3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:
The existing conditions of the site consist of a poorly drained asphalt/gravel parking
lot. This parking lot covers approximately 2/3 of the parcel. The remainder is
occupied by various electrical, utility, & greenway easements. The general land use in
the vicinity is urban.

4. Proposed Activity
Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used:
The purpose of the proposed improvements is to correct a drainage problem that
currently causes standing water and deterioration of the existing parking surface. To
remedy this, the plan proposes storm drainage inlets to collect this water and
discharge at a downstream location (this buffer application/encroachment). It is
envisioned that this small scope of work will be completed with a mini excavator
(rubber tracked), trench boxes, hand held rammer compaction tool, and hand placed
stone at dissipation pad.

Comments:
This impact encroaches into the riparian buffer to a total impact of 549 sf. This
includes the storm line install, placement of rip rap, and associated private storm
drainage easement. The location of the proposed piping - and therefore the necessity
of the requested encroachment - is dictated by the requirement that the pipe avoid
the existing City of Raleigh sanitary sewer easement.
D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.
This discharge is minimized by routing it to an existing velocity dissipation pad and
only as far as necessary to clear the city of raleigh sanitary sewer easement (as
required by Raleigh Public Works). Effectively, the existing pad will not be enlarged
and therefore, the impact is minimal.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.*
Sequence of construction shall be conducted so as to minimize both the denuded
area and the duration of disturbance.
