the estimated period of malfunction shall be determined by BLACK CREEK and WILSON jointly on the best available data. If the parties cannot agree on the quantity of flow,the daily flow shall be determined to be equal to the average daily flow of the preceding twelve (12)month period. 5.1.1.1.Ownership. BLACK CREEK will own, operate and maintain,at its own expense, at the Black Creek and Lucama Pumping Station also called the "Evansdale Road Pump Station," (PIN 3629-80-1224.000),the necessary metering equipment for measuring the quantity of wastewater delivered to WILSON. 5.1.1.2.Maintenance. BLACK CREEK shall be responsible for the testing and recalibration of the metering equipment annually or as recommended by the manufacturer,whichever is more often. All calibration practices, procedures and records shall be performed in and conform to a manner consistent with State of North Carolina regulations for flow metering at wastewater treatment facilities. Documentation of meter calibrations shall be kept at the sampling/flow meter station. 5.1.1.3.Recalibration. In addition,BLACK CREEK will recalibrate the metering equipment at the request of WILSON at any time,up to an additional four times per year and the parties will share equally in the cost of such additionally requested recalibrations. 5.1.1.4.Inaccuracies. If testing reveals that the metering equipment is inaccurate by two percent (2%) or more above or below the actual flow,the equipment shall be recalibrated,repaired,or replaced as necessary at BLACK CREEK's expense. 5.1.1.5.Major Inaccuracies. If testing reveals that the metering equipment's inaccuracy exceeds ten percent(10%), the measured quantity of the meter Page 3of11 for invoicing purposes shall be corrected for a period of time extending back to the time such inaccuracies began, if ascertainable, and if the beginning time is not ascertainable,then for a period extending back one- half(1/2) of the time elapsed since the date of the last calibration,but in no event further back than a period of six months. 5.2. Quality 5.2.1. Flow Strength-Residential. Due to the predominately residential nature of BLACK CREEK, wastewater delivered from BLACK CREEK to WILSON shall be considered residential strength and shall be billed accordingly. 5.2.2. Changes in Flow Strength. In the event WILSON determines that the characteristics of the flow are significantly different than that of residential flow, after accounting for any flow for which an industrial permit has been issued, WILSON shall have the right to bill BLACK CREEK for any additional expenses the City incurs in treating BLACK CREEK's wastewater. In such instance, BLACK CREEK will investigate to determine the source of any non-residential flows. In the event that a non-residential point source is discovered for which an Industrial Permit has not been issued, WILSON will determine whether an Industrial Permit is needed. BLACK CREEK shall retain all remedies for reimbursement of expenses incurred against the producer of the non-residential flow. 6. CAPACITY&RATES 6.1. Capacity is defined as the average number of gallons of flow per day as measured over a one-month billing period by the meter referenced in Section 5.1.1.1. 6.2. BLACK CREEK purchases 535,000 gallons of initial capacity from WILSON under this Agreement. 6.3. BLACK CREEK may purchase additional capacity, annually, in increments of five thousand(5,000) gallons, subject to availability. Requests for additional capacity must be made by December 1st annually, and if available,will become effective the following January 1st 6.4. The right to any capacity purchased terminates as of the Termination Date specified in Section 2. 6.5. Capacity Rate 6.5.1. Initial capacity. The purchase price of initial capacity is $4.04 per gallon for a total cost of$2,161,400 to be paid over the initial term of this Agreement. Accordingly,the monthly charge for initial capacity shall be$6,003.89. 6.5.2. Additional capacity. The purchase price of additional capacity shall be the initial capacity fee of$56.11 per five thousand (5,000)gallon increment plus 5% additional capacity fee for a total of$58.92 per 5,000 gallon increment multiplied by the number of months remaining under this Agreement. The monthly charge for additional capacity shall be $58.92 per five thousand(5,000) gallon increment of additional capacity purchased. 6.5.3. In the event BLACK CREEK terminates this contract prior to the Termination Date, any outstanding balance for the purchase of initial capacity and any additional capacity will become due immediately. Page 4of11 6.6. Volume Rate 6.6.1. The volume rate is currently$2.93 per hundred cubic feet("CCF") ($3.92 per thousand gallons). 6.6.2. The volume rate is subject to change. Any change to the volume rate shall coincide with a change to the rates assessed to WILSON residents and any increases thereto shall be made proportionately to the volume rate. 6.6.3. Under this scenario, if the actual average daily flow over a 30-day billing period was 600,000 gallons per day average, and the Volume Rate was $3.92 per 1,000 gallons,the Additional Volume Charge would be $7,056.00 extra for the monthly billing period(600 thousand gallons x 30 days x$3.92 per thousand gallons x 10%)because the actual flow exceeds the capacity amount by 12.15%(600,000/535,000). This would be in addition to normal volume rate charges under 6.6.1. 7. BILLING&PAYMENT 7.1. WILSON will bill BLACK CREEK monthly for wastewater treatment services. 7.2. WILSON will read the metering equipment specified in Section 5.1.1.1 between the 25th day and last day of each month with billing to occur before the 10th day of the following month. 7.3. BLACK CREEK's bill may contain the following charges: Page 5 of 11 7.3.1. Volume Rate Charge. The volume rate charged shall be equal to the Volume Rate identified in Section 6.6.1, as amended by 6.6.2,multiplied by the number of CCF as determined by Section 5.1.1. 7.3.2. Capacity Charge. Capacity charges shall be equal to the monthly charge for Initial Capacity identified in Section 6.5.1 plus any monthly charges for Additional Capacity identified in Sections 6.5.2. 7.3.3. Additional Volume Charge. Additional Volume Charges when applied shall be as identified in Section 6.6.3. 7.3.4. Adjustments. An adjustment charge may be assessed or credited in accordance with Section 5.1.1.5 or Section 5.2.2. WILSON may also make an adjustment to correct a billing error. 7.3.5. Other. Any other charges as authorized under this Agreement. 7.4. BLACK CREEK shall pay WILSON monthly for wastewater treatment services as billed. Payment shall be due on the 20th day of the month. 7.5. Late Fees. If payment in full is not received by its due date, WILSON will charge a late fee in accordance with WILSON's standard billing procedures. 8. WASTEWATER TREATMENT SERVICE AGREEMENT ONLY The parties agree that this is an Agreement to provide BLACK CREEK with wastewater treatment services until the Termination Date. WILSON makes no representations or warranties whatsoever with respect to the operation and maintenance of BLACK CREEK's wastewater collection system or BLACK CREEK's ability to deliver wastewater to WILSON's wastewater collection system. BLACK CREEK assumes no responsibility for the treatment of BLACK CREEK's wastewater once it enters WILSON's wastewater collection system. The parties agree that WILSON has no liability to BLACK CREEK or to any other person,firm, corporation,municipality or any other wastewater consumer for loss, costs or damages resulting, directly or indirectly, from WILSON's wastewater treatment system's failure to function in its intended purpose of treating raw wastewater for discharge to the surface waters of the state. Except as authorized by Section 11,there are no third party beneficiaries to this Agreement. 9. REIMBURSEMENT BLACK CREEK shall reimburse WILSON for any fines or penalties which in any way directly, or indirectly, were caused by or connected with BLACK CREEK sending wastewater to WILSON for treatment,the use or maintenance by BLACK CREEK of its wastewater system or any violation by BLACK CREEK of any law of the United States or the State of North Carolina or any rule or regulation of any state or federal agency in sending to WILSON such wastewater. WILSON will notify BLACK CREEK of an intent to recover any costs under this provision and arrange a meeting with BLACK CREEK staff and/or officials to discuss the facts and any aggravating or mitigating circumstances before seeking reimbursement from BLACK CREEK. This provision does not apply to any fines or penalties that can be attributed to an Industrial Permit permittee. 10. INDUSTRIAL PERMITS 10.1. WILSON will provide wastewater treatment services for industrial users within BLACK CREEK through an Industrial Permit Process. Page 6of11 10.2. WILSON will issue separate permits for wastewater treatment services to industrial businesses within BLACK CREEK("Industrial Permits"). In determining whether an Industrial Permit is required, WILSON will review the business as if it were located within WILSON. WILSON reserves the right to solely determine whether a particular business requires an Industrial Permit and the terms of such Industrial Permit. 10.3. WILSON will monitor and bill Industrial Permit permittees similarly to industrial users within WILSON, except that permittees in BLACK CREEK will not be billed for flow volume/quantity. Permittee billing will be based upon other characteristics of the flow produced, such as, but not limited to, BOD, TSS, and TKN,and are subject to change. 11. RESELLING OF WASTEWATER TREATMENT SERVICES BLACK CREEK shall not resell wastewater treatment services to another governmental agency whereby WILSON is the ultimate recipient of that wastewater until that governmental agency has entered into an inter-local agency agreement with WILSON for the same, such inter-local agency agreement being necessary for the protection of WILSON's system and citizens. WILSON shall have the right, in its sole discretion,to deny the purchase of additional capacity by BLACK CREEK to serve other governmental agencies. 12. EXTENSIONS TO AGREEMENT This Agreement may be renewed or extended upon such terms as agreed to by the parties. To be binding, any renewal or extension must be in writing and formally approved in the same manner as this Agreement is originally approved and duly executed by all parties hereto. 13. BREACH In the event of breach of this Agreement,the parties shall be entitled to such legal or equitable remedies as may be available, including specific performance. 14. REPRESENTATIONS AND MODIFICATIONS OF AGREEMENT No officer, official, employee or agent of WILSON or BLACK CREEK may, or shall have the authority or power to terminate, amend, modify, or alter this Agreement or waive any of its conditions so as to bind WILSON or BLACK CREEK by making any promise or representation not contained herein,unless such modification or revisions are in writing, formally approved in the same manner as this Agreement is originally approved and duly executed by all parties hereto. 15. WAIVER The failure of either party at any time to require performance by the other of any provision hereof shall in no way affect the right of the other party to thereafter enforce the same.Nor shall waiver by either party of any provision hereof be taken to be a waiver of any succeeding breach of such provision or as a waiver of the provision itself.No provision of this Agreement shall be deemed to have been waived by either party unless such waiver shall be in writing and executed by the same formality as this Agreement. 16. CUMULATIVE PROVISIONS The rights and remedies reserved to WILSON and BLACK CREEK by this Agreement are cumulative and shall be in addition to and not in derivation of any other rights or remedies Page 7of11 which WILSON and BLACK CREEK may have with respect to the subject matter of this Agreement and a waiver hereof at any time shall have no effect on the enforcement of such rights or remedies at a future time. 17. CAPTIONS &REFERENCES TO SECTIONS Caption to sections throughout this Agreement are for ease of reference only and shall not affect the meaning or interpretation of this Agreement. References made herein to sections shall refer to the various sections of this Agreement unless otherwise specified. 18.NO JOINT VENTURE Nothing herein shall be deemed to create a joint venture or principal agent relationship between the parties hereto and no party is authorized to, nor shall any party, act toward third parties or the public in any manner which would indicate any such relationship with the other. 19. ENTIRE AGREEMENT This Agreement and all attachments hereto and all material incorporated herein, represents the entire understanding and agreement of the parties with respect to the subject matter hereof, supersede all prior oral negotiations and can be amended,supplemented, modified or changed only as provided herein. Specifically, the Sanitary Sewage Treatment Contract dated October 19, 1976, is hereby terminated. 20. SEVERABILITY If any section, subsection, sentence, clause, phrase, or portion of this Agreement is, for any reason, held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct, and independent provision, and such holding shall not affect the validity of the remaining portions of this Agreement. In the event any provision or part of this Agreement is held to be void or unenforceable, such may be deemed stricken and all remaining provisions shall continue to be valid and enforceable upon the parties hereto. 21. SUCCESSORS AND ASSIGNS This Agreement may not be assigned by either party without the written consent of the other party. Subject to the foregoing,this Agreement shall be binding upon and its benefits inure to the parties, their successors and assigns. Except as specified in Section 11 this Agreement shall not be construed as impeding the right of either party to sell raw wastewater collection and/or treatment services to other governmental entities. 22. NOTICE 22.1. Except to the extent otherwise provided in this Agreement, it is agreed that the WILSON Director of Water Resources shall be designated to carry out WILSON's obligations under this Agreement and the BLACK CREEK Mayor shall be designated to carry out the obligations of BLACK CREEK under this Agreement. 23. DISPUTE RESOLUTION Any claims, disputes or other controversies arising out of, and between parties to this Agreement which may ensue shall be subject to and decided by the appropriate general court of justice of Wilson County,North Carolina. During the pendency of any claim or dispute, WILSON agrees to continue to provide wastewater treatment services, if capable,through the Termination Date and BLACK CREEK agrees to pay for wastewater treatment services billed by WILSON. 24. RECITALS The Recitals are incorporated into this Agreement. 25. COOPERATION AND GOOD FAITH WILSON and BLACK CREEK, while meeting their respective regulatory requirements,will work together to collaboratively identify and resolve any potential water quality issues in which wastewater from BLACK CREEK is involved. The parties agree to work together to effectuate the purpose of this Agreement and to act reasonably and in good faith in fulfilling their duties and rights hereunder. BACK-UP GENERATORS FOR PUMP STATIONS: If the pump station problem is due to an electrical outage, each pump station is equipped with a back-up generator capable of handling the full electrical load of each pump station. If this problem does occur,the automatic transfer switch should engage and return pump station to normal operation. If transfer switch does not engage,the operator or mechanic on site may transfer the switch manually. Exact capacity and voltage are listed on the pump station spreadsheet along with pump sizes and capacities. Four generators are dual fuel. C. PORTABLE GENERATORS: The city has two 180KW-480V,three phase generators with 10KW- 208V, single-phase transformers for all stations. Stantonsburg and Longview can only run the two smaller pumps that should carry normal flows if operated together. The city also has a 10KW and two 8KW portable generators for operation of three smallest stations as a double back up to the permanent generator at the station. In the event of extended down time of the pump station due to generator failure or catastrophic pump failure, the City has three (lea—10-inch and 2ea—8-inch) high head vacuum prime trash pumps+ numerous 4-inch, 3- inch, and 2-inch portable pumps and piping that can be used to bypass the station by pumping into a manhole downstream of the station or by pumping into a bypass tee when force mains are extremely long. All 6, 8, 10, and 12-inch temporary piping is stored at the Water Reclamation Division. All 4-inch and below piping is stored at the Operations Center, and the Water plants. SPARE PUMPS, PARTS, EMERGENCY CONNECTIONS, AND RELIABILITY: The City of Wilson is currently placing photos of all the various pump stations, electrical panels,generators, and SCADA controls on GIS, which is available with field GIS hardened laptops and on desktop computers throughout the Water Resources Department. Every pump station in the City System is a 2, 3, or 4-pump station, so built in redundancy is available at every station. However,the City maintains T3, T4, and T6 rotating assemblies for pumps and other spare parts including check valves, air reliefs,valves, control system parts, air pumps, and spare PLC parts for SCADA for every smaller station. All five brick and mortar stations have three or four pumps and rely on this for redundancy except one station that is brick but has T6 pumps of which we have a spare pump. The City is currently working to replace all brick and mortar dry well pumps with submersible pumps in case of catastrophic failure and submersion. Permanent piping and spare fittings are available from Water Infrastructure for 4, 6, 8, 12, 16, 20 and 24-inch force mains at the City's Operations Center, including flange-coupling adapters for the Gorman Rupp Stations. 20 CITY OF WILSON Sanitary Sewer Overflow Response Plan Revised 10/19/2021 1 PURPOSE The purpose of this document is to protect the citizens of Wilson, North Carolina and the Environment by establishing written procedures for responding to sanitary sewer overflows (SSO). This procedure applies to all City of Wilson (COW) employees that in the course of their work may deal with SSOs. These procedures will be reviewed upon hire and at least annually, or whenever revised guidance from local, state, or federal authorities dictate a revision is necessary. INITIAL RESPONSE 1. Upon discovery or notification of a sewer spill in progress, the crew leader (CL) onsite shall immediately assess the situation to determine if an SSO has taken place. If an SSO is actively occurring,the CL shall take immediate action to eliminate the spill and prevent the sewer from reaching surface water. The CL shall call the crew supervisor (CS) for mobilization of additional equipment and resources as necessary to resolve the issue. 2. The first individuals onsite shall make every effort to prevent or minimize the amount of sewer that comes into contact with surface waters. This shall include placing dirt or other materials around stormwater inlets or diverting flow to open areas through digging temporary ditches. It is inappropriate to wait until the CS responds prior to acting unless directed otherwise. 3. The CS shall immediately respond to the site. If the CS is unavailable, the ORC or back-up ORC shall immediately respond. 4. The CS or CL shall create a work order for the SSO for tracking purposes. 5. If the spill has reached surface waters or could reasonably be assumed to be greater than 1,000 gallons, the CS shall notify the Operator in Responsible Charge (ORC). If the ORC is unavailable, a back-up ORC shall be contacted. 6. If the spill has reached surface waters or could reasonably be assumed to be greater than 1,000 gallons, the ORC or back-up ORC shall visit the site within 24 hours of becoming aware of the sewer spill. SEWER FLOW RESTORATION 1. Line Blockage If a line blockage is suspected as the cause of a sewer spill,the CS shall coordinate to have a vacuum truck or jet flusher mobilized and placed into service to remove the blockage. The suspected cause of the blockage(grease, roots, etc.) should be noted on the work order. 2. Line Collapse If the suspected cause of a sewer spill is a line collapse, the CS shall set up bypass operations prior to excavation and repair of the pipe.The CS will coordinate with the City Engineer and Assistant Public Works Director to determine if a point repair is appropriate or if the entire run from manhole to manhole should be replaced. 3. Pump Station If a pump station failure is the cause of a sewer spill,the CS shall assist Water Resource staff in minimizing the extent of the sewer spill. Water Resource staff will work expeditiously to return the pump station to service. Bypass pumping operations should be set-up to either the onsite bypass piping or to the closest downstream manhole while work continues on the pump station. 4. Force Main If a force main breaks,the CS shall excavate and place a repair coupling as soon as possible.The CS shall contact Water Resources such that they may turn off the pump station pumps and allow the contributing pump station to hold wastewater while the repair is in process. SITE CLEANUP 1. Grass Areas a. Restrict access to prevent humans and domestic animals from coming in contact with the SSO. b. Till the area whenever possible.Apply lime, seed, and straw. c. If not able to till,apply lime and two inches of top soil and mix. Lightly place lime on top of mixture then seed and cover with straw. 2. Asphalt or Concrete a. Secure are from traffic flow. Set up containment at or near storm drainage system. Do NOT let spill enter storm drainage system. b. Put up tape, black or yellow"DANGER DO NOT ENTER" around the impacted area. c. Spread lime and approximately 1 inch of sand(or equivalent material)over spilled liquid. Let stand for one hour and sweep up. If moisture or grease is still present, repeat. Transport wet sand to the drying beds at the Water Reclamation Facility. d. After removing the contaminated material, wash down the are with water and Clorox. Pump mixture back into sewer system. e. If sewage enters a storm drain, refer to the creek/stream procedure. 3. Creek or Stream a. Construct a dam near a manhole or at a location which is accessible to a vacuum truck downstream of the spill location. Build the dam using dirt that is capable of handling the creeks flow and clean-up water without dam failure. Station two pumps (one primary and one back-up) at the dam that are capable of handling the creek flow. Be prepared with additional materials to repair the dam if a breach occurs. Pump water from the dam into a manhole. b. If a hydrant is available, connect a hose and direct discharge into the creek or storm drain upstream of the spill location to flush the creek towards the dam. Reclaimed Water shall NEVER be discharged into a creek or storm drain. c. Put up tape, black or yellow "DANGER DO NOT ENTER", from the SSO site to the pump site on both sides of the creek in populated areas. Otherwise, restrict access to prevent humans and domestic animals from coming in contact with the SSO. d. Ammonia tests using a handheld probe upstream and downstream of the sewer spill will be used to determine cleanup progress. Background ammonia levels should be determined by sampling 100 feet upstream of the sewer entering the stream. Then samples should be pulled every 30 minutes from the dammed area near the pump intakes. Once the ammonia levels drop to within 5%of the upstream background levels and there are no visible signs of wastewater in the stream, the dam and pumps may be removed. If necessary, ammonia or fecal coliform tests may be performed at the water reclamation facility for confirmation of site clean-up.Any sampling for ammonia or fecal coliform should be done only by trained individuals. Contact the water reclamation facility to schedule testing. REPORTING REQUIREMENTS The responding ORC shall make the determination if a sewer spill meets the criteria necessary for reporting to the Department of Environmental Quality (DEQ). Regardless of the situation, the responding ORC or designee will provide a 24-hour verbal report to the Raleigh Regional DEQ and an electronic 5-day written report if the following has occurred: 1. Sewer spills greater than or equal to 1,000 gallons; or 2. Any sewer spill, regardless of quantity,that reaches surface waters. For the purposes of this document,surface waters shall include but are not limited to streams,rivers, ponds, lakes, wetlands and any stormwater conveyances including ditches, drop inlets, catch basins, or stormwater pipes. Gravity mains range in size from 6-36 inches and force mains from 2-24 inches.The average pipe diameter for the entire collection system is 9.5 inches. • Slope—The slope is generally not available on our mains, but we do have slopes on new subdivisions and lines constructed in the past 20 years. We continue to incorporate videos of all line segments into GIS with an IT Pipes software camera program. • Pipe Material—All pipe material is available for every line segment on GIS. • Approximate Age—The average age of all pipe greater than 30 years old is known within a 10- year span with exact years known of all pipe installed after 1990.The average pipe age within the collection system is 40 years. • Flow Direction—The flow direction is displayed in the GIS for every line segment • Manhole Information—All manholes are identified, all locations are known and shown on GIS (including exact coordinates), materials of construction, approximate depth, and invert sizes are shown. • Pump Station Information—All pump stations are identified, have their location shown, identify pumps and capacity, number of pumps, and have back-up power at each station. • Number of Sewer Services is 21,500 as of 10/15/21.Sewer laterals are shown on GIS where data is available. Other General Information • City has a FOG program with approved enforcement City Ordinances, a full-time restaurant inspection and enforcement program including information and educational materials, handouts, and door hangers.These are distributed through mailings, in person, at numerous public events, and for public and school tours. • Operational, Maintenance and inspection logs are kept at pump stations and for all plant equipment for each event and inspection in addition to having full SCADA capabilities at each station. • The City keeps an active log of all complaints and work performed daily for all of Water Resources including all wastewater calls and repairs • Equipment is alternated and generators are tested automatically weekly including both full load and no load testing. All equipment is on a routing PM program to address routine as well as special problems. • Right of ways are maintained and outfalls are inspected on a full-time basis by a minimum of two people including and particularly high priority lines.Additional people are utilized as work load varies seasonally. Exact dates of mowing and inspections are kept and inspected • A minimum of 10%of the sewer lines are cleaned annually as required. A special grease cleaning report is generated for review of repeat areas for education material to be distributed by the FOG manager • Maintenance logs are kept for all repairs of equipment. • Construction record drawings are kept in Engineering and transferred to GIS for the entire Collection System within 30 days of receiving as-builts or field crew redlines.
