PROJECT DESCRIPTION The project is located on St James Drive SE in St James Plantation, adjacent to the Polly Gully Creek, Southport, Brunswick County To find the project site from Wilmington, travel south on NC Hwy 133 to Southport Travel approximately 3 25 miles to St James Drive (the entrance to St James Plantation) Turn left into St James Plantation (please note this is a gated community and entrance to St James must be arranged prior to your visit with the applicant) Follow St James Drive SE approximately 3 1 miles to the Polly Gully bridge A parking lot is located before the bridge on the left The project area encompasses approximately 14 acres, comprised primarily of tidal marsh The area slopes down from highground on both sides of the existing bridge /causeway There is a concrete bridge section spanning the creek channel, with the remainder of the crossing being a filled causeway- retained by deteriorating wooden bulkheads Polly Gully Creek channel is located approximately 70 feet south of the causeway approach and measures approximately 10 feet in width. Concrete nprap stabilizes the transition from the concrete bridge and the wooden bulkheads at all four corners of the bridge The entire span of the creek marsh (and length of the bridge causeway) from highground to highground measures approximately 400 feet across Marsh vegetation is comprised primarily of Salt Marsh Cordgrass (Spartana alterniflora), Black Needlerush (Juncus roemerzanus), Spike Grass (Distichlis spicata), and Glasswort (Sahcornza spp ) An existing plastic corrugated pipe is located within the causeway on the southern side of the bridge The waters of the Polly Gully Creek are classified as SA by the North Carolina Division of Water Quality It appears the waters are designated as a Primary Nursery Area (PNA) by the N C Division of Marine Fisheries to the east of Polly Gully bridge They are CLOSED to the harvesting of shellfish PROPOSED PROJECT: The applicant is proposing to install new bulkheads on both sides of the existing bridge The length of each of the two bulkhead replacements on the causeway south of the Polly Gully bridge section would measure approximately 243' to the west (labeled as W 1 on Sheet S -4) and approximately 270' to the east (labeled W2 on Sheet S -4) The bulkheads to be replaced on the north side of the bridge would measure approximately 55' to the west side of the causeway (labeled W3) and 61' in length to the east (W4). The new bulkheads would be located a maximum of 2' waterward of their current alignment The applicant has stated replacing the walls in place is not feasible due to their irregular alignments The applicant has also stated the existing pipe on the south side of the causeway will be extended as needed to maintain the connection of hydrology through the causeway, as it currently exists A wooden, slatted, elevated golf cart/pedestrian bridge is also proposed on the north side of the Polly Gully bridge It would measure 525' in length, 10' in width and would be elevated a minimum of 3' above the wetland substrate. 10. ANTICIPATED IMPACTS: The proposed bulkheads would result in the fill of approximately 805 square feet of coastal wetlands and 613 square feet of §404 wetlands The proposed golf cart/pedestrian bridge would result in the shading of approximately 4,800 square feet of coastal and §404 wetlands The work would likely result in a temporary increase in turbidity. Heather Coats Date November 26, 2013 Office Wilmington St. James Bulkhead Replacement and Future Pedestrian Walkway St James Plantation Brunswick County, NC Project Narrative Existinp, Conditions The project site is located on the St. lames Plantation property in Brunswick County, North Carolina (Lat 35 932514 N, Long 78 112217 W) Specifically, the project is at the St James Drive SE crossing of Polly Gully Creek and its adjacent salt marsh, which is primarily comprised of black needlerush (luncus roemer►anus) and smooth cordgrass (Spartina altern►flora). The existing bridge is a 50 ft long cored slab bridge, 27 ft. wide with a standard jersey barrier rail. The bridge is supported by concrete abutments on each end Both the abutments and the cored slab bridge are in good condition. The bridge is approximately 12 degrees askew relative to the roadway, creating a hazardous projection of the northeast barrier rail The roadway is comprised of two lanes and is approximately 24 ft. wide. The guardrail installed on both sides of the road is nonconforming timber rail This rail has several sections that have been improperly repaired The rail does not meet FHWA requirement for vehicles or cyclists This structure provides the only access to approximately 800 residents in St James Plantation Polly Gully Creek (Stream Index # 18- 88- 9 -1 -1) is a Class SC water with secondary classifications SW and HOW, and drains to Beaverdam Creek approximately 0 5 mile east of the project site, in the Cape Fear River Basin The mean high water elevation in the project area is approximately 4 40' and the mean low water elevation is approximately 0.15' The surrounding land use is comprised of a residential development and golf course community CAMA issued Permit No 58 -02 on May 9, 2002 for construction of the bridge on St James Plantation Drive SE over Polly Gully Creek Subsequent CAMA approvals for the bridge included a permit refinement, dated February 24, 2003, a minor modification dated October 8, 2003, permit renewals dated November 7, 2005 and April 22, 2008, and a permit extension dated April 21, 2010, which expired on December 31, 2012. The North Carolina Division of Water Quality issued a Water Quality Certification on April 11, 2002 (DWQ Project # 020277) The U S Army Corps of Engineers issued authorization under General Permit 198000291(USACE Action ID No. 200200641), as well as a subsequent permit modification, dated March 12, 2003 Proposed Project The proposed project will be privately funded by the St James Plantation Property Owners Association No public funds are to be used The proposed project has three elements Bulkhead Replacement The approach on both sides of the bridge (250 ft south and 60 ft. north) is supported by decaying timber lagging bulkhead with a maximum height of about 4 ft The project will replace the decaying bulkhead with a sheet pile wall The existing bulkhead will be left in place and new sheet pile walls will be constructed on the exterior of the existing bulkheads This will extend the fill 2' -0" along the entire RECEIVED DCM WILMINGTON, NO NOV 2 6 2093 length of the bulkheads on both sides of the road Impacts will be created to the wetlands for this construction This impact is necessary since the bulkhead can't be replaced in the same location Given the irregular alignment of the existing wall, the new sheet pile wall must be placed on outside of the existing wall If the new sheet pile was placed in the same location the clear road width would be reduced by 1 foot on each side creating a narrower travel lane which would create unsafe driving conditions In addition, the roadway would have to be closed to construct the wall in the same location and this road must remain open to traffic at all times since it is the only access for the residents and fire and rescue Construction of guardrail is also proposed along the approach roadway There is an existing 10" CPP inside an 18" CPP to the south of the existing bridge under St James Drive This pipe will be extended, if necessary, during installation of the new bulkhead such that the pipe still protrudes through the bulkhead The majority of the construction equipment utilized to construct the wall will be on the existing roadway Temporary timber mats will be utilized in the wetlands in order to install the wall anchors Roadway Realignment The bridge is approximately 12 degrees askew relative to the approach roadway, creating an unsafe condition The layout of the proposed sheet pile wall will allow a slight realignment of the roadway to alleviate the skew and improve safety The work associated with the bulkhead replacement and roadway realignment will not have any impacts to Polly Gully Creek The work that is proposed is outside of the Creek Future Pedestrian and Golf Cart Walkway St James Plantation Property Owners Association proposed to construct a new pedestrian walkway on the west side of St. lames Plantation Drive SE The walkway will be a wooden, slotted structure elevated a minimum of 3 ft (measured from the bottom of the joists) off the marsh substrate The proposed walkway will be 10' wide in order to accommodate both golf carts and pedestrians While the bridge is wide enough to accommodate shoulders and pedestrian traffic, the approach roadway north and south of the bridge is too narrow Pedestrians frequently utilize a nearby (located within 85 to 115 feet from the roadway and bridge) golf cart path to cross the marsh This creates an unsafe condition for several reasons, including the existing path is a not wide enough to safely accommodate carts and pedestrians, the existing path is a boardwalk that has no guardrails, and the existing path is showing signs of decay In addition, the existing path is owned and maintained by the Clubs at St James Plantation, LLC and not St James Plantation POA The existing path is only supposed to be used by those that are playing golf at Clubs at St James Plantation since it is within the right of way of the golf course The new walkway is proposed to improve pedestrian safety by directing pedestrians and residential golf carts away from the road and away from the existing golf cart path walkway which is owned by the golf course and not the community The walkway will be constructed by St James Plantation Property Owners Association within the next 3 years It will not be constructed at the same time as the sheet pile walls but is being permitted concurrent with the bulkhead A top -down method is proposed for construction of the future pedestrian walkway If this is not feasible, temporary timber mats will be utilized for construction.
